In order to assess the extent of terrorist activity in Mexico, several of the country’s domestic guerrilla groups, as well as foreign terrorist organizations believed to have a presence in Mexico, are described. The report extensively cites from Spanish-language print media sources that contain coverage of criminal and terrorist organizations and their activities in Mexico.

Martin Angel Gonzalez, 43, of Phoenix, was sentenced to 20 years in prison for operating a large drug trafficking ring out of Phoenix. U.S. District Court Judge Stephen M. McNamee also imposed a $10 million monetary judgment against Gonzalez, who pled guilty to being the leader of a Continuing Criminal Enterprise, Conspiracy to Possess with the Intent to Distribute Marijuana, Conspiracy to Commit Money Laundering, and Possession with the Intent to Distribute Marijuana. Gonzalez was charged with various drug trafficking offenses as part of a 70-count superseding indictment related to his leader­ ship of a 12-year conspiracy involving the distribution of over 30,000 kilograms of marijuana worth more than $33 million. Twenty-five other co-conspirators were also charged and pled guilty for their involvement in the conspiracy. During the investigation, agents seized approximately 5,000 pounds of marijuana and more than $15 million in organization­ al assets. These assets included cash, investment accounts, bank accounts, vehicles, jewelry, and real estate properties. Gonzalez’s organization imported marijuana from Mexico, packaged it in the Phoenix area and distributed it to Massachusetts, New York, Pennsylvania, Michigan, Florida, Illinois, Wisconsin, and Califor­ nia. He distributed marijuana to his associates across the country using commercial trucks, cars and commercial shipping compa­ nies. Gonzalez was arrested in Morelia, Michoacan, Mexico, with the assistance of Mexican federal law enforcement authorities.

No obstante, esta cultura de 'nuevos ricos' que inspiran su modus vivendi en el imaginario que tienen de la vida del rico1 posee sus particularidades: es una estética del poder basado en los recursos materiales y simbólicos que manejan, y el mensaje es el de la impunidad, el de encontrarse por encima de la ley y su capacidad de imponer su propio orden y su propia justicia.

I am a retired United States district judge for the Central District of Califor- nia, and I will be moderating this panel today. This panel is going to discuss the prosecutions that arose from the kidnap, torture, and mur- der of Drug Enforcement Administration (DEA) Special Agent En- rique Camarena in Mexico. Our panelists are going to be Professor Arthur F. McEvoy,1 Robert Bonner, Manny Medrano, and Paul Hoffman. The Honorable Robert C. Bonner, whom I believe is most perti- nent to today’s proceedings, served as the United States Attorney for the Central District of California from 1984 to 1989. It was during that period that the U.S. Attorney’s Office investigated and prosecuted some of the participants in the kidnap, torture, and murder of Enrique Camarena in Guadalajara, Mexico. In 1989, he was appointed to the United States District Court for the Central District of California where he served relatively briefly until President George H. W. Press Center Treasury Sanctions the Network of Drug Lord Rafael Caro Quintero 6/12/2013 Designation Targets Companies and Individuals in Guadalajara, Mexico WASHINGTON – The U.S. Department of the Treasury today designated 18 individuals and 15 entities linked to Rafael Caro Quintero, a Mexican drug trafficker. Rafael Caro Quintero is a significant Mexican narcotics trafficker who began his criminal career in the late 1970s when he and others, including Juan Jose Esparragoza Moreno (a.k.a. “El Azul”), formed the Guadalajara drug cartel and amassed an illicit fortune. Caro Quintero was the mastermind behind the kidnapping and murder of Drug Enforcement Administration (DEA) Special Agent (SA) Enrique Camarena in 1985. Following his capture in the same year, Caro Quintero was convicted in Mexico for his involvement in SA Camarena’s murder and drug trafficking and is currently serving a 40 year prison sentence there. Caro Quintero is also wanted in the Central District of California on criminal charges related to the kidnapping and murder of SA Camarena as well as drug trafficking. Caro Quintero continues his alliance with Esparragoza Moreno’s organization and its key players, such as the previously-designated individual Juvencio Ignacio Gonzalez Parada. The President identified Caro Quintero and Esparragoza Moreno as significant foreign narcotics traffickers pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act) in 2000 and 2003, respectively. Today’s action, pursuant to the Kingpin Act, generally prohibits U.S. persons from conducting financial or commercial transactions with these designees, and also freezes any assets they may have under U.S.

    Mexico: Organized Crime and Drug Trafficking Organizations (name redacted) Analyst in Latin American Affairs March 31, 2017 Congressional Research Service 7-.... www.crs.gov R41576 Mexico: Organized Crime and Drug Trafficking Organizations Summary The notorious drug trafficking kingpin Joaquín “El Chapo” Guzmán is now imprisoned in the United States awaiting trial, following the Mexican government’s decision to extradite him to the United States on January 19, 2017, the day before President Trump took office. Guzmán is charged with operating a continuing criminal enterprise and conducting drug-related crimes as the purported leader of the Mexican criminal syndicate commonly known as the Sinaloa cartel. The U.S. Drug Enforcement Administration (DEA) maintains that the Sinaloa cartel has the widest reach of any transnational criminal organization into U.S. cities. In November 2016, in its National Drug Threat Assessment, the DEA stated that Mexican drug trafficking groups are working to expand their presence, particularly in the heroin markets inside the United States. Over the years, Mexico’s criminal groups have trafficked heroin, methamphetamine, cocaine, marijuana, and increasingly the powerful synthetic opioid fentanyl. Mexico’s drug trafficking organizations (DTOs) have been in constant flux. By some accounts, in 2006, there were four dominant DTOs: the Tijuana/Arellano Felix organization (AFO), the Sinaloa cartel, the Juárez/Vicente Carillo Fuentes organization (CFO), and the Gulf cartel. Since then, the more stable large organizations have fractured. In recent years, the DEA has identified the following organizations as dominant: Sinaloa, Los Zetas, Tijuana/AFO, Juárez/CFO, Beltrán Leyva, Gulf, and La Familia Michoacana. In some sense, these organizations might be viewed as the “traditional” DTOs, although the 7 organizations appear to have fragmented to at least 9 (or as many as 20) major organizations.
