    Air Quality Action Plan For the Royal Borough of Kingston upon Thames In fulfillment of Part IV of the Environment Act 1995 Local Air Quality Management JULY 2016 SUMMARY This document revises the Council’s current Air Quality Action Plan (AQAP) that was published in 2005 and outlines the actions we will take to prevent deterioration of, and ultimately improve, air quality in the Borough between January 2016 and December 2021. Our medium term plan, ‘Destination Kingston’ sets out our aim of making Kingston fit for modern living - an attractive place to live and work. This plan supports a number of the Destination Kingston 2015-2019 themes and objectives, with clean air and a healthy environment being a fundamental requirement for our communities to live, work and grow. The AQAP also supports a key element of the Our Kingston Programme, established in July 2015 and setting out how the Council will deliver the vision set out in Destination Kingston. Actions to improve Air Quality sit well within Community Outcome 7 established within the programme, which seeks a ‘sustainable borough with a diverse transport network and quality environment for all to enjoy’. Air quality assessments undertaken by the Royal Borough of Kingston upon Thames identified that the Government's air quality objective for annual mean nitrogen dioxide and daily mean particulates (PM10) were not being met within the Borough (as with most of London) by the target dates. As a consequence, the Council designated an Air Quality Management Area (AQMA) across the whole of the Borough and produced an Air Quality Action Plan in recognition of the legal requirement on the Council to work towards air quality objectives; as required under Part IV of the Environment Act 1995 and the relevant air quality regulations.

    Wandsworth Council Parks time line There are many large green open places in south west London. The commons of Barnes, Battersea, Clapham, Putney, Streatham, Tooting, Wandsworth and Wimbledon date from ‘time immemorial’. Though largely comprising the wastes or heathland of a parish, the commons were integral to mediaeval land settlements and were owned by lords of the manors. As London developed during the nineteenth century the land was increasingly developed for housing. Several legal battles took place to defend the commons as open land. Garratt Green had long been ‘defended’ by the infamous Mayors of Garratt elections. Listed below are the green places in the Borough of Wandsworth that are managed by Wandsworth Parks Service. Further historic information can be found in the individual site management plans. 1858 A Royal Commission into housing recommended creating Battersea Park, Kennington Park, and Victoria Park in Hackney with formal and informal gardens as a way offering moral improvement to an area. Health was a matter of fresh air, exercise and diet, rather than one of medical resources. 1885 Battersea Vestry created Christchurch Gardens as ‘an outdoor drawing room’. The shelter and memorial were added after 1945. 1886 Waterman’s Green was created by the Metropolitan Board of Works as part of the approach to the new Putney Bridge when it was rebuilt in stone. It was not publicly accessible. 1888 Battersea Vestry owned the parish wharf and created Vicarage Gardens as a promenade, complete with ornamental urns on plinths along the river wall. During 1990s it was included in flood defence schemes. 1903 Leader’s Gardens and Coronation Gardens were created as public parks by private donation from two wealthy local individuals.

Tel. 020 8545 3239 Email: [email protected] The name of the river comes from Anglo Saxon or “Old English.” The Wandle is thought to take its name from the Saxon term “Wendlesworth” or Wendle’s settlement. However the river has been known by various names over the centuries. The first recorded mention was in a charter from 693AD, referring to the “hlida burnan” meaning “loud one” or “fast flowing stream.” In 1470 the monks of Westminster Abbey, which owned much of Merton and Morden during Medieval times, referred to the river as the “Lutbourne.” However by 1586 records were also describing it as “Vandalis,” “Wandal” or “Wendell,” a name derived from what we now know as Wandsworth. For its size, the Wandle was once one of the most heavily worked rivers in the world. Over the centuries many different industries harnessed the power of the river and at least 90 watermills were built at regular intervals along its banks. Their giant waterwheels, turned by the flowing water, powered systems of gears and levers, driving machinery used in the manufacture of diverse goods. This included milling corn into flour, grinding tobacco leaves to make snuff, copper processing, paper production and pounding skins to create high quality leather.
