Palm Beach is on the south bank of the Mpenjati River which enters the Indian Ocean at the Mpenjati Nature Reserve. Palm Beach is positioned approximately 12km north of Port Edward and some 30km south of Port Shepstone. Palm Beach not only has one of the most beautiful beaches on the coast with its own natural tidal pool and estuary that offers some wonderful swimming and windsurfing opportunities and attracts local fishermen, but it also borders the Mpenjati Nature reserve, which means an incredible bird life is attracted to the area and little development has been allowed to spoil the neighbourhood. The Mpenjati Nature Reserve surrounds the Mpenjati River lagoon and extends some 500 metres out to sea in order to protect the unique fossil found in the area. Palm Beach is 18km from Margate, which is a huge draw card to the area and the Wild Coast popular casino is just across the Mtamvuma River from Palm Beach. The R61 Main Road is an extension of the N2 Freeway from Port Shepstone towards Port St Johns. The properties are positioned just west of the R61 Main Road. This conflict escalated during the four years of negotiations for a transition to democratic rule, and reached the status of a virtual civil war in the last months before the national elections of April 1994, significantly disrupting the election process. Although the first year of democratic government in South Africa has led to a decrease in the monthly death toll, the figures remain high enough to threaten the process of national reconstruction. In particular, violence may prevent the establishment of democratic local government structures in KwaZulu-Natal following further elections scheduled to be held on November 1, 1995. The basis of this violence remains the conflict between the African National Congress (ANC), now the leading party in the Government of National Unity, and the Inkatha Freedom Party (IFP), the majority party within the new region of KwaZulu-Natal that replaced the former white province of Natal and the black homeland of KwaZulu. Although the IFP abandoned a boycott of the negotiations process and election campaign in order to participate in the April 1994 poll, following last minute concessions to its position, neither this decision nor the election itself finally resolved the points at issue. While the ANC has argued during the year since the election that the final constitutional arrangements for South Africa should include a relatively centralized government and the introduction of elected government structures at all levels, the IFP has maintained instead that South Africa's regions should form a federal system, and that the colonial tribal government structures should remain in place in the former homelands.

The following is an account of a somewhat composite journey, which, almost by challce, caught 'Prillcy' on his one-day visit to Eshowe. What a different world had come about in the 33 years since Mary Moore '.I journey. The Anglo-Boer War and the First World War had come and gone. In the Ullion of'South Af'rica, the last post-cart service ran, says Brian Godbold, in Mountains, Bullets and Blessings, (p. 74) - in 1921, from Izingolweni in Natal via Bizana and Lusikisiki, to Port St Johns. In 1923 Smuts was ousted, and the Nationalist-Labour 'pact' government came in. My mother, a married woman teacher, found herself out of a job. Our family set-up was such that she had to take temporary posts wherever she could find them. So we took up residence in Umzinto in 1924. The atmosphere was like the Southern United States - a bell rang at 3 a.m. to rouse up the labour and start the day on the Reynolds Brothers' Sugar Estate. I was seven at the time. Mr Leisegang - brother of a Norwegian mission­ ary, and the owner now of the general store, the butchery and the bakery in Umzinto - told my mother that, at the end of the year, a post would become available at the Teachers' Training College of the Umpumulo Mission, run by the Lutheran mission Society.

Since the proposed servitudes are located in both KwaZulu-Natal and the Eastern Cape, both the KwaZulu-Natal Heritage Act No 10 of 1997 and the Heritage Resources Management Act No 25 of 1999 apply to this project. Two eThembeni staff members inspected the area on 30 and 31 July and 1 August 2008 and completed a controlled-exclusive surface survey, as well as a database and literature search. The purpose of this heritage impact assessment has been to identify two preferred power line servitudes between Port Edward and Harding. Of the three route alternatives that we examined, none is preferable; i.e. all three are equally (un)likely to affect heritage resources. We recommend that a heritage practitioner return to the study area to survey both final servitudes, including an examination of exact tower placements and all construction infrastructure (contractor’s camp, access roads, etc.) before the start of any construction activities, to ensure that no heritage resources are affected.
