1 The Siege of Fort Beauséjour by Chris M. Hand Notes Early Conflict in Nova Scotia 1604-1749. By the end of the 1600’s the area was decidedly French. 1713 Treaty of Utrecht After nearly 25 years of continuous war, France ceded Acadia to Britain. French and English disagreed over what actually made up Acadia. The British claimed all of Acadia, the current province of New Brunswick and parts of the current state of Maine. The French conceded Nova Scotia proper but refused to concede what is now New Brunswick and northern Maine, as well as modern Prince Edward Island and Cape Breton. They also chose to limit British ownership along the Chignecto Isthmus and also harboured ambitions to win back the peninsula and most of the Acadian settlers who, after 1713, became subjects of the British Crown. The defacto frontier lay along the Chignecto Isthmus which separates the Bay of Fundy from the Northumberland Strait on the north. Without the Isthmus and the river system to the west, France’s greatest colony along the St. Lawrence River would be completely cut off from November to April. Chignecto was the halfway house between Quebec and Louisbourg. 1721 Paul Mascarene, British governor of Nova Scotia, suggested that a small fort could be built on the neck with a garrison of 150 men. a) one atthe ridge of land at the Acadian town of Beaubassin (now Fort Lawrence) or b) one more west on the more prominent Beauséjour ridge. This never happened because British were busy fighting Mi’kmaq who were incited and abetted by the French. -

Francophone Courses in United States Colleges and Universities Abdellatif Attafi College of Charleston ABSTRACT In undergraduate programs in the U.S, Francophone literature and culture courses are generating more and more interest among students courses are offered in more institutions than in the past but when these courses are offered, they are often optional and rarely mandatory. In order to examine how many Francophone literature and culture courses are offered and required for students, we reviewed 63 French department course catalogs from 63 different sized universities—both public and private—from a variety of geographic regions. The discussion of the results is preceded by a brief synopsis of Francophone history, from the birth of the concept to the present. In the analysis of the results, the importanc of Francophone literature and culture courses for both students and universities is stressed. The Evolution of “Francophone” Culture and Literature First used in 1880 by Onésisme Reclus (1837-1916), a nationalistic and patriotic geographer, the term Francophone referred to group of people and countries outside of France that used the French language at one or more levels. Currently, Francophone countries include Belgium, Switzerland, Luxembourg, Canada, Lebanon, Haiti, former French colonies, Départements d’Outres-Mer (DOM), and Territoires d’Outres- Mer (TOM). In 1880, the concept of Francophonie was part of a larger process of maintaining and extending French power and wealth in the context of increased competition within Europe. France had recently suffered defeat by the Prussian army (in 1871) and was looking for new territories outside of Europe (Farandjis, 2004). French politicians of that era, convinced by the economic benefits of colonialism, passed legislation that financed the military colonization of territory from Vietnam to North and Sub-Saharan Africa, a process completed within the first quarter of the 20th century (Nouschi, 2005). -

This study was undertaken following the decision of a broad group of partners in Atlantic Canada to join the OECD/IMHE project “Supporting the Contribution of Higher Education Institutions to Regional Development”. Atlantic Canada was one of the last regions, and the only North American region, to enter into this project. It is also one of the largest groups of partners to participate in this OECD project, with engagement from the federal government; four provincial governments, all with separate responsibility for higher education; 17 publicly funded universities; all colleges in the region; and a range of other partners in economic development. As such, it must be appreciated that this report represents a major undertaking in a very short period of time. A research process was put in place to facilitate the completion of this self-evaluation report. The process was multifaceted and consultative in nature, drawing on current data, direct input from HEIs and the perspectives of a broad array of stakeholders across the region. An extensive effort was undertaken to ensure that input was received from all key stakeholders, through surveys completed by HEIs, one-on-one interviews conducted with government officials and focus groups conducted in each province which included a high level of private sector participation. -

Scaling Memory: Reparation Displacement and the Case of BC MATT JAMES University of Victoria In British Columbia, people tend to view history as something that happened last weekend.... Happily, it doesn’t matter here who your ancestors were or who did what to whom 300 years ago. Lisa Hobbs Birnie ~1996! Racist injustices have played a central role in shaping British Columbia; it could hardly be otherwise in a white-dominated settler society built on an ongoing history of Indigenous dispossession and 75 initial years of official racism against Asians. Yet despite the spread of an “age of apol- ogy” ~Gibney et al., 2008!, characterized in many locales by a growing introspection over patterns of historic injustice, considerations of repara- tion still seem marginal in BC, an anomaly to which this article responds. Charting the contours of an amnesiac culture of memory, the follow- ing pages argue that BC’s aloofness from the age of apology reflects a phenomenon I call “reparation displacement.” While some recalcitrant communities resist calls to repair injustice by denying responsibility or claiming no injustice has occurred, reparation displacement works more subtly, redirecting understandings of responsibility instead. In the BC case, reparation displacement is intertwined with the politics of federalism; issues of racist injustice in BC have been conceived almost exclusively— not only by officials but often by redress activists themselves—as mat- ters of federal rather than provincial shame. In this acknowledgement, we hope to demonstrate respect for the treaties that were made on these territories and remorse for the harms and mistakes of the far and recent past; and we pledge to work toward partnership with a spirit of reconciliation and collaboration. From European Contact to Quebec’s Independence Movement • The First Nations are the native peoples of Canada. • They came from Asia over 12,000 years ago. • They crossed the Bering Land Bridge that joined Russia to Alaska. • There were 12 tribes that made up the First Nations. • The Inuit are one of the First Nation tribes. • They still live in Canada today. • In 1999, Canada’s government gave the Inuit Nunavut Territory in northeast Canada. • The first explorers to settle Canada were Norse invaders from the Scandinavian Peninsula. • In 1000 CE, they built a town on the northeast coast of Canada and established a trading relationship with the Inuit. • The Norse deserted the settlement for unknown reasons. • Europeans did not return to Canada until almost 500 years later… • The Italian explorer, John Cabot, sailed to Canada’s east coast in 1497. • Cabot claimed an area of land for England (his sponsor) and named it “Newfoundland”. •Jacques Cartier sailed up the St. Lawrence River in 1534. •He claimed the land for France. •French colonists named the area “New France”. • In 1608, Samuel de Champlain built the first permanent French settlement in New France— called Quebec. • The population grew slowly. • Many people moved inland to trap animals. • Hats made of beaver fur were in high demand in Europe.
