Three Rivers District Council Monthly Economic Summary General Economy The first economic release of February was the January manufacturing Purchasing Managers’ Index (PMI) survey, which dropped to 55.3 from the December figure of 56.2. The headline figure was its lowest level since June 2017. The fall in the PMI suggested that manufacturing growth slowed slightly at the start of the year. However, the big picture is that the sector is still performing well by recent standards. Construction PMI also fell in January, to 50.2 from 52.2 the month before, and was much lower than the market expectation of 52. Nevertheless, any reading above 50 still indicates expansion. Therefore, the construction sector is still expanding but at a rather sluggish pace. Brexit-related uncertainty was suggested as being partly to blame, causing a slowdown in new office building work. Meanwhile, the services sector PMI followed in the footsteps of the manufacturing and construction sectors, falling to 53 from 54.2 in January, a 16-month low for the index. This was due to a softening in demand, also perhaps related to Brexit uncertainty. Overall, the surveys suggest that the economy has lost some of the momentum it gained in Q4. The composite PMI dropped to 53.2, from 54.7 in December, which, on the basis of past form, is still consistent with quarterly GDP growth of around 0.3%.

In the eyes of some analysts and investors, the Monetary Policy Committee (MPC) paved the way for a May rate hike with the release of the February Inflation Report. This suggested the MPC would become less dovish as the economy continues to beat expectations. Although the Committee voted unanimously to leave rates unchanged this month, they did anticipate that rates would be increasing sooner and at a greater rate than was previously thought. As a result, markets now believe there is a 70% chance of a hike in May. The MPC also revised up their forecasts for GDP growth, from 1.6% in 2018 and 1.7% in 2019 and 2020, to 1.8% across all three years. Additionally, the MPC indicated that it wanted to bring inflation back to target quicker than previously indicated, aiming to bring inflation back down to 2% within two years rather than three.

Consumer Price Index (CPI) Inflation held steady at 3% in January, in line with the MPC’s projection in their February Inflation Report. The breakdown showed that the largest downward contribution to CPI came from fuel prices, which increased at a slower rate in January than at the same time last year. However, this was offset by a rise in the contribution from recreation and culture. Nonetheless, the elevated inflation level predominantly reflects the drop in the exchange rate since the Brexit vote in 2016. As the effect of sterling’s drop continues to fade, it is expected that inflation will ease this year.

Labour market data proved to be slightly weaker than expected in December. Employment increased by 88,000 in the three months to December, compared to the 173,000 consensus. Meanwhile, the unemployment rate rose to 4.4% from 4.3%, the first increase since February 2016. However, the ONS ascribed the rise in unemployment to more people becoming “economically active” and looking for a job, rather than related to an increase in people becoming unemployed. Headline wage growth remained unchanged, but the BoE expects pay to pick up soon. However, workers’ total earnings (including bonuses) rose by an annual rate of 2.5% in the three months to December, while total earnings rose by 2.8% in the month of December, up from 2.3% in November.

Public finance data was more upbeat this month as January’s surplus of £10bn on the Public Sector Net Borrowing (PSNB) ex public sector banks measure was the second-highest surplus on record and higher than the consensus £9.5bn. Although the surplus was lower than last year’s £11.6bn, this was always expected, as self-assessment tax receipts collected in January 2017 were temporarily boosted by changes in the dividend tax rate.

British retail sales continued to lose momentum in January as real incomes remained under pressure from weak nominal pay growth, which takes account of inflation. The retail sales volume monthly increase of 0.1% fell short of the market expectation of a 0.5% rise and dragged the quarterly growth rate down from 0.5% in December to only 0.1% in the latest reading. Thus, annual sales volumes growth came in at 1.5% in the three months to January – markedly lower than the 5-6% rates seen at the end of 2016. Nevertheless, the worst of the pay squeeze should have passed now, paving the way for a potential for recovery in spending growth this year.

