Draft BRIEF

1. Introduction

1.1 This Brief is to be read in conjunction with the Memorandum of Agreement, the General Conditions of Employment of Engineering and Associated Consultants for an Investigation Assignment (1997 Edition) ( hereinafter referred to as the Ge neral Conditions of Employment (GCE) ), the Special Conditions of Employment (SCE ) and the Schedule of Fees (SoF) .

2. Description of the Project

2.1 Based on the recommendations of the previous consultancy studies, the Water Supplies Department (WSD) has progressively implemented pressure management (PM) and continuous monitoring (CM) schemes in various areas in to control and reduce leakage in the fresh water distribution systems since 1997 . WSD has established twenty two small -scale PM and CM schemes. Recently, WSD has completed the studies on the large -scale PM and CM schemes for the North Point & Shau Kei Wan , Tai Po, Kowloon Central, Western, Central , Eastern, Sai Wan, Kowloon West , Tsuen Wan East , Tsuen Wan West, Tuen Mun, Sai Kung, Aberd een and R ed Hill Major Supply Zones (MSZs) . As a long -term strategy to combat high water leakage problems in the territory, WSD intends to further extend the implementation of PM and CM schemes to cover the remaining MSZs in Hong Kong , including the Kowlo on East, Sha Tin, Yuen Long, Sheung Shui & Fanling and Islands MSZs .

2.2 Th e Project is to design the PM and CM schemes for the Kowloon East, Sha Tin, Yuen Long, Sheung Shui & Fanling and Islands MSZs . The Project also includes the establishment of the C M schemes for continuously monitoring the water consumption of the large housing estates (LHEs) located within the five MSZs. These MSZs comprise the supply zones (SZs) of the following fresh water service reservoirs (FWSRs), fresh water tanks (FWTs), fre sh water balance tanks (FWBTs) , fresh water break pressure tanks (FWBPTs) and direct supply from the water treatment works (WTWs) :

2.3 Th e Kowloon East, Sha Tin, Yuen Long, Sheung Shui & Fanling and Islands MSZs are hereafter referred to as the Project Study Area. The general layouts of the Project Study Area are shown on Sketch No s. SK 510 48/1 to SK 51048/5 in Appendix I . The boundaries of the FWSR / FWT / FWBT / FWBPT / WTW SZ s as shown on the sketches are indicative only and are subject to ver ification by the Consultants with the staff from relevant Regions of WSD in accordance with Clause 6.3 (l) of th is Brief .

2. 4 Th e fresh water distribution systems in this Brief shall include all the distribution systems for temporary mains water for flushing such as those within the SZ of Wang Chau FWSR .

3. Objectives of the Assignment

3. 1 The objectives of this Assignment are to develop network models and , by making use of the calibrated and validated network models with sufficient field test data and records available in WSD , to design the most appropriate PM and CM schemes for WSD ’s fre sh water distribution system s within the Project Study Area in order to reduce water leakage in long term .

4. Description of the Assignment

4.1 The Assignment shall cover, but not be limited to, the following major tasks: -

(a) to develop network models for WSD ’s fresh water distribution systems within the Project Study Area;

(b) to design , supervise and carry out field works required for the calibration and validation of the constructed network models for the fresh water distribution systems within the Project Stu dy Area;

(c) to design the most appropriate PM and CM schemes for the fresh water distribution systems within the Project Study Area by making use of the calibrated and validated network models ; and

(d) to organise and give a 2-day presentation and/or demonstrat ion , with presentation materials, to staff of WSD on the following :

i) the planning, construction, calibration and validation of the network models for operating and monitoring the performance of the fresh water distribution systems within the Project Study Area; and W Water Suppl ies Department Page 4 of 36 Agreement No. CE 6/2011 (WS ) ii) the design , establishment, use, operation and management of the PM and CM schemes formulated within the Project Study Area.

5. Deliverables

5.1 The Deliverables to be produced by the Consultants under this Assignment are as set out below: -

(a) Implementation Programme

The Consultants shall submit to the Director’s Representative (DR) for approval six (6 ) copies of the detailed and itemised programme of the Assignment (using SureTrak or other compatible software approved by the D R) in accord ance with Clause 8 of this Brief.

(b) Progress Reports

The Consultants shall submit to the DR six (6 ) copies of the progress reports in accordance with Clause 9 of this Brief within the first five (5) working days of each month .

(c) Field Works Proposal for the Calibration and Validation of the Network Models

The Consultants shall submit to the D R for approval the draft Field Works Proposal in packages (number of packages to be determined by the Consultants) including detailed planning, design, calculat ions and programme for the field works. The Consultants shall submit six (6 ) copies of the draft Field Works Proposal for each package . The first package shall be submitted within three ( 3) months from the date of commencement of the Agree ment , whereas t he last package shall be submitted within seven ( 7) months from the date of commencement of the A gree ment. The d etails of the field works are stipulated in Clause 6.3( u) of this Brief. The Consultants shall consult staff from relevant Regions and Custome r Service s (CS) Division of WSD on the Field Works Proposal. Upon receipt of the comments from the DR and relevant staff of WSD , the Consultants shall take into consideration these comments, revise the draft proposal and submit to the DR six (6 ) copies of the revised proposal and the responses to the comments received within two ( 2) weeks from the date of receipt of the comments .

(d) Field Data Reports

The Consultants shall submit to the DR two ( 2) cop ies of the field data report in accordance with Claus e 6.3( u) of this Brief and records of the field data for each of the proposed monitoring point s within the Project W Water Suppl ies Department Page 5 of 36 Agreement No. CE 6/2011 (WS ) Study Area within three ( 3) weeks from the date of com pletion of taking the measurements . The Consultants shall also submit to the DR two (2) cop ies of the summary report , when the accumulated percentage of the monitoring points in the submitted field data reports has reached or exceeded 20%, 40%, 60%, 80% and 100% respectively, within one (1) week upon submission of the field data reports.

