Renewable Energy Roadmap for the Republic of Cyprus Foreword: Republic of Cyprus Cyprus has one of the highest electricity prices in Europe, due to high reliance on liquid fuel for power generation. However, a major transition is imminent for electricity supply. On one hand, indigenous natural gas discoveries are to be developed in the coming years. On the other hand, the costs of renewable power supply options have fallen dramatically. Meanwhile, concerns about greenhouse gases and local pollutants have increased, reflecting stringent European Union regulations. Renewable energy offers a way for Cyprus to reduce both the cost and the environmental impact of generating electricity. In the wake of the recent economic recession, turning to renewables can help to reduce fuel imports, strengthen the trade balance and create local jobs. The success of solar water heaters, for example, can be replicated for solar photovoltaics (PV). Cyprus has set out to attain a higher share of renewables, and this roadmap helps to assess optimal investment strategies in the power sector. Solar PV and wind power will play a major role in the roadmap to 2030. Roadmap findings will play an important role to revise existing energy policies and develop new ones. As part of the same engagement, the energy planning model used to quantify the possible pace and benefits of renewable energy deployment given different conditions has been handed over to the Government of Cyprus. The model will remain an important tool for assessing future energy policies and examining different energy pathways. It will assist in determining the optimal penetration of renewable energy for electricity supply and in identifying the technical and economic potential for further increasing electricity production from renewable energy. For islands, in particular, clean, indigenous renewable energy is inherently more attractive than costly fossil-fuel imports. Countries such as Cyprus, which depend heavily on imported petroleum products, are investing in clean energy sources to provide affordable energy, green jobs and modern supply chains, while contributing to reducing greenhouse-gas emissions in the post-2015 world. As an active participant in global efforts to ensure a sustainable energy future, the Republic of Cyprus has engaged with the International Renewable Energy Agency (IRENA) to develop a renewable energy roadmap for the country. The Ministry of Energy, Commerce, Industry and Tourism, along with a range of stakeholders, has worked closely with IRENA to examine least-cost pathways for the evolution of the power generation mix, the increasing role that renewable energy will play within it, and the impact of key decisions on energy policy that Cyprus is confronted with making today. I trust this roadmap will prove useful in the country’s pursuit of accelerated renewable energy deployment. However, most of renewable energy sources, such as wind and solar, are intermittent and variable sources of power. To overcome the integration problems, numerous islands have utilized several useful methods. For instance, the island of Gran Canaria applied the pumped storage systems to reutilize energy, and the island of Lolland developed renewable hydrogen community. The operation experience of these islands is extremely worthy to appreciate. This article introduces eight offshore islands and discusses about their present situations, policies, successful experience and challenges about renewable energy development. Those islands include Samso, Reunion, Cyprus, Crete, King Island, Agios Efstratios, Utsira and El Hierro. There are several indications that it could significantly contribute to the reunification of Cyprus, a lessening of Israeli-Arab tensions, and to better Greco-Turkish and Israeli-Turkish relations.

    NAVARRE: RENEWABLE ENERGIES Pamplona, 21 April 2009 Navarre is a small region of Spain with a population of 620,000 in an area the tenth of the state of Pennsylvania. It is well-known throughout the world for its development in renewable energies. The prestigious magazine, Nature, published an article about Navarre in June of 2007 entitled: “Energy-Go-Round: How did a little Spanish province become one of the world’s wind-energy giants?” After 20 years of development, 65% of the electrical energy we consume in Navarre originates from renewable energies. At this moment there are 993 MW of wind and almost 100 MW of photovoltaic power, among others, installed in Navarre. An article was published recently which has placed a doubt in renewable energy’s ability to create employment; it states that it destroys employment, and therefore, is a factor in the social impoverishment of a country. As I will demonstrate, this statement is completely untrue. In Navarre, the development of renewable energies, and above all wind energy, has created wealth, employment and technological development, and I can assert that this can be achieved in any other region or country. Our region’s GDP is among the three highest in Spain, participation by the industrial sector is 12 points higher than the entire country’s, and for many years Navarre has had unemployment rates inferior to Spain’s. Before the beginning of the current world crisis our region enjoyed full employment. Now, after the strong economic and employment crisis that affects Spain in particular, Navarre maintains itself as the Spanish region with the least unemployment.

    PRESS RELEASE PRESS RELEASE Spanish wind power industry´s proposal for an energy transition By 2030, wind power in Spain will supply more than 30% of electricity with an installed capacity of 40 GW Madrid, 16th of November 2017.- The Spanish Wind Energy Association (AEE) has developed the analysis "The necessary elements for an energy transition. Proposals for the electricity sector". This document has recently been sent to the Spanish Committee of Experts for Energy Transition. With it, AEE aims at making specific and realistic proposals on the contribution of wind power for 2020, 2030 and 2050. Energy transition brings with it the need for long term planning and many challenges for its achievement. AEE has taken as reference the European Commission´s scenario proposed by the PRIMES model in the horizon of 2030. This model states a very moderate growth in the electricity demand. In its own scenario, AEE has established more ambitious electrification and decarbonisation objectives in order to meet the Paris Agreement goal of achieving at least an 80-95% reduction of greenhouse gas emissions by 2050. Electrification must be the way to reduce emissions, thanks to competitive renewable technologies such as wind power. The electricity sector must move towards scenarios where new electricity demand is covered without jeopardizing emission reduction objectives. As a result of the analysis, the Spanish wind industry, represented by AEE, believes that wind power installed capacity will reach 28,000 MW by 2020 (taking into account the 2016 and 2017 tenders and the Canary Islands wind power quota). This means that wind power would increase by 1,700 MW per year on average between the end of 2017 and the beginning of 2020.

Energy Efficiency Watch 3 – Feedback Loop Report ii Executive Summary The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. EEW3 analysed the progress made in the implementation of energy efficiency policies in European Member States since the publication of the second National Energy Efficiency Action Plans (NEEAPs) in 2011 by screening official documents, sought experts’ knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Signed: Date: Friday, 24 August 2018 Abstract The Republic of Cyprus, an isolated energy system, generated approximately 5TWh of electricity in 2017, 91.6% of which was generated from oil-fired turbines, the large majority of which utilising heavy fuel oil. The National Energy Strategy (NES) of Cyprus, with which the country aims to meet its EU-2020 targets, compares the increase of renewables to a forecasted demand that is no longer binding; being recently invalidated with new forecasts showing an increase by at least 10% from the Transmission System Operator. The updated forecasts are corrected, and a scenario is developed and modelled using the renewable capacity desired by the national strategy. This study presents a holistic analysis of the energy systems, highlighting the concerns of relying exclusively on oil-fired turbines, with negative implications on all three elements of the energy trilemma.

    ANNUAL REPORT FOR 2007 The Cyprus Energy Regulatory Authority (CERA) was established by virtue of the Law of 2003 On Regulating the Electricity Market, L.122(I)/2003, which was enacted by the House of Representatives on the 25th of July 2003. The Members of CERA were appointed on the 21st of January 2004 and assumed their duties on the 4th of February 2004 after giving the prescribed affirmation for the faithful execution of their duties to the President of the Republic of Cyprus. The present Annual Report on CERA’s proceedings covers the period from the 1st of January 2007 to and including the 31st of December 2007, and is the fourth one to be issued. By virtue of the provisions of the above Law and in particular of Article 18, CERA submits to the President of the Republic of Cyprus an Annual Report on its Activities by the end of March every year, and provides copies of the Report to the Council of Ministers and the House of Representatives.
