O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area).

The health of our lakes, and our enjoyment of these irreplaceable natural resources, is at risk. Polluted runoff water from the landscape is washing into our lakes, causing toxic algal blooms that make swimming in lakes unsafe. Failing septic systems and animal waste washed off the land are contributing bacteria to our lakes that can make people and pets who swim in the water sick. Toxic products used in the home, on lawns, and on roadways and driveways are also reaching our lakes, poisoning the water in some areas to the point where fish and other aquatic life cannot survive. NH LAKES has found that most property owners don’t know how their actions affect the health of lakes. We’ve also found that property owners want to do the right thing to help keep the lakes they enjoy clean and healthy and that they often need help of professional service providers like YOU! What is LakeSmart? The LakeSmart program is an education, evaluation, and recognition program that inspires property owners to live in a lake- friendly way, keeping our lakes clean and healthy. The program is free, voluntary, and non-regulatory. Through a confidential evaluation process, property owners receive tailored recommendations about how to implement lake-friendly living practices year-round in their home, on their property, and along and on the lake. Property owners have access to a directory of lake- friendly living service providers to help them adopt lake-friendly living practices.

    Vol. 7, No. 2 Provided free of charge to our monitors and affiliates Fall 2002 Celebrate Clean Water On October 18, 2002, the nation will celebrate the 30th anniversary of the enactment of the Clean Water Act. To commemorate the anniversary, the day has been declared National Water Monitoring Day. In celebration, volunteers throughout the country will collect and submit water quality data to the National Water Monitoring Day database. This is a great opportu- nity to show the country what lake stewardship means to Mainers! We hope all our volunteer monitors (who haven’t migrated to warmer climates) will participate on October 18th. Since the weather doesn’t always coop- erate, all data collected between October 12th and October 27th will be submitted. If you would like to join in the celebration and monitor your lake or pond, contact us prior to October 18th to ensure that your site is regis- tered for the event. The deadline for submitting data is October 27th, so please relay your results to us before then.     Franklin County by Foot and Paddle Doug Dunlap Progress Report September 15, 2020 For walks and hikes; and travel by kayak and canoe, August 31-September 15, 2020 Discoveries: The United Way and the 2-1-1 phone number, Six Months into the Pandemic Over the past two weeks I have learned much about 2-1-1, a major, indispensable service to people of Franklin County, and throughout Maine, led by the United Way. The United Way of the Tri-Valley continues to serve as a vital safety net for Franklin County residents. The 2-1-1 project is an indispensable service. This is a 24/7 service, staffed by call specialists who take calls from people seeking help of many kinds: food, clothing, shelter, heat; access to mental health services, help with caring for a sick or incapacitated family member, financial burdens of many kinds. United Ways throughout Maine fund this service, in cooperation with the State of Maine. There is always someone to take the call, always available to help guide the calling person to someone who may speak to the very specific need expressed. 2-1-1 was available prior to the COVID-19 pandemic, and widely used by thousands of callers each year. I am informed by United Way leadership that in 2020, Maine 2-1- 1 has received 36,000 pandemic related calls since the month of March. That amounts to 6000 calls per month for six months, an average of 200 calls per day. That is an astonishing figure. It costs money to provide the service.

They interviewed our land donors, improved trails, uprooted hundreds of invasive plants, and organized meetings and volunteers in the field and in the office. Our internship program, now in its seventh year, has recently been named to recognize Maine wildlife biologist Ron Joseph, who will be retiring in 2010 after thirty years with the US Fish and Wildlife Service. Ron has worked with hundreds of private and public land owners to protect, improve, and Martha Kent and Katie Epstein, KLT land donor history project; Photograph: Jane Davis restore wildlife habitat and has been an inspiring mentor to rising conservationists, including KLT’s interns. As funding allows, we hope to expand our internship program and to build on the relationships we have developed with Colby, Davidson, and Brevard Colleges, MIT, and Antioch University, as well as other institutions.