(e) Preliminary Design of PM and CM Schemes

The Consultants shall submit to the DR for comments the preliminary design of PM and CM schemes for the fresh water distribution systems within the Project Study Area in nine (9) batches (Batch 0 to Batch 8) . Batch 0 shall consist of the design methodologies, standards to be adopted in the design, all parameters and any other relevant information necessary for the preliminary design of the PM and CM Schemes. For Batch 1 to Batch 7, each batch shall consist of the preliminary design of PM and CM schemes for the fresh water distribution systems of ten (10) FWSR / FWT / FWBT / FWBPT / WTW SZs. Batch 8 shall consist of the preliminary design of PM and CM schemes for the fresh water distribution systems of the rema ining FWSR / FWT / FWBT / FWBPT / WTW SZs. The Consultants shall submit batches in accordance with the programme in Clause 8 of this Brief. Each batch of submission shall contain seven ( 7) copies of the preliminary design of PM and CM schemes. The preli minary design shall include drawings, data necessary for the PM and CM schemes, and other information as may be required by the DR. The Consultants shall consult staff from relevant Regions and CS Division of WSD on the preliminary design of PM and CM sch emes. Upon receipt of the comments from the DR and relevant staff of WSD, the Consultants shall take into consideration these comments, revise the preliminary design and submit to the DR seven (7) copies of the revised preliminary design and the responses to the comments received within one (1) month from the date of receipt of the comments .

(f) Technical Reports

The Consultants shall submit to the D R for approval the following reports in accordance with Clause s 6.4 and 6. 5 of this Brief:

i) Technical R eport No. 1

The Consultants shall submit to the D R six (6 ) copies of the draft Technical Report No. 1 on construction , calibration and validation of the network model s within twenty (20) months from the date for commencement of the A gree ment . The report shall be provided in separate volumes for different MSZs. Upon receipt of the comments f rom the DR , the Consultants shall take into consideration these comments, revise the report and submit to the D R six (6 ) W Water Suppl ies Department Page 6 of 36 Agreement No. CE 6/2011 (WS ) copies of the revised report and the response s to the comments received within one (1) m onth from the date of receipt of the comments .

ii ) Technical Report No. 2

The Consultants shall submit to the DR six (6 ) copies of the draft Technical Report No. 2 on design of PM and CM schemes for the fresh w ater distribution systems within the Project Study Area by making use of the calibrated and validated network models within twenty six ( 26 ) months from the date for commencement of the Agree ment . The report shall be provided in separate volumes for differ ent MSZs. The Consultants shall again consult staff from relevant Regions and CS Division of WSD on the PM and CM schemes recommended in the report. Upon receipt of the comments from the D R and relevant staff of WSD , the Consultants shall take into consi deration these comments, revise the report and submit to the D R six (6 ) copies of the revised report and the res ponses to the comments received within one (1) m onth from the date of receipt of the comments .

(g) Final Report

i) The Consultants shall submit t o the D R for approval six (6 ) copies of the draft Final Report for the Assignment in accordance with Clause 6. 6 of this Brief within twenty nine (29 ) months from the date of commencement of the A gree ment . The report shall be provided in separate volumes f or different MSZs.

ii) The report shall include all such plans, data and other documents as may be necessary or required by the D R for the examination and consideration of the study. Upon receipt of the comments from the D R, the Consultants shall take into c onsideration these comments, revise the report and submit to the D R six (6 ) copies of the revised draft Final Report and the responses to the comments received within one (1) month from the date of receipt of the comments.

iii) Within one (1) month from the da te of agreement on the revised draft Final Report by the D R, the Consultants shall submit to the DR seven (7 ) bound copies and one (1) unbound copy of the Final Report.

(h) Paperless Final Report (in HTML format)

The Consultants shall submit to the D R tw o (2) c opies of the paperless Final Report together with the Final Report in accordance with Clause 6. 7 of this Brief. The Consultants shall prepare the paperless report on W Water Suppl ies Department Page 7 of 36 Agreement No. CE 6/2011 (WS ) interactive compact disc s (CD s) approved by the D R and shall assist to upload the paperless report to the WSD ’s Intranet System .

(i) Executive Summary

The Consultants shall submit to the D R for approval seven (7 ) copies of the draft Executive Summary (both English and Chinese versions) in accordance with Clause 6. 8 of this Brief withi n twenty nine (29 ) months from the date of commencement of the A gree ment . Upon receipt of the comments f rom the D R, the Consultants shall take into consideration these comments, revise the draft Executive Summary and submit to the D R ten (10) copies of th e revised Executive Summary within two (2 ) weeks from the date of receipt of the comments . Within two (2) weeks from the date of agreement on the revised Executive Summary by the D R, the Consultants shall submit to the D R ten (10) copies of the final Exec utive Summary.

(j) Records of Meetings and Correspondence

The Consultants shall prepare and submit to the D R for retention one (1) copy of the minutes of the meetings attended by the Consultants or convened by the DR and the correspondence with others in connection with the services provided under Clause 6 of this Brief within five (5) working days after the meetings .

5.2 The Consultants shall submit soft cop ies in duplicate on CD s approved by the DR the endorsed, approved or final versions of the docume nts, reports, programs, databases, plans, drawings, records, etc., of all Deliverables listed in, but not limited to , Clause 5.1 of this Brief. The C onsultants shall clearly label on the surface of the CDs a description of the documents stored and provide the source computer programs used on the CDs. The soft copy of each Deliverable shall comprise the files in the original formats and a combined file in portable document format (pdf). The original formats of the submissions shall include, but not be lim ited to, the following: -

(a) all network models (using InfoWater, H 2OMAP or other compatible softwares approved by the D R) constructed under this Assignment;

(b) all drawings ( in Auto CAD and SHAPE formats, or using other compatible softwares approved by the D R) produced under this Assignment;

(c) all photographs (in JPEG or other compatible format approved by the DR) taken under this Assignment;

(d) all reports and documents (using Microsoft Office or other compatible softwares approved by the D R) produ ced under this Assignment; and

5.3 The Consultants shall provide any other reports, papers, submissions, programmes, estim ates, calculations, certificates, plans, drawings and any other documents in connection with the Assignment as required by the D R.

5.4 The Consultants shall keep one set of all correspondence in relation to the Assignment. Upon request of the D R, the Con sultants shall submit to the DR a copy of the correspondence, which should be properly filed, classified and indexed to enable easy reference, search and retrieval of information.

5. 5 The Consultants shall draw the Employer ’s attention to any Deliverables that are under licen se and any pre -existing copyright or patent on any Deliverables and any other restriction whatsoever affecting the Employer’s use of the same and, if required by the D R, to verify and establish the existence of any licen se, copyright, patent or restriction.

