Texas Tech’s Road to RCM • In 2008, then TTU President, Dr. Guy Bailey, commissioned a Revenue and Enhancement Allocation (REA) task force to research various budget models used in universities across the U.S. to determine the best model for TTU. REA Task Force • The REA Task Force spent the 2008 year benchmarking other public universities that use a decentralized budget model including: • Iowa State University • Kent State University • Indiana University • University of Missouri-Kansas City • Ohio State University REA Task Force • At the end of the year, Responsibility Center Management (RCM) was identified as the best decentralized budget model for Texas Tech. What is RCM? RCM is… • A decentralized financial management model that aligns financial responsibility with the natural decentralization of authority in universities. • Promotes semester credit hour growth. • Provides an excellent picture of the per student costs of educational programs. • Allows for analysis of faculty financial productivity at the University and College levels. • Drives efficient provision of administrative and space related services at competitive prices. • Encourages centers to adopt successful strategies of other centers. From REA to RCM • In June 2009, Texas Tech hired Dr. Jon Strauss to serve as both the Interim Dean of Engineering and the Chair of the RCM Council. • Responsibility Center Management: Lessons from 25 Years of Decentralized Management by Jon C. Strauss RCM at Texas Tech • After careful planning and modeling, RCM was implemented at Texas Tech starting with Fiscal Year 2012 budget. • In the time preceding implementation and since TTU began RCM, the university has experienced both victories and pitfalls. Deans and Faculty • While it is good to have the Colleges know their real revenues and expenses, deans and faculty aren’t traditionally developed to be business managers. • Used to the “Mother May I?” mentality of securing funds. Timeline • From REA task force to budget implementation, TTU’s timeline stretched over four years. • A long process creates too much lag time for doubt to emerge and positive energy to wane. • Keep the process to 2 years from task force to implementation. Other Lessons, cont. RCM Champions • A consultant may be essential, but should never be the driving force of RCM. • President, Provost, and CFO together should be leaders of RCM. Concluding Thoughts Even though TTU’s version of RCM has been modified due to challenges, the overall benefit of community involvement and widespread financial understanding has been worth the process.     AGRICULTURAL EDUCATION COMPETENCIES: A COMPARISON OF MASTER’S STUDENTS AT TEXAS TECH AND TEXAS A&M UNIVERSITIES James R. Lindner, Assistant Professor Texas A&M University Matt Baker, Professor Texas Tech University Abstract This study was designed to describe Texas Tech and Texas A&M universities agricultural education master’s students’ perceived competencies. A survey of active and continuously enrolled master’s students was conducted. A 60% response rate was achieved. Data for the study were collected by mailed and online questionnaires. Study findings showed that students at both institutions had similar levels of competencies. Students had highest levels of theories, techniques, and processes that enhance the teacher-learner process for adults and youth; content skills such as reading comprehension and mathematics that provide a foundation for the acquisition of more specific skills; communication abilities such as oral comprehension, written expression, speech clarity, and auditory attention that are needed to focus attention and deliver information and communicate effectively. Students had lowest levels of theories, principles, and practices related to agricultural development in cross-national settings; technical skills such as technology design and operations analysis that are needed to use information technologies effectively; and perceptual, spatial, and memory abilities, such as speed and flexibility of closure, visualization, and recollection, that are needed to identify and make sense of complexly related material and systems. The Texas Tech University System Board of Regents awarded the titles to Dr. Vivien Allen, Department of Plant and Soil Sciences; Dr. Susan Hendrick, Department of Psychology; Dr. Greg McKenna, Department of Chemical Engineering; Dr. Sunanda Mitra, Department of Electrical and Computer Engineering; and Dr. Marilyn Phelan, School of Law. The Horn Professorship was established in 1966 to recognize scholarly achievement and outstanding service to Texas Tech. The honor is named for Texas Tech’s first president Paul Whitfield Horn. Since its inception, 62 members of the faculty have been appointed Horn Professors; 25 remain on the faculty. “These men and women are the best in their fields,” said Jon Whitmore, president of Texas Tech University. “Horn Professors are valued on our campus not only for their outstanding academic reputations but also for their contributions to producing the very best education for our students.” Allen is the Thornton Distinguished Chair and professor of forage crop management and utilization in the Department of Soil Sciences. She joined Texas Tech in 1995. She earned her bachelor’s degree at the University of Tennessee, Martin, and her master’s and doctoral degrees from Louisiana State University.

    FALL 2017 From the Department Chair, Dr. Robert Morgan The 2017-2018 academic year promises to be one of opportunities and challenges. The year started off tragically with the fatal shooting of TTU Police Officer Floyd East Jr. Our thoughts and prayers go out to the East family. This devastating incident was obviously very stressful for the university, including our students, some of whom were locked in their research labs during the campus-wide lock down. During such times it is essential that communities pull together and I’m pleased to report that our faculty and graduate students eagerly assisted in university efforts as they volunteered to help with grief and stress response groups offered across campus. Our department’s faculty and students saw an opportunity to serve, and I am very proud of their compassionate efforts. On a brighter note, we welcome two new faculty members to the department: Ryne Sherman, Associate Professor in Social Psychology, and Paul Ingram, Assistant Professor in Counseling Psychology. They introduce themselves in the video links included in this newsletter. Regarding our building, well, we face more challenges. Although we have the plans finalized for an expansion of our current building and we anticipated breaking ground on the expansion in February 2017, we were ultimately over budget, resulting in a delay. Dean Lindquist is initiating a capital campaign to raise funds for the additional money needed to finance the expansion.
