  • 2020 Legislative Wrapup
2020 Legislative Summary Includes bills of interest in the 2020 session and bills that were held over from the 2019 legislative session. The 2020 Legislative Session ran from Monday, Jan. 14th – Friday, Jun. 26th. The last quarter of the 2020 legislative session was truly a 'new era' under the Gold Dome. While legislators came to just two weeks ago, a sense of uncertainty for legislators and lobbyists alike filled the halls. The fiscal year 2021 budget, hate crimes legislation, multiple tax increase efforts, PBM reform, and copious amendments were the talk of the week. As committees kicked off, more amendments were being proposed and added to moving bills to address ‘priority issues’ before legislators headed home for the remainder of 2020. The following notable bills that were passed in the respective chambers are set to land on the Governor's desk. Failed bills are effectively dead and would have to be reintroduced next year. Each bill must be adopted in identical form by each chamber. Like the budget, most new laws take effect on July 1 unless another date is specified in the bill itself. The Governor has forty days following the legislative session to veto entire bills or line items in the budget. Hate Crimes HB 426 by Rep. Chuck Efstration was introduced to the Georgia General Assembly in March of 2019. Following the killing of Ahmaud Arbery, as well as recent nationwide protests against racial injustice and police brutality the legislation moved quickly through both the Senate and House Chambers on Legislative Day 37. Gov. Brian Kemp on Friday, signed the legislation allowing additional penalties to be imposed for crimes motivated by a victim’s race, religion, sexual orientation, or other factors, removing Georgia from the dwindling list of U.S.

  • Washington State Senate
Washington State Senate Chair Fitzgibbon, Thank you for your dedication to pursuing the Low Carbon Fuel Standard for our state. While we sometimes disagree on the methods, we all share a commitment to ensuring our state does its part in reducing our carbon footprint to address climate change. As you know, HB 1091 passed the Senate Thursday night on a vote of 27-20. Our five votes represent more than the margin of passage and it is crucial that you know the changes made to the legislation in the Senate were integral to our support for the bill. We worked closely with our partners in the Building Trades to make sure all voices were heard. As we likely head to conference, these are the Senate changes to the legislation that must stay in the final bill to earn our support: • Ensure that this policy does not dramatically increase the cost of fuel, which is a burden that will likely fall on consumers and disproportionately impact those who can least afford it. • Ensure that Washington State benefits from the jobs created by the additional money that will be spent by consumers on low carbon fuels. This includes new biofuel facilities in Washington and an assurance that some of the crops used to make those fuels come from our state. • The bill must maintain a link to the transportation package. • Maintain the legislative review beyond the 10% threshold so that elected officials can weigh the efficiency of the policy after implementation. Addressing our climate impacts doesn’t have to be just a bitter pill.

Voting Records reports on the votes made by every legislator on bills that were advocated, promoted or opposed by Associated Industries of Florida (AIF). By reporting on 5,668 votes cast by legislators on 59 bills, this publication embodies the most exhaustive and complete record of the Tom C. Feeney President & Legislature’s approach to the concerns of Florida’s employers. Chief Executive Officer We go to great lengths to ensure that legislators are aware of AIF’s positions on issues of great importance to the business community. Every year before the session begins, we produce AIF’s Session Priorities, which explains why we support or oppose key issues. In addition, during the session we provide each legislator with a Daily Brief on the activities of that day, highlighting bills of interest to business and our positions on those issues. Our greatest asset, however, is our experienced and accomplished legislative team, which has compiled a record of success second to none. For 42 years AIF has published Voting Records yet, these records only tell part of the story. AIF also helps its member companies detect what bills and amendments are filed and by whom, and who is taking part in behind-the-scene efforts and debates on behalf of the busi- ness community.