5.6 Drawings shall be prepared by Computer -Aided -Drafting (CAD) in AutoCAD DXF or DWG format conforming to the CAD Standard for Works Projects version 1.03.00 (or later versions as agreed between the Employer and the Consultants fro m time to time) as posted on the following link of the ’s web site : http://www.devb.gov.hk/en/construction_sector_matters/electronic_services/c ad_standard/computer_aided_drafting/cad/index.html

6. Services to be provided by the Consult ants

6.1 The duties of the Consultants shall be as defined in the GCE and SC E and as amplified, extended and set out in this Brief.

6.2 The services to be rendered by the Consultants comprise all necessary review, investigation, studies, design work, fie ld works, construction of network models and associated calibration and validation, co -ordination, consultation, contract administration, site inspections, site supervision and provision of advice s to achieve the objectives of the Assignment as set out in Clause 3 of this Brief .

6. 3 To meet the objectives of the Assignment, the Consultants shall provide the following services:

(a) to draw the attention of the D R to any legal implications and consequences arising from or in relation to the Assignment;

(b) to make their own arrangements to obtain information necessary for the completion of the Assignment ;

W Water Suppl ies Department Page 9 of 36 Agreement No. CE 6/2011 (WS ) (c) to m ake suitable arrangements to gain access to any public and/or private estates for carrying out all the works under the Assignment including the provi sion of any necessary lighting, signing , guarding and security measures for the equipment used for the works under the Assignment;

(d) to c onsult, liaise and coordinate with the following authorities /departments and any others that have an interest in or an effect on or which are affected by the Assignment, pursuant to the requirements of Clause 19 of the GCE:

(f) to circulate and collect plans, papers and reports necessary for the completion of the Assignment and submit the circulation lis t to the D R for agreement;

(g) to comply with all reasonable instructions from the D R and with all relevant circulars, WSD’s departmental instructions (DIs) and technical memoranda as directed by the D R;

(h) to take cognizance of the current version of all relev ant procedures, manuals, circulars, handbooks, standards , guidelines and document s in use by the Employer including, but not limited to , the following in the provision of the ir services :

(l ) to identify all the cut -line valves of the FWSR / FWT / FWBT / FWBPT / WTW SZs within the Project Study Area and verify the accuracy of the boundaries of the se SZs as shown on Sketch Nos. SK 51048/1 to SK 51048/5 with relevant Regional staff of WSD on si te , taking account of all possible changes to the cut -line valves , SZ boundaries, foreseeable shifting of the FWSR / FWT / FWBT / FWBPT / WTW SZs in future due to operation requirements or planned development s, and cross -connections between the SZ s etc., i ncluding, but not limited to, the following SZs:

i) Lion Rock High Level and Lion Rock High Level No. 2 FW Primary SRs SZ , Diamond Hill No. 2 FWSR SZ and Ngau Chi Wan FWSR SZ in Kowloon East MSZ:

The boundaries of t he se SZs are subject to changes due to th e operational requirements for the implementation of the Kai Tak Development Project and the implementation of the Agreement No. WSD 1/2008 . The Consultants shall liaise with relevant staff of WSD to obtain the latest information on the boundaries of thes e SZs and the corresponding changes in the SZ boundaries of the adjacent SZs including Tsz Wan Shan FWSR SZ, Ngau Chi Wan High Level FWSR SZ and Choi Wan Road FWSR SZ . Reference s sh ould be made to the Planning Report No. 2/2011 – Water Supply to Kai Tak D evelopment , and the reports under the Agreement No. WSD 1/2008 – Implementation of Pressure Management and District Metering for the Fresh Water Distribution Systems of Kowloon Central Major Supply Zone – Design and Construction ; and

ii) Tan Kwai Tsuen South FWSR SZ in Yuen Long MSZ:

This FWSR will be commissioned in mid -2011. The Consultants shall liaise with relevant staff of WSD to obtain the latest SZ boundary of this FWSR and the corresponding changes in the SZ boundaries of the adjacent SZs including Tan Kwai Tsuen North FWSR SZ, Yuen Long FWSR SZ and Ngau Tam Mei FW Primary SR SZ , and Tuen Mun North FWSR SZ under the Agreement No. CE 23/2008 (WS) . Reference s sh ould be made to the Planning Report No. 10/95 – Tan Kwai Tsuen South Fresh Water Service Res ervoir Stage II and Additional Trunk Transfer Facilities between Yuen Long and Tuen Mun , Planning Report No. 3/ 20 10 – Addendum to Planning Report No. 9/2000 Water Supply to North Tuen Mun , and the reports under the Agreement No. CE 23/2008 (WS) – Pressure Management of the Fresh Water Distribution W Water Suppl ies Department Page 16 of 36 Agreement No. CE 6/2011 (WS ) Systems of the Tsuen Wan West, Tuen Mun, Sai Kung, Aberdeen and Red Hill Major Supply Zones – Investigation .

The cost arising from the difference s between the verified boundaries of the SZs and the boundaries as shown on Sketch Nos. SK 510 48/1 to SK 51048/5 and arising from the future shifting of SZs and changes in the boundaries of SZs shall be deemed to be included in the Lump Sum stipulated in Clause 2 of the Schedule of Fees ;

(m) to verify on site the water m ains details including quantities, sizes, alignments, etc., taking account of possible changes to the water mains details . There may be additional or missing water mains identified in the FWSR / FWT / FWBT / FWBPT /WTW SZ s. The Consultants shall provide all the verified information , which is deviated from the Mains Record Plans (MRPs) of WSD , to the DR and assist in updating the MRPs . The cost arising from any difference s between the verified water mains details and those as shown on the MRPs shall be de emed to be included in the Lump Sum stipulated in Clause 2 of the Schedule of Fees ;

(n) to collect and review all existing relevant drawings, plans, information from the Supervisor y Control and Data Acquisition (SCADA) S ystem of WSD, water suppl y and cons umer data, etc. in building up the network models for the fresh water distribution systems within the Project Study Area . The Consultants shall carry out detailed screening and verification of the data collected (including, but not limited to, billed cons umption and geo -reference data) and take necessary action to rectify the anomalies found in the data . The Consultants shall also consult the Planning Section of Development (2) Division of WSD to assess the future water demand on and effects of any planne d WSD ’s works by the proposed PM and CM schemes within the Project Study Area ;

(o) to take cognizance of the list of LHEs given in Appendix II in the design of the CM schemes. The list of LHEs is provided for reference on ly. The cost arising from any ch ange in the list of LHEs shall be deemed to be included in the Lump Sum stipulated in Clause 2 of the Schedule of Fees . The Consultants shall consult staff from CS Division of WSD and if necessary, the management companies of the LHEs to collect and verif y on site details of the existing inside services and the inlet water mains for providing water supply to the LHEs , determine the numbers of DMAs and numbers of DMA chambers for the housing estates and the feasibility and cost -effectiveness of implementing pressure management, taking account of the pressure and availability of space on site ;

