GO(Ms) No. 18/2020/DMD dtd 17.06.2020 Whereas, Covid-19, is declared as a global pandemic by the World Health Organisation. The Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deployed several stringent measures to control the spread of the epidemic. Since strict surveillance is the only tool to prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. And whereas, SRO notification issued Govt of Kerala as by Kerala Epidemics Diseases, Covid 19, 2020 in Regulations official gazette that all measures stipulates possible shall be incorporated to contain the disease. And whereas, more than 9176 live cases are undergoing treatment in the district as on date, and epidemiological investigation is being carried out in each case and their primary and secondary contacts is traced for the being effective containment of further transmission of disease. And whereas, new cases have been detected without any known source or link with COVID 19 patients or with any travel the district core has history, group recommended the following to be included as containment zones. Valiya Kalungu 3) The wards adjoining these containment zone shall be treated as areas which needs special attention in a public health perspective. 4) Only essential activities will be allowed, ie shops selling essential groceries, medicines and food items like milk, vegetables, meat fish and essential services including Police, Health, Revenue, LSG, Electricity Water supply and other essential central and state government establishments in containment zones and strict perimeter control will be enforced. The movement of persons in or out of the zones will not be permitted except for medical emergencies, maintaining supply of essential goods and services. 5) The Incident Commander and Tahsildar, of concerned Taluks shall ensure strict containment activities are being contemplated as per Government instructions. 6) SHO concerned shall ensure that proper barricading of the Containment Zone is made so as to regulate the movement of persons in and out of the containment zone. He shall also ensure the perimeter control and crowd control activities. 7) DPC (City) and DPC (Rural) shall ensure all guidelines issued by Government of India and Government of Kerala regarding the containment zones are complied with in letter and spirit. 8) Medical Officers/Superintendents of UPHC Muttada, UPHC Nanthancode, UPHC Palkulangara, PHC Puthukurichy, FHC Thonnakkal, PHC Kallikadu, PHC Vilavoorkkal, TH Vithura, PHC Karavaram, PHC Cherunniyoor, PHC Chenkal, PHC Karode, PHC Aryanadu shall ensure the following i. Shall coordinate with Police, Revenue and LSG for planning containment activities, quarantini the contacts for 14 days and ensure proper IEC. ii. Shall identify, isolate the positive patients and constantly monitor their health status over telephone. 5 iii. Shall conduct house to house ILI surveillance, listing of vulnerable, symptomatic persons, HR available with the PHC with people with high social contacts and screen them using the the help of Block PHC. iv. Shall update the details of positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO ona daily basis. Shall ensure strict enforcement of SMS, Break the Chain, Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. 9) Block Medical Officers of CHC Puthenthopu,CHC Vellarada, CHC Vilappil, CHC Kesavapuram, CHC Manamboor, CHC Poovar, Taluk in-charge Medical Officer thiruvananthapuram & Nedumangadu shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 10) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a daily progress report to this office by 8.00 PM every day through email [email protected]. 11) This order will be reviewed every day and relaxation will be allowed once in a week.
