Statecraft, scalecraft and local government reorganisation in Wales Abstract: Since the inception of local government in the UK, there have been continuous attempts to reorganise and revise its distinctive characteristics, with successive reforms differing in their intended effects. In Wales, a further round of local government reorganisation is now being proposed following the Williams Commission Report (2014) on Public Service Governance and Delivery. Through drawing on the concepts of statecraft and scalecraft, this paper provides a theoretically informative account of the contradictions of the ‘layering’ process associated with the re-scaling of local government in Wales. This helps to (i) enhance our understanding of contemporary proposals for reform; and (ii) develop a tighter specifying of the process of state rescaling. Key words: Statecraft, Scalecraft, local government, reorganisation, Wales Introduction In Wales, local government reorganisation is back on the political agenda. In April 2013 the Williams Commission – Chaired by Sir Paul Williams and supported by six other members - was established to examine the ways in which public services are governed and delivered in Wales, and how they may be improved, Whilst the remit of the Commission encapsulated all public services, particular focus was placed on the role of local government (Commission on Public Service, Governance and Delivery, 2014). Just 18 years after the last major structural reorganisation of local government in Wales in 1996, the Commission concluded that there should be a reduction in the number of local authorities to deliver more efficient and effective services. -

TRANSNATIONAL MEDIATRANSNATIONAL EVENTS In September 2005, a newspaper in Denmark published 12 cartoons depicting Mohammed, the holy Prophet of Islam. Soon after publication, these pictures became part of various events, political projects and diplomatic action. All over the world, the cartoons – or interpretations of them – were connected to dis- cursive struggles that pre-existed their drawing and publication. The cartoon event thus extended well beyond its immediate dramatic phase of spring 2006, both into the past and the future, and became at least a small landmark case of post-9/11 global media history. TRANSNATIONAL MEDIA EVENTS In this book, a community of international media researchers collects some of the lessons learned and questions provoked and offered by media coverage of The MOHAMMED CARTOONS and the the Mohammed cartoons in 16 countries, ranging from Denmark, Egypt and Argentina to Pakistan and Canada. The book looks at the coverage of the car- IMAGINED CLASH of CIVILIZATIONS toons and related incidents through a number of conceptual lenses: political spin, free speech theory, communication rights, the role of visuals and images in global communication, Orientalism and its counter-discourses, media’s rela- tions to immigration policy, and issues of integration. Through this approach, the book aims at a nuanced understanding of the cartoon controversy itself as well as at more general insights into the role of the media in contemporary transnational and transcultural relations. On 11 November 2019, Network Rail gave notice of its intention to dispose of land siting railway embankment land and a decommissioned signal box at Cardiff Central station, Wales (“the land”), in accordance with Condition 17 of its network licence. The land is described in more detail in the notice (copy attached). 2. We have considered the information supplied by Network Rail including the responses received from third parties consulted. For the purposes of Condition 17 of Network Rail’s network licence, ORR consents to the disposal of the land in accordance with the particulars set out in its notice. Reasons for decision 3. We are satisfied that Network Rail has consulted relevant stakeholders with current information and no objections were received. 4. In considering the proposed disposal, we note that: there is no evidence that current or future railway operations would be affected adversely; Road Rail Access to the track will be retained; and the proposals will lead to the re-profiling of the embankment and the installation of a new retaining wall, to be approved and supervised by Network Rail. 5.
