La mail si presenta con un video che spiega come procedere e finisce con un link per avviare la procedura. Peccato che il link non funzioni, informazione anche confermata dal Call Center dei servizi digitali di Regione Lombardia (800 0306060). Vorrei tanto sapere dai responsabili come è possibile che venga prodotto e diffuso un video con un simile errore, ovviamente tenendo presente che i soldi sono quelli nostri, cittadini lombardi. ROMA Un lungo insieme di norme per l' innovazione, rivolte soprattutto alla Pubblica amministrazione, compare nelle bozze del Dl semplificazioni. In questi giorni tra l' altro, il ministero dello Sviluppo economico ha spezzato la lunga impasse che aveva congelato le strategie nazionali sulla Blockchain (posta ora in consultazione pubblica) e quella sull' Intelligenza artificiale (ieri è stato pubblicato il documento definitivo post consultazione). Diritto a innovare Proprio queste due filiere tecnologiche, insieme a economia circolare, cloud computing, comunicazioni elettroniche, internet of things, smart city, rientrano tra quelle che potranno beneficiare della norma sul "diritto a innovare": le imprese che intendono sperimentare nuove iniziative possono presentare un progetto alla presidenza del consiglio per ottenere un' autorizzazione che sostituisce ad ogni effetto tutti gli atti di assenso, permessi, autorizzazioni, nulla osta di competenza di altre amministrazioni statali. PagoPa e identità digitale In considerazione dei ritardi legati all' emergenza Covid-19, i pagamenti alle pubbliche amministrazioni dovranno essere effettuati dai prestatori di servizi di pagamento esclusivamente attraverso PagoPA a partire dal 28 febbraio 2021 (e non dal 30 giugno 2020). Diverse le novità per i cittadini, ad esempio la possibilità di utilizzare l' identità digitale Spid anche per accedere a servizi delle concessionarie e delle controllate pubbliche. Oltretutto la verifica dell' identità digitale, attraverso l' applicazione AppIo, equivarrà alla esibizione del documento di identità nei casi in cui si richiede che questo sia trasmesso per via telematica. E attraverso AppIo le pubbliche amministrazioni dovranno rendere i propri servizi fruibili in rete direttamente da smartphone e tablet. Smart working e dati pubblici Spazio alle misure per favorire il "lavoro agile", come l' obbligo per le Pa di acquistare sistemi informatici idonei all' attività dei lavoratori da remoto. Viene poi disciplinata la Piattaforma notifiche della pubblica amministrazione, dove i cittadini potranno trovare caricati digitalmente gli atti, i provvedimenti, gli avvisi e le comunicazioni oggetto di notificazione incluse quelle relative alla riscossione. Arriva anche la norma per accelerare la razionalizzazione delle migliaia di data center disseminati a livello nazionale. La presidenza del consiglio, si legge, «promuove lo sviluppo di un' infrastruttura ad alta affidabilità distribuita sul territorio nazionale» per il consolidamento dei vari centri. Le imprese individuali sono invece sottoposte alla sanzione prevista dall' articolo 2194 del codice civile in misura triplicata, quindi fino a 1.548 euro.

The massive-scale experiment manipulated the News Feeds of a large amount of Facebook users and was successful in proving that emotional contagion happens also in online environments. However, the experiment caused ethical concerns within and outside academia mainly for two intertwined reasons, the first revolving around the idea of research as manipulation, and the second focusing on the problematic definition of informed consent. The article concurs with recent research that the era of social media and big data research are posing a significant challenge to research ethics, the practice and views of which are grounded in the pre social media era, and reflect the classical ethical stances of utilitarianism and deontology.

Είμαστε στην εποχή πουμεταξύ της Google και του Facebook διαμορφώνεται, διακινείται και διαχέεται σχεδόν όλη η παγκόσμια δημοσιογραφική παραγωγή (εκτός Κίνας και Ρωσίας). Είμαστε επίσης στην εποχή που χωρίς τη μεσολάβηση αυτών των δύο εταιρειών και των υπηρεσιών τους, κάθε δημοσιογραφική παραγωγή, ανεξάρτητα από την πηγή της, είναι καταδικασμένη στη σχετική ή πλήρη αφάνεια. Δηλαδή έχει καταστεί αδύνατον για οποιονδήποτε επαγγελματία της επικοινωνίας ή της δημοσιογραφίας, κάποιον ακτιβιστή ή κάποιο δημόσιο πρόσωπο να «βγει» από τον κύκλο των υπηρεσιών αυτών χωρίς να υποστεί ποινή περιθωριοποίησης. Η Google και το Facebook αποτελούν με διάφορους τρόπους και σε διαφορετικά πεδία ολοκληρωτικά μονοπώλια. Κάθε συζήτηση για την ελευθερία του λόγου και την ελεύθερη διακίνηση των ιδεών στις ημέρες μας, ιδίως στη Δύση, δεν μπορεί παρά να αφορά τη ρύθμιση και τον έλεγχο των πρακτικών αυτών των εταιριών. Η ρύθμιση αυτή, αν θέλουμε να είναι ουσιώδης, δεν μπορεί να είναι αυτορρύθμιση, δεν μπορεί να δοθεί στους ίδιους τους ιδιωτικούς αυτούς κολοσσούς η εξουσία της νομοθέτησης και της οριοθέτησης του δημόσιου λόγου και της διαχείρισης των δημόσιων και ιδιωτικών δεδομένων πάνω στα οποία κτίστηκαν. Όπως έγραφα σχετικά με τα “fake news” στον ιστοχώρο του περιοδικού Δημοσιογραφία: «…η ιδέα να δοθεί στην Google και την Facebook η ευθύνη να «ελέγχει» και να «λογοκρίνει» την «ψευδοειδησεογραφία» κινείται προς λάθος κατεύθυνση:δίνει ακόμα περισσότερη εξουσία και αρμοδιότητα επί του τι λέγεται δημοσίως στο διαδίκτυο στις δύο αυτές εταιρείες, οι οποίες για λόγους νομικής προστασίας τους και μόνο θα έχουν κάθε κίνητρο να λογοκρίνουν το διαδίκτυο σε βαθμό που θα κάνει την Κίνα να μοιάζει με όαση πολυφωνίας.

The Case of Facebook – Cambridge Analytica Introduction On May 6, 2020, Facebook announced the first members of its Oversight Board – a new system for content governance and enforcement. These members, coming from different countries and backgrounds, would exercise independent judgments over Facebook’s most important content decisions.1 The establishment of the Oversight Board followed vehement criticism over Facebook’s data handling, especially in connection with the 2016 U.S. election and the Brexit. In both cases, Facebook had allegedly colluded with the political advertising firm Cambridge Analytica to manipulate and influence voters. Even more so, many of political ads published on Facebook were not fact-checked, which enabled companies such as Cambridge Analytica to produce ads that were based on untruthful information – fake news – and target them to people who they researched it would resonate with the most. The exposure of the scandal led to an uproar online as well as offline. For the first time in history, governments and the public started to seriously examine the issue of data privacy and take measures to protect it. The scandal also shook up the tech industry. In October 2019, Twitter banned all political ads altogether, and in the following month, Google limited targeting of political ads to broad categories only, such as sex, age, or postal code. Facebook, on the contrary, announced in January 2020 – in defense of free speech – that it would not ban political ads on its platform nor limit how such ads could be targeted to specific groups of people, nor fact-check them.2 Facebook declared that it aimed to balance the commitment to free expression with values of privacy, authenticity, safety, and dignity.3 Its stance was, at the very least, deemed controversial.
