General Assembly Security Council Sixty-Fourth Session Sixty-Fifth Year Agenda Items 13, 14 and 18 United Nations A/64/700–S/2010/123 General Assembly Distr.: General 8 March 2010 Security Council Original: English General Assembly Security Council Sixty-fourth session Sixty-fifth year Agenda items 13, 14 and 18 Prevention of armed conflict Protracted conflicts in the GUAM area and their implications for international peace, security and development The situation in the occupied territories of Azerbaijan Letter dated 4 March 2010 from the Permanent Representative of Armenia to the United Nations addressed to the Secretary-General I am writing with regard to the continued efforts of the Azerbaijani authorities to mislead the international community with regard to the roots and causes of the Nagorno Karabakh conflict, its legal aspects, the negotiation process within the Minsk Group, and now on the actual situation on the line of contact and violations of the ceasefire regime in place since 1994. As it becomes obvious from the information on the ceasefire violations annexed to this letter, there is a continuous effort from the Azerbaijani side to destabilize the situation in the region with the aim of justifying its destructive stance with regard to the resolution of the Nagorno Karabakh conflict, which should be achieved through a just and balanced agreement based on the principles of non-use of force or threat of force, territorial integrity, and the equal rights and self- determination of peoples, as reiterated in the OSCE Ministerial Statement in Athens on 2 December 2009. Both the authorities of the Republic of Armenia and those of the Nagorno Karabakh Republic have always advocated for peace and stability in the region as a whole. Any destabilization of the situation on the ground comes from the Azerbaijani side, which has registered 205 violations of the ceasefire regime with 5,361 shots fired in the period from November 2009 to February 2010. We do hope that Azerbaijan will revisit its decision to reject the call from the Minsk Group Co-Chairs for the removal of snipers from the line of contact and consolidation of the ceasefire, allowing the situation to calm down and saving many civilian lives that fall victim to indiscriminate fire in the area. 10-26325 (E) 090310 *1026325* A/64/700 S/2010/123 I should be grateful if you would have the present letter, with the annex on the ceasefire violations for the period from 17 November 2009 to 1 March 2010, circulated as a document of the General Assembly, under agenda items 13, 14 and 18, and of the Security Council. During this period, the armed forces of the Republic of Armenia continued intensive fire from their positions in the occupied territories of the Republic of Azerbaijan and from the territory of the Republic of Armenia on the positions of the armed forces of the Republic of Azerbaijan. As a result, two Azerbaijani servicemen were killed and one was wounded. The Republic of Armenia violated the ceasefire 1,426 times. Azerbaijan strongly condemns the continuous attempts by Armenia to escalate the situation on the front line and the deliberate targeting of the civilian population and civilian facilities. Azerbaijan will continue to take resolute measures against and respond adequately to Armenia’s ongoing aggression, violations of the ceasefire and other provocative acts. Peace and stability are contingent upon ending Armenia’s occupation of the territories of the Republic of Azerbaijan. As long as this occupation continues, human losses are inevitable on both sides, and the Republic of Armenia bears the full responsibility and should be held accountable.