There was more disappointing news for the UK as the economy grew slower than originally thought in the three months to December. GDP was revised down to 0.4% q/q from the preliminary estimate of 0.5%. The annual growth figure was also downwardly revised to 1.4%, its weakest in more than five years. Encouragingly, however, investment growth has remained robust, rising 1.1% in Q4, which put annual growth at 3.9% for 2017 – the strongest since 2014.

In the Eurozone, the second estimate of GDP confirmed that quarterly growth had slowed to 0.6% in Q4 from 0.7% in Q3. Despite the slowdown, it still marked a healthy end to a strong year for the currency bloc. Annual growth dropped to 2.7% in Q4, compared to 2.8% in Q3. Eurozone inflation declined to 1.3% in January, from 1.4% in December, driven largely by a slowdown in energy and food inflation. In other news, the unemployment rate for December was revised down to 8.6% from 8.7%.

In the US, the second estimate of GDP was revised down from 2.6% to 2.5% (annualised). This largely reflects a smaller stock inventory increase than previously reported. CPI inflation remained unchanged at 2.1% y/y in January and rose by 0.5% m/m. Non-farm payrolls rose by 200,000 in January, which was above the consensus, leaving the Fed firmly on track to hike rates in March. The unemployment rate held steady at a 17-year low of 4.1%. Markets are wavering between 3 and 4 hikes from the Fed through 2018.

Housing Nationwide revealed house prices grew by 0.6% m/m in January. In annual terms they rose by 3.2%, up from 2.6% in December. According to Halifax, house prices fell by 0.6% in January following the 0.8% decline in December, the first time since the summer of 2016 that house prices have declined in two consecutive months. As a result, annual house price growth slowed to 2.2% in the three months to January, a fall from the 2.7% growth seen in the three months to December.

Forecast Link Asset Services (LAS) changed its Bank Rate forecast during February. LAS suggest that the next interest rate rise will be to 0.75% in Q2 2018, with further rises Bank Rate Mar-18 Jun-18 Sep-18 Dec-18 Mar-19 of 25 basis points in Q4 2018 and again in Q4 2019. MEMBERS INFORMATION BULLETIN – SECTION 106 AGREEMENT UPDATE

There has been an Audit recommendation to update Council Members twice yearly regarding Section 106 Agreement monies held.

As of 31st March 2018, it is predicted that Three Rivers District Council will hold a fund of £4,826,155.37 in Section 106 contributions and commuted sums, taking into consideration monies already budgeted. This money is generally allocated between Affordable Housing, Leisure and on- going maintenance projects within the district. Maintenance sums are often negotiated as a commuted sum outside of the original Agreement. Existing contributions for providing infrastructure, such as Highways, Education and Libraries is held by Hertfordshire County Council. The Community Infrastructure Levy now covers any payments for future infrastructure within the District.

Purdah - Pre-election period

The pre-election period often known as “purdah” will start on Tuesday 27th March 2018. On this day the Returning Officer will publish the notice of election and the elections which take place on Thursday 3 May will officially commence.

From this date there will be certain restrictions on publicity through until newly-elected councillors take office on Friday 4 May. This is to ensure that there can be no allegations of bias towards any particular candidate or party.

During this period the council’s Corporate Communications team will not issue any press releases, stage any photo calls or arrange any materials which promote any of the candidates standing in the elections.

Guidelines and restrictions on decision making and publicity during the pre-election period As you will be aware, the local elections are due to take place on 3 May 2018 so I thought it would be useful to remind you about the guidelines and restrictions on publicity during the pre- election period that starts on xxxx. These restrictions apply to all elections happening during this period.

From the start of the pre-election period (‘purdah’), the council must comply with restrictions outlined in Section 2 of the Local Government Act 1986. In addition a Code of Recommended Practice on Local Authority Publicity published in 2011 makes clear that particular care should be taken in periods of heightened sensitivity, such as in the run up to an election. The Act defines publicity as any“ communication, in whatever form, addressed to the public at large or to a section of the public.”

Generally, the Act says that we should “not publish any material which, in whole, or in part, appears to be designed to affect public support for a political party.” The Code of Practice recommends that authorities should generally not issue any publicity which seeks to influence voters and that publicity relating to individuals involved directly in the election should not be published unless expressly authorised by statute.

