EXECUTIVE SUMMARY 1.1 JTI is categorically opposed to plain packaging and the other proposals in the Government¶s Consultation Paper of 7 April 2011 (the Consultation) on the Tobacco Plain Packaging Bill 2011 Exposure Draft (the Draft). 1.2 It is among JTI¶s core beliefs that minors should not smoke and should not be able to obtain tobacco products and that adult smokers should be appropriately informed about the risks of smoking before they make the decision to smoke.