(p) to consult staff from relevant Regions and CS Division of WSD and to conduct site surveys , inspections and investigations to gather W Water Suppl ies Department Page 17 of 36 Agreement No. CE 6/2011 (WS ) information on customers and bu ildings requiring exceptionally high water supply pressure and on areas with problems of low or unstable water supply pressure ;

(q) to consult staff from relevant Regions and CS Division of WSD and to conduct site surveys , inspections and investigations to buildings with direct water supply and gather information of the water pressure required by the buildings ;

(r) to consult staff from relevant Regions , Leakage Management (LM) Section and Leakage Detection Unit (LDU) of WSD , to collect information (inclu ding, but not limited to, flow and pressure data , boundaries, etc. ) of all the existing and planned Waste Detection Areas (WDAs) , District Metering Areas ( DMAs ) and Pressure Management Areas (PMAs ) within the Project Study Area , to conduct site surveys , in spections and investigations on the existing installations , equipment and chambers, and to assess the suitability of these installations , equipment and chambers for use in the field works and the design of PM and CM schemes . A list of the existing and pla nned WDAs, DMAs and PMAs within the Project Study Area is given in Appendix III for reference. The cost arising from any change s in the list shall be deemed to be included in the Lump Sum stipulated in Clause 2 of the Schedule of Fees ;

(s) to conduct sit e visits and take measurements to obtain any missing water supply and consumer data and to verify any ambiguous or incorrect data necessary for building up the network models for the fresh water distribution systems within the Project Study Area . The Cons ultants shall provide all the missing and corrected data to the DR and assist in updating the relevant WSD ’s records ;

(t) to develop network models using InfoWater, H2OMAP or other compatible softwares approved by the D R for establishing new DMAs and PMAs for the fresh water distribution systems with in the Project Study A rea . The Consultants shall clearly demonstrate the methodologies for the determination of the average flows, peak hour factors, minimum hour factors and diurnal patterns to be adopted in the network models and carry out analysis including, but not limited to , steady state analysis and extended period simulation covering a period of 24 hours to cover various flow scenarios including, but not limited to, (i) peak flow, (ii) average flow plus fire flow s and (iii) minimum flow ;

(u) to plan, design , carry out and supervise the field works for calibration and validation of the network models for WSD ’s fresh water distribution systems with in the Project Study Area , including, but not limited to , the following:

i) to design and propose the numbers and locations of the pressure W Water Suppl ies Department Page 18 of 36 Agreement No. CE 6/2011 (WS ) monitoring points within the Project Study Area for taking sufficient measurements and records of the field data to enable the calibration and validation of the network models. For those SZs having only a few or no existing fire hydrants for pressure monitoring , the Consultant s shall propose the numbers , locations and details of temporary pressure tapping points . The Consultants shall also liaise with Regional staff of WSD, su pervise and issue works orders to the term contractors for the construction of the proposed temporary pressure tapping points . The minimum number s of the pressure monitoring points (including the temporary pressure tapping points) for each MSZ are specifi ed in the table below :

If the field works are con ducted with the numbers of pressure monitoring points less than the specified minimum numbers of pressure monitoring points for each MSZ, payment for the field works will be deducted on a pro -rata basis from item 3(v) of the Schedule of Fees. No additiona l payment will be made if the numbers of pressure monitoring points in the field works exceed the specified minimum numbers for the MSZs;

ii) to design and propose the numbers and locations of the flow monitoring points within the Project Study Area, particul arly at those FWSR s / FWT s / FWBT s / FWBPT s / WTW s with no outlet flowmeters and at flow measurement chambers (for insertion type flowmeters) , for taking sufficient measurements and records of the field data to enable the calibration and validation of the network models;

iii) to design , propose and identify the types, specifications and quantities of the field equipment (which shall itself be calibrated and tested at frequent intervals and shall include, but not be limited to, data loggers , insertion type flowm eters and ultrasonic flowmeters ) required for monitoring the flows and pressures at the proposed monitoring points of the fresh water distribution systems ;

W Water Suppl ies Department Page 19 of 36 Agreement No. CE 6/2011 (WS ) iv) to carry out site inspections prior to installation of the field equipment to confirm the suitabili ty of the proposed monitoring points and types of field equipment to be used;

v) to identify all the existing facilities, installations and rights that may be affected by the field works , and to advise the DR of any necessary measures to minimi se the effects ;

vi) to liaise with the concerned government departments and parties and to obtain permission for carrying out the field works at the proposed monitoring points , and to incorporate any specific requirements in the field works ;

vii) to provide and install the fie ld equipment and take measurements and records of the field data at the proposed monitoring points of the fresh water distribution systems within each of the FWSR / FWT / FWBT / FWBPT / WTW SZ with in the Project Study Area covering a minimum monitoring per iod of seven (7) continuous days in order to calibrate and validate the network models, using, but not limited to, extended period simulation;

viii) to uninstall and remove the field equipment and reinstate the original conditions upon completion of taking meas urements and records of the field data ;

ix) to monitor , check and analyse the field data recorded by the field equipment on a daily basis throughout the monitoring period in order to ensure that the data is suitable for use in calibration and validation of t he network models;

x) to extend the monitoring period and carry out further field works at their own costs in order to rectify any discrepancies , errors or anomalies found in the field data or to comply with the requirements for the calibration and validatio n of the network models. Extended monitoring or repeated monitoring at the same monitoring point shall not be considered as an extra monitoring point in the calculation of the minimum numbers of monitoring points;

xi) to prepare and submit to the D R for appr oval a field works proposal before the carrying out of the field works including detailed planning, design, calculations and programme of the field works required for the calibration and validation of the network models;

xii) to make arrangements for gaining a ccess to any private lots, public housing estates, waterworks installations, etc; W Water Suppl ies Department Page 20 of 36 Agreement No. CE 6/2011 (WS ) xiii) to carry out all necessary surveys, leveling and sounding , including, but not limited to, surveys of the ground levels at the proposed monitoring points ;

