The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves. The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley. The communities are primarily residential, commercial, office park, and controlled manufac- turing protected by 10 stations and 180 employees.

THE POSITION

Under the general direction of the Deputy Chief of Operations, the Battalion Chief is responsible for the management of one of the District shift battalions as the Shift Commander. This position directs and super- vises the emergency and non-emergency work activities of shift personnel and interacts and coordinates activities with local and regional public safety agencies, performs other duties, and may be assigned to alternate Battalion Chief positions and work schedules as directed by the , such as EMS & Train- ing Battalion Chief.

CLASS CHARACTERISTICS

This is a mid-management level classification that is primarily responsible for representing and supporting District and Operations philosophy and initiatives by assisting in the identification and support of strategic operational objectives, ensuring a high level of operational readiness and effectiveness, and managing the performance and development of shift personnel. The Battalion Chief is expected to make positive contributions to the organization by assuring operational objectives are met through the communication and implementation of District initiatives, the management of operational readiness through the enforcement of District policies, procedures, and performance standards, the assurance of safety through continuous Inspection/evaluation of personnel and equipment as well as incident evaluation and debriefing, and the development of shift personnel through interactive performance management and focused personal and professional development.

THE REQUIREMENTS

Experience: 15 years of broad and increasingly responsi- ble experience in the fire service, 18 months or more of experience at the Battalion Chief rank and off-probation. Additionally, candidate must have served 5 or more years in the rank of .

Education: Minimum of a AS/AA degree from an accredited college. BS/BA degree from an accredited university is highly desirable.

Licenses: Possession of a valid California Driver’s License. Maintenance of a valid California Driver’s License, and any corresponding requirements, is required as a condition of employment. Candidate must have a current CPR card. Certified Emergency Medical Technician, California State certification as a Company Officer, Chief Fire Officer (or equivalent) or initiation of the Chief Officer task book are highly desirable. In general, the Battalion Chief will require the following skills, knowledge, and attributes to be successful in fulfilling the responsibilities of the position:

Knowledge of: Modern administration principles, practices, and terminology related to public administration, fire and building department, and autonomous Fire District operations.; principles and implementation requirements of the Inci- dent Command System; theory, principles, and practices, of progressive fire service management and lead- ership techniques, including mentorship, professional development, positive performance management, participatory leadership; principles, practices, and techniques of and emergency operations, including structural and wildland firefighting, rescue, hazardous materials, emergency medical care, building materials, construction, principles of combustion, building extinguishing and alarm systems, and general fire prevention, building code inspection, and enforcement processes.

Application of related ordinances, laws, rules and regulations, national codes and standards. Local geogra- phy and emergency resources; State-wide mutual aid strategies, systems, and agreements; effective writing techniques and Business English including spelling, grammar, vocabulary, and report writing standards; principles and practices of effective labor relations and conflict resolution techniques. Principles and practices of effective training techniques; principles and practices of effective project management. General operating computer systems and software applications; budget preparation and administration in support of the achievement of established operational and District goals and objectives; current fire service technology and communication equipment and how to utilize in support of emergency operations; ongoing developments and innovations related to fire suppression, emergency medical care, HazMat, rescue sys- tems, USAR, emergency vehicles and equipment, and fire prevention.

Ability to: Effectively interpret and administer District policy in the areas of emergency medical services, hazardous materials, Incident Command System application, development related issues, city/county/local area Interrelationships.; establish and operate an incident command post and function as Incident Commander within the Incident Command System at fires and emergencies; grasp strategic concepts relating to overall business needs and solutions.

PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to stand, walk, sit, or reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, jog or run. The employee must occasionally lift and/or move up to 65 pounds without assistance and up to 300 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee must have the ability to: drive vehicles, operate a personal computer, read small print on documents and maps, detect subtle shades of color, hear and speak well enough to communicate over the telephone, radio, and in person at distances up to 50 feet over the noise of equipment; project voice volume and speech clarity to command during emergency operations. The employee must be physically fit enough to carry fire equipment as needed, walk over rough terrain, climb hills, open and close heavy gates, load and unload vehicles, and work outdoors for long periods of time in all types of weather conditions and safely wear and work in a self-contained breathing apparatus (SCBA) without medical or physical restrictions, and have the stamina to perform administrative functions and meet the physical and mental demands during an extended emer- gency.

The District offers a broad range of competitive benefits to full-time employees and their dependents includ- ing comprehensive healthcare coverage and a defined-benefit pension plan. Highlights of our benefits program are presented below.

Medical: The District provides paid health coverage through CalPERS. CalPERS is the third largest purchaser of health care in the nation, providing benefits to more than 1.3 million public employees, retirees, and their families. The medical benefit consists of various PPO and HMO plans and is capped at 92% of the second highest Bay Area Basic plan offered by CalPERS; employees are responsible for the remaining por- tion of the premium. For plans below the cap, employees are responsible for 8% of their monthly plan premi- um.

Dental: The District provides group dental insurance through Delta Dental. There is no monthly premium cost to employees for dental coverage.

Vision: The District offers Vision Service Plan (VSP) Plan C with supplemental coverage for contact lenses and glasses. There is no monthly premium cost to employees for vision coverage.

Life Insurance: Employees receive $20,000 of life insurance coverage. Life insurance is provided by the District at no cost to the employee.

Vacation: The accumulation rate for vacation increases with length of service beginning with 14 hours per month for represented shift employees and 10 hours per month for represented forty-hour employees.

Sick Leave: Shift employees accrue 18 hours of sick leave credit per month. Forty-hour employees accrue 8 hours of sick leave credit per month.

Holidays: The District recognizes thirteen holidays per year.

Administrative Leave: Exempt management employees are granted eighty (80) hours of administrative leave annually, accrued and credited at the rate of 6.67 hours each month. This leave is granted in recogni- tion of the extra hours management personnel work over their regular schedule.

Retirement: The District and its employees are members of the Contra Costa County Employees' Retire- ment Association. The Contra Costa County Employees' Retirement Association (CCCERA) is a public em- ployee retirement system that was established by the County of Contra Costa on July 1, 1945, and is admin- istered by the Board of Retirement to provide service retirement, disability, death and survivor benefits for County employees and 16 other participating agencies under the California State Government Code, Section 31450, et. seq. (County Employees Retirement Law of 1937).

Classic safety members receive a 3% at age 50 benefit and currently contribute 8% of pensionable pay to- ward the retirement benefit. PEPRA safety members receive a 2.7% at age 57 benefit and currently contrib- ute a statutory amount (50% of normal cost).

Other Benefits: The District offers deferred compensation plans, flexible benefit plans, employee assistance programs, etc.

Background/Medical Examination: Before an appointment may be made to the position, the person se- lected may be required to pass a thorough background and medical examination given by the regularly li- censed physician designated by the City.

The exercises are designed to evaluate a candidate’s ability to perform the essential job functions of the Battalion Chief position, such as, but not limited to; leader- ship, motivational ability, judgment/decision making, planning/organization, oral communication, written com- munication, interpersonal skill, composure, and technical knowledge. In order to be placed on the eligibility list, a candidate must pass all assessment center exercises with a score of 70% or higher.

Following the establishment of the eligibility list, the Fire Chief has the rule of the list in selecting employees for additional interviews and for final selection. Depending on the number of candidates, or due to administra- tive necessity, the selection process may be modified.
