Illinois Senate Bill 1235, sponsored by Senator Donne Trotter, increases the amount of money which the Chicago Teachers Pension Fund (CTPF) can use to subsidize pensioners health care from $65 million to $80 million per year. The increase is needed for the following reasons:. 1) CTPF Retirees pay for their own health insurance as well as the other ancillary costs associated with medical care. 2) Some CTPF Medicare eligible retirees must pay for Part A if they did not earn 40 credits towards coverage from employment in the private sector. 2) CTPF retirees’ health insurance costs are increasing at a rate that well exceeds inflation 3) CTPF retirees’ ancillary costs for co-pays and out-of-pocket deductibles are also increasing at rates that exceed inflation. 4) CTPF’s retiree cohort has increased 42% since 2004 when the current subsidy amount of $65 million was established. 5) CTPF retirees’ subsidy will decrease from the current 50% level in 2016 unless the amount is increased.