xiv) to carry out all necessary site investigations, sounding and visual inspection (SVI) , flow and pressure measurements to verify whether the cut -line valves for the FWSR / FWT / FWBT / FWBPT / WTW SZs are fully closed and without letting -by, and to liaise with relevant Region al staff of WSD to ensure that the cut -line valves are maintained in the fully closed status during the monitoring period ;

xv) to prepare and submit to the D R field data report s on the details of the field data obtained at each monitoring point wit hin three ( 3) weeks after completion of taking the measurements and records of the field data at the monitoring point . The field data reports shall contain a table showing the information including , but not limited to, ground level, daily maximum pressure s / flows , daily average pressure s / flows and daily minimum pressure s / flows of each monitoring point , and the top water level and invert level of the FWSR / FWT / FWBT / FWBPT / WTW of the SZ being involved ;

xvi) to prepare and submit to the DR a summary report listin g all the monitoring points with completed field data reports when the accumulated percentage of the monitoring points in the submitted field data reports has reached or exceeded 20%, 40%, 60%, 80% and 100% respectively ;

xvii) to carry out detailed screening an d v erif ication of the field data and take necessary action s to rectify the anomalies found in the data for the calibration and validation of the network models; and

xviii) to identify hydraulic anomalies such as local large headlosses by field investigations and remove such anomalies before proceeding further with the design .

(v) to calibrate the network models and validate the calibrated network models using the screened and verified data obtained from the field works and those from the SCADA System of WSD , and the flow and pressure data obtained from the existing DMAs and PMAs ;

(w) to prepare and submit to the DR the report on the calibration and validation of the network models, which shall include, but not be limited to, the method used, results, findings an d conclusions of the field works ;

(x) to design the PM and CM schemes including, but not limited to, the W Water Suppl ies Department Page 21 of 36 Agreement No. CE 6/2011 (WS ) following:

i) to advise the criteria , procedures , standards , design methodology , all parameters and any other relevant information to be adopted in the design ;

ii) to review the present zoning of all the SZs within the Project Study Area using the calibrated and validated network models for the fresh water distribution systems within the Project Study Area and to advise , if necessary , modifications to optim ise the operational efficiency ;

iii) to design the most appropriate PM and CM schemes fulfilling the following requirements:

1) tak e account of all the existing and planned WDAs, DMAs and PMAs . The Consultants shall make use of the flow and pressure data arisin g fro m the existing DMAs and PMAs to derive the diurnal patterns and other information necessary to be adopted in the network models ;

2) review the feasibility and propose the methods of converting any existing and planned WDAs into DMAs;

3) review all the exi sting and planned DMAs and PMAs and prepare any alternative proposals which are considered to be more favorable than the existing and planned ones;

4) minimise the number and size of district boundary valves (DBVs) , flowmeters (FMs) and pressure reducing val ves (PRVs) as far as possible . The Consultants shall locate the DBVs in such a way so as to minim ise the extent of dead end mains and maintain the dual supply arrangement of the fire service mains to buildings ;

5) miminise the number of compartments to be f ormed within the fresh water distribution networks;

6) check the conditions of the existing WDA, DMA and PMA chambers and associated installations and equipment on site and review the feasibility of making use of these chambers, installations and equipment i n the PM and CM schemes, including design and identification of any modification works required on the chambers;

7) minimise disturbance of existing flow patterns within the fresh water distribution networks ;

W Water Suppl ies Department Page 22 of 36 Agreement No. CE 6/2011 (WS ) 8) take account of the operational requirements es pecially when dealing with emergency situations as stipulated in Clause 6.5(i) of this Brief ;

9) take account of the fire fighting requirements; and

10) take account of the programmed Replacement and Rehabilitation (R&R) of Water Mains or other WSD New Works pr ojects within the Project Study Area .

iv) to demonstrate the suitability and cost -effectiveness of the PM and CM schemes using the calibrated and validated network models for the fresh water distribution systems within the Project Study Area ;

v) to recommend th e optimal locations, sizes and types of monitoring and control equipment and data logging devices for the FMs, PRV s and critical pressure points (CPPs) , with provision and review on the specifications for each type of equipment to be used, in the PM and CM schemes;

vi) to provide data for individual DMAs and P MAs, including, but not limited to, boundaries of the DMAs/PMAs , locations of the proposed DBVs , DMA and PMA chambers and CPP pits , total number of services connections (e.g. domestic and commercial conne ctions) , total number of active consumer accounts /service point s, separate lengths of distribution water mains maintained by WSD , private mains and water mains maintained by other government departments , presence and suitability of salt water supply system and major type of land use (i.e. residential or industrial use) for fire fighting analysis, large consumers identified , total water consumption, background losses , leakages before and after the implementation of the PM schemes , quantity in water saving , and flow and pressure data at essential locations . The Consultants shall advise and review from time to time the methodology adopted , which is reasonably applicable to the hilly and densely populated conditions in Hong Kong, for the calcul ation of the back ground loss, leakage and quantity in water saving;

vii) to design the CM schemes for the LHE s within the Project Study Area and assess the feasibility and cost -effectiveness of implementing pressure management ;

viii) to recommend details of the field investigations , tests and operation procedures required for establishing the DMAs and PMAs;

W Water Suppl ies Department Page 23 of 36 Agreement No. CE 6/2011 (WS ) ix) to submit the preliminary design of PM and CM schemes in batches and submit the revised preliminary design of PM and CM schemes after consultation with the DR and staff from rel evant Regions and CS Division of WSD in accordance with Clauses 5.1(e) of this Brief ; and

x) to submit the design of PM and CM schemes in Technical Report No. 2 using the calibrated and validated network models , and submit the revised design of PM and CM sch emes after consultation with the DR and staff from relevant Regions and CS Division of WSD in accordance with Clauses 5.1(f)(ii) of this Brief .

(y) to prioritise the construction sequence of the proposed DMA and PMA chambers and CPP pits and implementatio n sequence of establishing the proposed PM and CM schemes in accordance with the criteria which are to be determined by the Consultants and agreed by the DR, and to establish programme s f or the construction works and subsequent monitor ing works by WSD on leakage , flow and pressure of all the proposed DMAs and PMAs in the fresh water distribution systems within the Project S tudy Area;

(z) to c ollect relevant operational and updated financial data from WSD for detailed analysis to demonstrate the suitability and cost -effectiveness of the recommended PM and CM schemes ;

(aa) to provide methodologies for the review of the performance of the recommended PM and CM schemes ;

(ab) to prepare an Operational Manual for the operation and manage ment of the PM and CM sc hemes within the Project Study Area;

(ac) to establish detailed procedures for updating the network models to take account of the flow and pressure data arising from the establishment of DMAs and PMAs within a SZ ;

(a d) to identify any interface between t he construction works of the recommended PM and CM schemes and the programmed R&R of Water Mains or other WSD New Works projects within the Project Study Area;

(a e) to organi se and give a 2-day presentation and/or demonstration , with presentation material s, to staff of WSD on the following :

i) the planning, construction, calibration and validation of the network models for operating and monitoring the performance of the fresh water distribution systems within the Project Study Area; and

W Water Suppl ies Department Page 24 of 36 Agreement No. CE 6/2011 (WS ) ii) the design , e stablishment, use, operation and management of the PM and CM schemes formulated within the Project Study Area.