Decision making In relation to decision making within the council, the position remains that it is ‘business as usual’ unless there are very good reasons why this should not be the case. In the vast majority of cases, the pre-election period will have no impact on normal council business, including the approval of planning decisions.

What this means • The primary restriction is on proactive publicity by the council which particularly relates to candidates and other politicians involved directly in the election. • The council can still issue media releases on factual matters provided that these do not identify individual councillors or groups of councillors. • Councillors are still free to respond to enquiries received from the media in a personal capacity. • Individual councillors can issue their own statements, write letters to the local newspaper(s) for publication, contact the media directly or say what they like in a personal capacity, but must not use council resources to do so.

It is still possible for the council to issue statements on behalf of a councillor holding a key political or civic position provided it relates to important events which are outside the council’s control and can be shown to justify a member response. These occasions are likely to be rare and to be the exception, rather than the rule.

Thank you for your letter of 31 January, about access by local authorities to vehicle keeper data held by the Driver and Vehicle Licensing Agency (DVLA) for addressing anti-social behaviour.

I am aware that discussions took place last year between Three Rivers District Council {TRDC) and the DVLA about access to vehicle keeper data to enforce a Public Space Protection Order (PSPO). At the time, it was not possible to extend the use of the DVLA's existing Web Enabled Enquiry (WEE) service for PSPO enquiries. The TRDC were able to request data via the DVLA paper route.

I am pleased to announce that since TRDC's initial approach, the DVLA is now able to accept electronic data requests from local authorities for the purpose of PSPOs. Such requests can now be made through the DVLA's Keeper at Date of Event (KADOE) electronic service. If the TRDC would like to contact the DVLA by email at [email protected], officials there will be happy to advise on how this matter can be progressed.

were not reporting crime. This is positive and requires our victims' services to be robust and well provided for. We are further enhancing the Beacon Victim Care Centre this year and expanding the services on offer to make sure even more people can be helped.

There have been some underlying crime rises identified, including some burglary types and the response I've given above to the increased number of specialist proactive officersworking in Scorpion units will go some way to help tackling that.

Unlike other areas of the country, Hertfordshirehas through the period of austerity maintained its police officer numbers. I've consistently said that the frontline is the most important area for Hertfordshire which is why we spend on average more on the frontline (72% 1) than similar forces. Where staffnumbers have fallen, the functions have been in the main been absorbed through efficient collaboration with our neighbouring forces in Cambridgeshire and Bedfordshire. This has proven to be an effective way of working and has enabled our Chief Constable to have the most number of officers at his disposal. Hertfordshire residents have not seen the fall in officer numbers experienced in other forceareas in our county.

This budget also underlines my support for PCSOs, who provide an invaluable benefit to local policing and intelligence gathering. Unlike other areas of the country, I have continued to support our officers and will ensure their funding remains. Indeed, the constabulary is about to embark on a recruitment drive for more PCSOs. I'm pleased that Three Rivers District Council share that view and have continued to match the funding for additional officers. The decision on where to allocate the operational police resource is a matter for the Chief Constable, but I know through our weekly meetings that he is aware of the crime picture across Hertfordshire and ensures each district is provided for appropriately.

Skidmore Way Play Area Refurbishment From the consultation for the refurbishment of the play area in Skidmore Way took, the local community gave their thoughts with most saying that they would like it to remain as a play area and a landscaped area. Officers have taken this information and issued a tender for the play area to be refurbished with landscaping. The tender for this refurbishment is due to be returned on 5 April at noon. Abbots Langley Leisure Project An update report was sent directly to all Members from Lisa Cook on 7 March entitled ‘Update report, March 2018 - Leavesden Country Park Heritage Trail and Development Plan (S106 allocation),

New Over 60s Keep Fit Abbots Langley Building on the success of Over 60s Croxley Keep Fit class we are launching a new Abbots Langley Keep Fit session running every Monday 2.15pm - 3.15pm at the Henderson Hub, Abbots Langley from 16 April. Sessions are £4 and will focus on different elements such as cardiovascular health, Stability and building strength.

