Lancashire and Blackpool Visitor Economy Strategy 2006-2016 Prepared By Forewords Lesley Lloyd Chair, Lancashire and Blackpool Tourist Board Mention Lancashire and Blackpool as a visitor destination and there is little doubt that there will be a nod of recognition. The Blackpool Tower, the Golden Mile, Britain’s biggest resort, the historic city of Lancaster, Morecambe Bay and the classic resort of Lytham St Annes, and Preston as England’s newest city. They will probably all come In association with quickly to mind. For this is an area of the UK where mass seaside tourism was invented and where the UK’s most popular visitor attraction, the Pleasure Beach, can be found, not to mention a rich and proud industrial history, world famous foods including Lancashire Hot Pot and Morecambe Bay shrimps, a sporting pedigree that includes the birthplace of professional football, a place where legends of witchcraft and strong royal connections survive today, and an area where a surprising 80 per cent of the landscape is rural including stunning parts like the relatively undiscovered Forest of Bowland. In fact if you take away `visitors` and Lancashire and Blackpool’s astounding variety of places to visit, then suddenly the area becomes anything but awash with `Living Legends, Family Fun, Nightime Buzz, Coastal Contrasts or Country Escapes` – the very themes that encapsulate the visitor products promoted here. August 2016 1. Introduction This study forms part of the evidence base for the Wyre Local Plan. It details research undertaken by the Wyre council planning policy team into the role and function of the borough’s settlements, describing why this work has been undertaken, the methodology used and the results. Understanding the nature of different settlements and the relative roles they can play is critical to developing and delivering local plan strategy and individual policies. With this in mind, the aim of this Settlement Study is two-fold. First, to establish a baseline position in terms of understanding the level of economic and social infrastructure present in each settlement and how this might influence the appropriate nature and scale of development. It will provide evidence for discussions with stakeholders and developers about the nature of supporting infrastructure needed to ensure that future development is sustainable. Second, to identify, analyse and rank the borough’s settlements according to a range of indicators, and by doing so to inform the definition of the local plan settlement hierarchy (see Section 3 below).

  • 5. Network Planning for Walking
Central Lancashire Walking and Cycling Delivery Plan 5. Network Planning for Walking The future walking network has been derived through identifying those areas which would benefit from creating a sustainable link between trip origins and trip destinations within a reasonable walking distance of approximately 2km. Trip origins predominantly include densely populated residential areas and trip destinations include educational, employment and retail areas which are likely to attract a significant number of trips. As part of this process, funnel routes have been identified which incorporate the route which most pedestrians will follow to access a particular destination, however given the diverse nature of pedestrian movements, the routes do not extend into particular destinations since the route of each individual user will vary depending on their individual trip origin/end. In alignment with LCWIP guidance, Core Walking Zones have also been identified from identifying the area within each town which encompasses the greatest amount of trip attractors and therefore likely the generate the greatest levels of walking. The Four Core Walking Zones (CWZ) identified are: • Preston CWZ; • Lostock Hall CWZ; • Leyland CWZ; and • Chorley CWZ. 41 Central Lancashire Walking and Cycling Delivery Plan 5.1 Proposed Walking Routes 5.1.1 Preston Core Walking Zone Figure 5-1 Preston CWZ / Funnel Routes The Preston CWZ proposals will improve facilities for both pedestrians and cyclists alike, making it safer and easier to access Preston inner city centre, UCLAN, Cardinal Newman College, and transport hubs such as Preston Railway and Bus Stations. Measures predominantly involve pedestrian priority / informal streets, to improve the safety and accessibility of the town centre for pedestrians.

The Government is pursuing a number of policies and initiatives that aim to empower local communities and give citizens the opportunity to help shape decisions about the way public services are designed and delivered to them. As part of this agenda the Government recognises that democratically elected town and parish councils - the most local tier of local government - can play a key role in meeting this aim.
