Timothy C. Quinn  United States District Court for the Western District of Pennsylvania Tim Quinn focuses his practice on real estate and lending, zoning and land use, and corporate and business law matters. His work focuses on all aspects of real estate transactions, including the acquisition, development, disposition, leasing, and financing of all types of property. Tim also assists clients in matters involving zoning and land use planning and on a wide variety of corporate and business law issues. Barth, Jr. Formerly Clerk of the United States District Court BIOGRAPHIES The Honorable D. Brooks Smith D. Brooks Smith is the Chief Judge of the U.S. Court of Appeals for the Third Circuit. He is the only judge in the history of that Circuit to have served as both a chief district judge and as chief of the circuit. (Only five judges in the history of the federal judiciary have served in both capacities). Judge Smith began his legal career as an associate with the Altoona, PA law firm of Jubelirer, Carothers, Krier and Halpern. He eventually became managing partner of that firm. He also served as an assistant district attorney in Blair County, PA, and as a special prosecutor helping to lead a two-year grand jury investigation which eventually brought down a Central Pennsylvania criminal organization affiliated with the La Rocca crime family. Smith was appointed Blair County District Attorney in 1983 by the Court of Common Pleas of Blair County, and was appointed by Governor Dick Thornburgh the following year to that county’s bench.

Carol Los Mansmann: Lawyer, Judge, and Public Servant Ken Gormley* Even four decades after she graduated from Duquesne Univer- sity School of Law, Carol Los Mansmann's career in law and pub- lic service continues to inspire a legion of lawyers and judges touched by her example. Despite her untimely death of breast cancer in 2002, at the age of fifty-nine, Judge Mansmann's legacy lives on, as evidenced by this special issue of the Duquesne Law Review dedicated to her myriad, impressive contributions. Many of those lawyers and jurists who knew Carol Mansmann best have contributed to this special issue. It speaks volumes that Justice Samuel Alito of the United States Supreme Court has volunteered to write the introduction to this rich, historical collection of arti- cles.