New Nordic Walking Graduates Two new Learn to Nordic Walk programmes took place in January with 17 new participants learning to Nordic Walk. Our walks were well attended despite the weather with over 149 attendances across all our Nordic walking sessions across the two months.

66 Item 7 Love to Dance has moved! The Thursdays Rickmansworth Love to Dance Class has moved to a new venue at Mill End Community Centre due to outgrowing our current space. Regularly getting between 20-25 Dancers a week the session has gone from strength to strength. The Love to Dance class will be performing at the Mill End Community Centre Open day on the 28th April to showcase the session to the community.

Croxley Skate Park An application has gone into Sport England’s Community Asset Fund for £80,000 towards the redevelopment of Croxley Skate Park. A decision is expected in 10-12 weeks.

Croxley Skate Camps Due to the success of recent years we are delighted to announce Skate Camps are returning this Easter at Croxley Skate Park in association with ABC Skateboarding. Running from 10am-2pm at £20 with all equipment provided, children can learn how to skateboard in a safe and supportive environment by qualified instructors.

New Disability Sailing Working with Colne Valley Special Sailors there will be five new Sailing sessions for people with disabilities between May – September 2018 at the Aquadrome (Saturday 12 May, 9 June, 14 July, 11 August and 8 September). Each boat and katakanu is specially designed to help support those with any disability allowing all to take to the water and Learn How to Sail.

Playschemes Playscheme will be operating from Tuesday 3 – Friday 13 April this Easter at Maple Cross School, Yorke Mead School and Tanners Wood School.

This Easter’s themes for the activities will be ‘Easter’ and ‘Animals’. Staff will plan lots of arts and crafts and sport related activities throughout the day, giving the children lots of fun things to choose from.

The children will also have the opportunity to learn how to skate board by an experienced Skate Coach, have their face painted by an experienced face painter, a visit from the local fire service and police and will also enjoy a visit from the local Library too! A fun packed two weeks ahead!

67 Item 7 After a high demand for online bookings for the Playscheme, Leisure has invested in an online reservation system for all bookable projects. We opened for bookings on 20 February and the response has been good with feedback from one parent saying:

“This new booking process is so much better. Loads easier than before. And I’m assuming that all the details will be available next time so that I can just add the dates, which is much better. Well done guys.”

The new online booking system has linked in very nicely with our new Leisure website!

All of the children’s Easter programmes are listed here too and with the new online booking system it has never been easier to secure a place on this wide range of leisure activities.

Tea Dance The last Tea Dance at Chorleywood Memorial Hall took place on Tuesday 13 March. Attendance over the last six months has dropped and therefore we are moving locations to Croxley Green (St. Oswald’s Church hall) from April.

Mill End Youth Project Numbers at Mill End Youth Project continue to be high with an average of 30 young people attending each week. Activities include Arts and crafts, Football, Trampolining, Nail art and Zorbing.

Free swim and free gym Will continue to run this Easter holiday at selected times at leisure centres across the district.

Holiday Referral Scheme: Parents and carers within the district are still benefitting from the Holiday Referral Scheme and enjoying internal and external holiday provision at a reduced rate.

68 Item 7 As part of the review and updates to this scheme, we asked the children who used this scheme in 2017-2018, how they would rate the leisure activities on the referral scheme using a good and bad scale. 100% of the respondents had rated the leisure services good.

Since the review and price increases, we currently have 90 children on the Holiday Referral Scheme, and we continue to receive more applications.

Families may attend our Playschemes and can choose from several external play services during school holiday periods, such as William Penn Leisure Centre, The Holiday Club in Rickmansworth and Junior Playmakers in South Oxhey.

Play Rangers Play Rangers continue to deliver after school timed sessions out in the district.

