Amongst all the saints of the 15th century, Guru Jambheshwar Ji was unique in preaching about the conservation of the biodiversity to his followers. He made it a creed for them by including the same in his 29 commandments. Thus Guru Jambheshwar Jiwas not only a religious guru but a great ecologist and environmentalist, many centuries ahead of the scientists. He was born in 1451 A.D. (Samvat 1508) corresponding to 8th day of dark half of the Lunar month Bhadrapad on Janamashtami, in a village Pipasar situated in the revenue jurisdiction of Nagaur, district of Rajasthan, India. He adopted the life of an ascetic teacher in 1484 A.D and started living on the Samrathal Dhora, sand hill of Mukam village situated in Nokha tehsil of Bikaner district of Rajasthan. He enshrined in his followers compassion towards nature and protection of life as the supreme religious goal. He founded the Bishnoi sect in 1485 A.D corresponding to the eighth day of the black fortnight of the month of Kartika of the year 1542 of the Vikrami Era at Samrathal Dhora and prescribed 29 commandments dealing with various aspects of life. He spent the remaining 51 years of his life in spreading his great vision. He expounded his religious philosophy and the essence of these principles in the form of verses. These spiritual verses have a vigour of their own, vibrant, passionate and sincere. These are distinguished by their vivid, conversational style and moral exhortation. Among the 29 commandments laid down by Guru Jambheshwar Ji, eight commandments have been prescribed to preserve biodiversity, and encourse good animal husbandry. Seven commandments provide directions for healthy social behavior. Ten Commandments are directed towards personal hygiene and maintaining good basic health. Four commandments provide guidelines for worshipping God daily and always remember that God is omnipresent. Guru Jambheshwar Ji has been occupying a unique place in the Bhakti movement. Though mainly his area of activity had been the desert land of Thar yet he had been touring other places too. Due to these extensive tours he has been spreading the message: “Jeeya Nai Jugati or Mhan (Moova) nai mugati”. (To live is a device and to die is salvation) within and outside the country. 2 Prof. Tankeshwar Kumar Vice-Chancellor FOREWORD Carrying forward the agenda of inclusive education let me take this opportunity to introduce you the Prospectus of Distance Education for the session 2018-19 which includes admission related information of various academic programmes offered through Distance Education Mode in this reputed university which has the distinction of being awarded ‘A’ grade by the National Accreditation and Assessment Council (NAAC) consecutively for three times coupled with significant ranking in MHRD led NIRF twice and one of the top ranked Technical Universities of India according to a survey by India Today group. The Directorate of Distance Education has made remarkable progress with a mission to deliver higher education at the door steps of learners since its inception in the year 1997. The diversity of academic programmes run through Distance Mode in the niche areas of management, commerce, computer science, psychology, environment science, industrial safety, mathematics, media studies and bakery science are in alignment with the broader vision, mission, objectives and quality policy of the university. From the academic session 2018-19 onwards, the some new programmes have also been granted approval by the Distance Education Bureau (DEB) of the UGC which includes; Bachelor of Arts (B.A.) and Bachelor of Commerce (B.Com.). These new programmes are expected to increase the Gross Enrolment Ratio (GER) significantly in the years to come. Also, we are launching six focused One Year Post Graduate Diploma Programmes from the current academic session onwards in Financial Management, Marketing Management, International Business, Production and Operations Management, Human Resource Management and Environmental Law for catering to the needs of industry and service sector in a transformational economy. The U.G.C. has also once again granted approval to our existing flagship programmes MBA, MCA (3 Years), MCA (5 Years Integrated) and M.Com. The prominent features of the Directorate of Distance Educations are: online admission process, university approved course curricula, experienced expert faculty, well carved study material in SIM format, smart class rooms, well equipped computer lab and efficient student support system. Further, the Student Support System is embraced with on line availability of crucial information such as ; Prospectus, Study Material, Admission Forms, Fee Payment, PCP Schedule, Syllabi, On line submission and evaluation of Assignments, Guidelines for Synopsis/Project/Dissertation/Portfolio submission, Old Question Papers of Previous Years, Important Deadlines, Examination Date Sheet, Results and Grievance Redressal etc. A 3 Centre for Internal Quality Assurance (CIQA) has also been established in the Directorate of Distance Education for ensuring best quality practices in the Distance Education Mode. I once again welcome and invite all stakeholders to join our Distance Education Programmes for adding value to their educational and professional qualifications and skills. Prof. Tankeshwar Kumar 4 Dr. Anil Kumar Pundir Registrar From the Registrar Directorate of Distance Education of this University was established within about two years of the inception of the University with the purpose of imparting learning in professional courses to all those candidates who cannot pursue higher education in regular mode for one reason or the other. The provision of education at the door steps has been the primary motto of the Directorate since its inception. The numbers of programme run through distance learning have been varying from time to time because of restructuring of the courses as per market requirements and at present 24 programmes are being conducted by the Directorate. The learning is directly by the Directorate of Distance Education. The core competency of the Directorate is to provide study material to the students in SIM format right from beginning and facilitating in class teaching