The presentation and/or demonstration aim s at transfer of knowledge and technology to staff of WSD . The presentation and/or demonstration shall co ver construction of network model s, demand analysis and allocation, calibration and validation of the developed network models , and performance of the distribution system s before and after implementation of the recommended PM and CM schemes. The Consul tants shall submit the presentation and/or demonstration materials and handouts to the DR for agreement at least two (2) weeks before the presentation and/or demonstration .

(af) to prepare and submit the Deliverables in accordance with the timing and the quantities as stipulated in Clause 5 of this Brief;

(ag) to prepare and submit the Implementation Programme in accordance with Clause 8 of this Brief;

(ah) to prepare and submit the progress reports and expenditure forecasts in accordance with Clause 9 of this Brief;

(ai) to advise the D R in writing immediately upon the identification of any potential slippage in progress or potentially significant cost deviation and propose necessary measures to restore the progress and to control the expenditure;

(aj) to attend the progress meetings at monthly intervals or at such other intervals as required by the DR ;

(ak) to attend working group meeting s, liaison meetings and other meetings as required for the completion of the Assignment or as instructed by the DR;

(al) to provide any information related to the Assignment as may from time to time be required by the D R; and

(am) to provide Chinese translation of the Executive Summary referred to in Clause 5.1( i) of this Brief. The translation shall be carried out by competent translators or translation firms. The translation should be of reasonable quality in rhetoric and phraseology to convey precisely the original meaning of the English version.

6.4 The Technical Report No. 1 on network model construction, cal ibration and validation for the fresh water distribution systems within the Project Study Area shall include, but not be limited to, the following:

(a) the s oftwares used in constructing the network models ; W Water Suppl ies Department Page 25 of 36 Agreement No. CE 6/2011 (WS ) (b) the methodologies considered suitable for n etwork model construction and the methodologies recommended for use in this Assignment ;

(c) the network model construction;

(d) the data needed for running, calibrating and validating the network models upon screening, verification and rectification of a ny anomalies found in the data ;

(e) the details of the field works including, but not limited to, the results, findings and conclusions of the field works;

(f) the details of the calibration of the network models and validation of the calibrated network models , which shall include, but not be limited to, the accuracy standards and methodologies adopted, the method s used, results and findings ;

(g) the constraints of the calibrated and validated network models;

(h) the user manuals on how to use , maintain and update the calibrated and validated network models , including, but not limited to, the detailed procedures for updating the network models to take account of the flow and pressure data arising from the establishment of DMAs and PMAs within a SZ ; and

(i) other aspects as required by the DR .

6. 5 The Technical Report No. 2 on the design of PM and CM schemes for the fresh water distribution systems within the Project Study Area shall include, but not be limited to, the following:

(a) the r ecommend ations on the most appropriate and cost -effective PM and CM schemes based on the findings in the Technical Report No. 1;

(b) the r eview of the monitoring and control equipment and facilities , with provision and review on the specifications for each type of equipmen t to be used, the recommendations of the best locations for installation of FM s, PRVs and CPPs , a nd the suitable locations for construction of the DMA and PMA chambers and CPP pit s for the PM and CM schemes. The recommend ed locations of the DMA and PMA ch ambers and CPP pits should be feasible to be constructed on site, tak ing into consideration of various factors including, but not limited to, presence of existing utilities and impact to the traffic ;

(c) a summary for the numbers of the existing and proposed DMAs, PMAs, DMA chambers, PMA chambers and CPP pits for each SZ;

W Water Suppl ies Department Page 26 of 36 Agreement No. CE 6/2011 (WS ) (d) a summary for all the proposed works to be carried out and all the equipment to be installed which are necessary for implementation of the proposed PMAs/DMAs including, but not limited to, the identification numbers/names of the existing and proposed DMA s/PMA s and the associated FMs, PRVs and/or CPPs, types, sizes, coordinates and locations (i.e. street name with street number) of each installation for each DMA/PMA, the sizes of the distribut ion water mains connecting to the installation and suitability of the use of the existing WDA, DMA and PMA chambers and associated installations and equipment for each DMA/PMA within each SZ ;

(e) the cost -effectiveness analysis for the recommended PM and CM schemes;

(f) the r ecommendations on the implementation details including, but not limited to, strategy, costs , priority of construction of the chambers and implementation of the PM and CM schemes , and programme s f or the construction and subsequent monitoring w orks of the recommended PM and CM schemes;

(g) the methodologies for the review of the performance of the recommended PM and CM schemes;

(h) the recommendations on additional staff resources and recurrent costs required in the future operation and m anagement of the PM and CM schemes;

(i) the Operational Manual for the operation and management of the recommended PM and CM schemes including contingency plans for every PM and CM scheme for maintaining water supply , particularly to those essential consumers as listed in the document mentioned in Clause 6.3(k)viii) of this Brief, in all possible cases of water main burst s and/or fire fighting within or outside the areas of the recommended PM and CM schemes, while maintaining the normal functioning of the PM and CM schemes concurrently as far as p ractica ble . In addition to the independent DMAs/PMAs, the contingency plans shall describe in details the operational procedures/guidelines for the efficient operation of the DBV s between adjacent DMAs/PMAs, and cut -line valves be tween adjacent SZ s during emergency situation s, such as the event of having a fire and a water main burst at the same time, or when the need arises so as to minimise the timing and extent of supply interruption due to water main s bursts and/ or other emerge ncies;

(j) the detailed DMA and PMA schematic diagram for each SZ , indicating the capacity, top water level and invert level of the concerned FWSR / FWT / FWBT / FWBPT / WTW , DMAs with sizes and identification num bers/ names of the FMs, PMAs with sizes and ide ntification numbers/ names of the FMs and PRVs, distribution water mains with W Water Suppl ies Department Page 27 of 36 Agreement No. CE 6/2011 (WS ) pipe sizes and flow direction s, DBVs and cut -line valves with valve sizes and associated valve numbers , and the operations of the DMAs and PMAs under normal circumstances and cont ingency situation s; and

(k) other aspects as required by the D R.