known as PCPs conducted at the university level. The Directorate has been making ample use of ICT to strengthen its students support services. It has a dedicated website for student support services and system. I am happy to note that the Directorate has taken the initiative to start online admissions with effect from this year which, I believe, will be highly useful to the candidates seeking admissions. Through this write up, I extend hearty welcome to all the new entrants of distance education and wish that they make their careers by seeking admission to the courses as per suitability of their requirements. The Directorate of Distance Education of this University was established in the year 1997, in order to meet out the demand for job oriented programmes. The Directorate is at present offering 24 job oriented programmes approved by DEB (UGC) and University. The details of all the courses are given in this Prospectus which has been designed touching all the facets of the registration process, rules/regulations, fee payment schedule, Personal Contact Programmes (PCP) schedule and examination etc. in a very lucid manner. The Directorate provides the facility to the students for enrollment to various distance education programmes directly through the Directorate. The Personal Contact Programmes (PCP) is organized by the directorate for the students where teachers hold the classes of the students and satisfy their queries. The Directorate gets the study material prepared and vetted from the experts in the various fields and updates the same from time to time. In order to look after the interests of students, the Directorate has appointed senior teachers as Course Coordinators for each programme. The support services and administrative staff of the directorate are trained and committed to provide cutting edge services to the satisfaction of distance learners. I congratulate the students who have opted to join the DEB (UGC) approved distance learning programme of this 'A' Grade NAAC Accredited University.     FC COLLEGE FOR WOMEN Hisar Self Study Report Submitted to National Assessment and Accreditation Council Bangalore Pioneer of Women Education Late Rai Fateh Chand PREFACE This self-study report for reassessment of accreditation by NAAC is an objective study of the current levels of excellence in F. C. College for Women, Hisar. The NAAC team on its first visit to college awarded the college B+ grade. Our institution then was among the first of the appraised by NAAC in this educationally and socially backward area of Haryana. Since the last visit of the NAAC team, we have introduced several new courses for which all the infrastructure required was created such as new classrooms, laboratories and qualified staff. Besides, the basic supporting infrastructure has been added which includes power generation system, adequate drinking water supply system and toilets for the student community. Most of our students come from the villages of surrounding areas. They not only need good facilities to encourage them to pursue their college education, they also need to be guided properly to use the infrastructure to their advantage. This costs a lot of money and we have spared no effort to ensure that this expense is put to good use for their benefit. We are now of the view that our institution is ready for a higher grade. This institution has been managed over the decades by eminent persons who have always striven for excellence in academics, co- curricular activities and use of modern technology to aid teaching.     LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2017-2018 (01.04.2017 TO 31.03.2018) I had taken oath as Lokayukta of Haryana on 19 th July, 2016 and this is my 2 nd annual report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. The Lokayukta is an anti-corruption authority constituted at the State level. It investigates allegations of corruption and mal-administration against public servants and is tasked with speedy redressal of public grievances. The origin of the Lokayukta can be traced to the Ombudsmen in Scandinavian countries. The Administrative Reforms Commission, (1966-70), had recommended the creation of the Lokpal at the Centre and Lokayukta in the States. The Lokayukta is created as a Statutory Authority with a fixed tenure to enable it to discharge its functions independently and impartially. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. With a view to address the problems of redressal of citizens’ grievances, the President of India, vide notification 2 dated 40/3/65-AR(P) dated 05.01.1966, appointed the Administrative Reforms Commission. The object for appointing the Commission was to ensure the highest standards of efficiency and integrity in the public services, for making public administration an effective instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development for the benefit of citizens of the country.

Women College, Hisar, Haryana (India) Email: [email protected] and [email protected] Abstract: Hissar is the administrative headquarters of Hisar district of Hisar division in the state of Haryana which is located in North western India. It is located 164 Km (102 mi) to the West of New Delhi, India's capital, and has been identified as a counter-magnet city for the National Capital Region to develop as an alternative center of growth to Delhi. Hisar is located at 29.09°N and 75.43°E in western Haryana. Hisar has a continental climate, with very hot summers and relatively cool winters. The main characteristics of climate in Hisar are dryness, extremes of temperature, and scanty rainfall. Monthly geographical parameters related to abiotic climatic factors, i.e., temperature (high and low), rainfall/day, humidity, dew point, wind, pressure and visibility was observed from January, 2017 to December, 2017 in district Hisar, Haryana (India). To record above mentioned geographical parameters, direct observation method (Dagar et al., 2001) was followed. During the study, monthly average±S.E. of high temperature (0C) 32.83±1.08 and low temperature (0C) 18.75±0.97 was observed. Rainfall/day with an average±S.E. of 2±0.00, humidity (%) with an average±S.E. of 60.16±1.81, dew point (0C) with an average±S.E.