6. 6 The Final Report shall include, but not be limited to, the following:

(a) the background of the Assignment;

(b) the work s carried out by the Consultants and the findings under the Assignment;

(c) th e summary of the recommendations on the most appropriate PM and CM schemes developed for the Project Study Area;

(d) the cost estimates of the recommended PM and CM schemes;

(e) the detailed DMA and PMA schematic diagrams and the design drawings of the recommend ed PM and CM schemes, together with a drawing list showing the drawing numbers and drawing titles of all the design drawings;

(f) the detailed summaries of the interface between the construction works of the recommended PM and CM schemes and the programmed R &R of Water Mains or other WSD New Works projects within the Project Study Area. To facilitate early completion and commissioning of the recommended PM and CM schemes, the Consultants shall also propos e in the summ aries details on the amount of works which are feasible to be handed over to the R&R of Water Mains or other WSD New Works projects for site construction;

(g) the conclusions and the way forward of the Assignment; and

(h) other aspects as required by the D R.

6. 7 The paperless Final Report (in HTML for mat) shall include, but not be limited to , the following:

(a) the program installed for easy uploading or installation of the paperless Final Report onto the WSD ’s Intranet System;

(b) a hyperlinked series of documents that will guide the users to access documents vi a an internet browser; and

(c) other aspects as required by the D R.

W Water Suppl ies Department Page 28 of 36 Agreement No. CE 6/2011 (WS ) 6. 8 The Executive Summary shall be in both English and Chinese and include, but not be limited to, the following: -

(a) the background of the Assignment;

(b) the general de scription of the Assignment carried out by the Consultants;

(c) the major findings in the Assignment;

(d) the conclusions and the way forward ; and

(e) other aspects as required by the D R.

6.9 After completion of this Investigation stage consultancy, t he Consultants shall be requested to answer any queries raised during the subsequent Design & Construction (DC) stage consultancy . The Consultants shall be paid on a time charge basis in addition to the lump sum fee for completion of the Investigation stag e services provided that the DC stage consultancy is awarded to another consultant.

7. Response to Queries

7.1 The Consultants shall respond to queries raised under Clause 20 of the GCE up to a date three (3) months after the final submission of the Deli verables required under the Agreement. Such date shall be confirmed in writing to the Consultants by the D R.

8. Programme of Implementation

8.1 The due date for commencement of the Agree ment is ______. The Assignment period is thirty -one ( 31 ) mont hs, which may be extended subject to the agreement between the Consultants and the D R.

8.2 Pursuant to Clause 26(B) of the GCE, the Consultants shall submit the draft Implementation P ro gramme and the revised draft Implementation P rogramme and the DR shall agree, or instruct, within the following periods: -

Submission of the draft : Within 2 weeks of the date for Implementation Programme commencement of the Agree ment

Agreement of the draft Implementation : Within 2 weeks fr om receipt of Programme the draf t programme or instruction for submission of the revised draft programme

8.3 The draft Implementation P rogramme and the revised draft Implementatio n Programme (hereafter referred to as Implementation Programme s) shall detail the activities and major tasks to be carried out, the target dates for the submissions of reports, the completion dates for major tasks and any decision dates that may be require d for the uninterrupted progress of the Assignment. The Consultants shall discuss with the D R during the above periods to agree the activities, the major tasks and the timing of submissions of reports , other documents and plans for each of the main elemen ts of the Assignment, for inclusion in the Implementation P rogramme s. The critical path(s) should be included and highlighted clearly in the Implementation P rogramme s. The Implementation P rogramme s shall include, but not be limited to, the following majo r tasks: -

(a) the commencement and completion of the construction of the network model s;

(b) the submission of the draft and revised Field Works Proposal;

(c) the commencement and completion of the field works and surveys;

(d) the submission of the field d ata reports;

(e) the commencement and completion of the calibration and validation of the constructed network model s;

(f) the commencement and completion of the design and establishment of the PM and CM schemes;

(g) the submission of the Batch 1 to Batch 8 prelimin ary design s of the PM and CM schemes;

(h) the submission of the draft and revised Technical Report No. 1;

(i) the submission of the draft and revised Technical Report No. 2;

(j) the submission of the draft and revised Final Report;

(k) the submission of the draft , rev ised and final Executive Summary;

(l) the submission of the Paperless Report on the Project in HTML format; and

(m) other tasks necessary for the satisfactory completion of the Assignment.

8.5 The Implementation P rogramme s shall include a statement detailing the method of approach and the proposed allotment of resources f or the timely and satisfactory completion of the major tasks and reports. The Consultants shall endeavour to ensure that the statement is followed throughout the Assignment.

8. 6 In case an agreement cannot be arrived at between the D R and the Consultants regarding the completion date for any task, such completion date shall be reasonably fixed by the D R.

8. 7 All works shall be completed within the duration of this Agreement unless otherwise agreed by the D R. The Consultants shall use their best endeavou rs to achieve completion within the Assignment period , taking account of the need in co -ordinating with other works contingent on this project and vice versa.

9. Progress Reports

9.1 The Consultants shall submit to the D R progress reports within the fir st five (5) working days of each month on all aspects of the Assignment covered in the Implementation Programme s referred to in Clause 8 of this Brief . The report s shall include a list of those items of the Assignment that are behind the Implementation Pr ogramme s together with proposals to expedit e the progress , so as to complete the Assignment on time. The reports shall also include a financial statement of current and forecast expenditure in accordance with Clause 10 of this Brief. The content and form of such reports shall be subject to the satisfaction of the D R.

10. Financial Management

10.1 At monthly intervals or at such other intervals as the D R may require, the

W Water Suppl ies Department Page 32 of 36 Agreement No. CE 6/2011 (WS ) Consultants shall submit report s on the current and forecast expenditure on the Ass ignment and the fees due to the Consultants, in a form to be agreed by the D R.

10.2 The Consultants shall prepare and update the cost estimates and expenditure forecasts for the purpose of or in connection with the Assignment in accordance with the Projec t Administration Handbook for Civil Engineering Work s.

11. Standards and Specifications

11.1 The Consultants shall adopt such technical and design standards and specifications as are in current use by WSD or, if non -existent, the British Standard Codes of Practice and Specifications. The Consultants shall submit recommendations on appropriate alternatives to the D R for agreement in the following cases: -

(a) if suitable standards or specifications do not exist;

(b) if current standards or specification s appear to require modification; and

(c) if, by the adoption of current standards or specifications, the Consultants would incur additional expenses not within reasonable contemplation.

12. Variations and Other Commitments

Not used.

13. Director’s R epresentative

13.1 The DR as defined in the GCE shall be the Assistant Director/ Development of WSD or such other person as may be authori sed by the Director of Water Supplies in writing and notified the Consultants. The D R may delegate any of the powers and functions vested in him to other officers. If the Consultants are dissatisfied with a decision or instruction of any such officer, the matter shall be referred to the D R for a ruling.

13.2 During the course of the A gree ment, the Consultants shall rep ort direct ly to the D R.

14. Control of the Project and Assignment

14. 1 Pursuant to Clause 13 of the G CE, the Consultants shall attend meetings of

W Water Suppl ies Department Page 33 of 36 Agreement No. CE 6/2011 (WS ) relevant committees, public consultation bodies and District Councils as necessary. The number of such mee ting s is estimated to be twen ty -five (2 5) over which the Employer shall pay the extra cost on a time charge basis.

14.2 The Consultants when necessary shall communicate with and correspond directly to other Government departments/parties, utility undertak ers and various divisions of WSD to obtain information in connection with the Project, copying such correspondence to the D R.

15. Information and Facilities Provided by the Employer

15.1 All available information relevant to the Assignment will be provi ded to the Consultants. All information relevant to the Assignment , where available, can be inspected at the office of the Development Branch of WSD by prior arrangement with the D R. The Consultants shall advise the D R those documents which they currentl y hold and those o f which a copy may be needed. One (1) copy of each of the documents indicated as needed will be supplied free of charge by the D R on request from the Consultants, except those currently available from the Sales Section of the Information Services Department. In the case of plans and drawings, a soft copy of each plan or drawing shall be provided free of charge if requested by the Consultants.

16. Consultants' Office and Staffing

16.1 The Consultants shall maintain for the duration of this Agree ment an office in Hong Kong under the control of the Project Director of the Consultants who shall be responsible for the Project . He s hall have adequate authority and sufficient professional, technical and administrative support staff in all re levant disciplines and shall provide all specialist/sub -consultant services if necessary to ensure progress to the satisfaction of the D R and to ensure completion of the Assignment according to the Implementation P rogramme s referred to in Clause 8 of this Brief.

16. 2 The Consultants shall provide the staff and manpower input to the D R i n accordance with the Technical Proposal submitted by the Consultants at the tender stage for this Assignment. The D R shall have the right to check the time -log record of t he Consultants’ staff and specialists/sub -consultants deployed for th is Assignment. The proposed core personnel shall include a Project Engineer who shall be a professionally qualified engineer with a minimum of 5 years waterworks and network modelling ex perience and shall be the contact person with WSD on all technical matters relating to the Assignment. The name and curriculum vitae of the Project Engineer shall be submitted to WSD for agreement.

16. 3 At the commencement of the Assignment , the Consulta nts shall submit to the DR for approval a list of all professional and technical staff to be engaged in W Water Suppl ies Department Page 34 of 36 Agreement No. CE 6/2011 (WS ) the Assignment , with quantities of each type of staff equal to or more than those proposed in the Technical Proposal for the duration of this Agreement. If the DR considers that the performance of the Consultants is not satisfactory due to inadequate staffing and manpower input allocated to the Assignment, the Consultants shall, upon the request of the DR, forthwith submit to the DR the time -log record o f the staff deployed for the Assignment for the DR to check against the Technical Proposal.

16. 4 The Consultants ’ failure to adhere to their staffing proposal, in particular the employment of core personnel of the Consultants and their sub -consultants, th us causing an adverse impact on the performance of the Assignment, shall be duly reflected in the Employer ’s performance report on the Consultants.

16. 5 If the Consultant s are unable to provide or maintain any of the core personnel specified in the Techni cal Proposal f or reasons beyond their control, the Consultants shall as soon as possible report this to the D R and propose, for the DR ’s approval , a revised personnel arrangement which is equivalent to or better than the existing personnel arrangement, in term of qualifications, experience and competence.

17. Specialist and Sub -consultant Services

17.1 The Consultants shall provide all specialist and sub -consultant services required for the satisfactory completion of the Assignment. No additional fees o r expenses for the provision of such services rendered locally or overseas shall be payable by the Employer except as otherwise provided for in the S oF .

17.2 Without derogating from the generality of clause 38(i) of the G CE , the Consultants shall, upon th e award of this Agreement and save as otherwise agreed by the D R, appoint the sub -consultants as proposed in their Technical Proposal for the Assignment. The D R shall have the right to check the sub -consultancy agreements. If the D R considers that the pe rformance of the Consultants is not satisfactory due to inadequate staffing and manpower input allocated to the Assignment, the Consultants shall, upon the request of the D R, forthwith submit to the D R a certified copy of any or all of the sub -consultancy agreements.

18. Surveys

18.1 One (1) velograph , or computer soft copy , and two (2) prints of topographical mapping at 1:20,000. 1:5,000 and 1:1,000 scales prepared by the Survey and Mapping Office of the Lands Department, where available, for the Projec t Study Area, can be obtained free of charge on application to the D R. The Consultants shall be responsible for any necessary updating and verification of the information shown on these maps. W Water Suppl ies Department Page 35 of 36 Agreement No. CE 6/2011 (WS ) 18.2 All field survey work s required for the proper execution of the Assignment shall be the duty of the Consultants unless otherwise provided for in the Agreement. A copy of field notes, field data and resultant plans arising from these surveys shall be handed over to the D R upon completion of the Assignment. The accuracy as well as the presentation of these surveys should be of a standard agreed by the D R.

18.3 Appendix IV specifies the division of responsibility for surveying among the Consultants, WSD, the Lands Administration Office, and the Survey and Mapping Office as well as the relevant sub -offices at district level of the Lands Department.

19. Insurance

19.1 The amount of insurance cover to be maintained in accordance with Sub -clause (A) of Clause 47 of the GCE shall be twice the Lump Sum value of the f ee, subject to a maximum of HK$ 75 million and a minimum of HK$ 5 million.