After a successful trial session at Rickmansworth Park School in November, the school has invested in a weekly lunch time session up until the end of the school year. The school prides itself in encouraging many physical based activities, before, during and after school. Rickmansworth Park wanted to offer something different that would be fun physically, with an element of risk taking and in a supervised and controlled environment. The school lacks space and a playing field so the Play Rangers have been taking the children across to the local fields at Rickmansworth Park to make use of the surroundings.

Play Rangers continues to run two lunchtime sessions a week at Malven Way and Yorke Mead Schools, and curriculum based sessions to Year 2 and Year 3 students at Greenfields School in South Oxhey. We continue to receive enquires from other schools inside and outside of the district.

This Easter we will be running our revised Easter programme from Tuesday 3 – Friday 13 April.

We recently changed our meeting point at South Oxhey Playing Fields due to concerns about it being close to Hayling Road, a busy road in South Oxhey. We now meet at the entrance to the playing fields just off Ashburnham Drive. There is more parking for parents dropping and collecting, and the road is less busy, making it safer for those attending. This has reassured the parents, children and the staff delivering the service.

Lastly, Play Rangers will also be visiting one of our Playschemes this Easter and be supporting Rickmansworth Children’s Centre at one of their outdoor stay and play events. We hope for a continued partnership with the Children’s Centre, and are able to offer this to other local Children’s Centres in the future.

Artistsmeet exhibitions The gallery kicked off another year of creativity with an exhibition by Heather Bowring, who explored the idea of ‘tactile paintings’. Heather creates relief paintings of people that can be touched as well as seen and they were also accompanied by audio description stories at the press of an accessible button.

The idea behind including stories came from our perceptions of people as we see them..sometimes until we hear someone’s story we realise how little we know

69 Item 7 about them and that we make certain judgements on visual first impression.

Heather’s show proved to be hugely popular and visitors found it fascinating that they could touch, see and hear the artwork. Given its accessibility, the exhibition was perfect for all ages and for those with visual impairments or disabilities. Heather has worked extensively with Moorfields Eye Hospital and the Touch Tours Department at the Tate Modern.

We are currently enjoying the first of two Young Masters Exhibitions, which showcase the artwork of children and young people from our local schools. In an effort to promote positive mental health and wellbeing, schools were given the theme of ‘my happy place’ to respond to. We have received a wonderful selection of colourful paintings, drawings, sculptures and mixed media pieces! We also celebrated its success with the children and their families at a lively launch on 8 March.

We were congratulated by Head teachers of schools involved who thanked us for ‘including them in this exciting opportunity!” We worked with Greenfields, Maple Cross, St. Mary’s C of E, St. Meryl, St. Peter’s C of E and Yorke Meade, five of which were new primary schools for us to work with. We look forward to more work together in the future.

Artistsmeet DIY! The gallery has received a makeover ready for the new year of exhibitions and is the first overhaul since its opening in 2012. Brand new flooring has been laid and new lights have been installed, so we are ensuring that exhibitions we present to the public look as professional as possible.

Arts on Prescription “Making It”- our pilot Arts on Prescription project took place in South Oxhey from Oct-Dec 2017, where we worked with local healthcare and development providers to refer adults living with poor mental health, onto a 10 week creative arts project. Six adults worked closely with a photographer and a creative writer to create a collection of photographs, poetry and written extracts, which featured in a high quality exhibition in South Oxhey Library.

The project (funded by Public Health Herts) was created to support adults and empower them to have confidence in dealing with some of the issues they experience daily, such as anxiety and depression, lack of self-esteem and social isolation. Data, feedback and information were captured at several points throughout the project to ensure we could conduct a thorough evaluation at the end and be able to summarise the project’s successes and challenges.

One participant said “this is the most amazing thing I have ever done, I have discovered parts of my community that I never knew were there. It has opened my eyes and I’m so proud of what I have achieved.” Another participant fed back that “this has been the first thing I’ve done where I felt included as part of a group. I will miss it a lot.”

Arts on Prescription will progress this year with a series of 8-12 week projects across the whole district for different audiences, the first of which will take place again in South Oxhey working with vulnerable families and involve storytelling/visual art.

Manor House Grounds The application will go to the planning committee on 22 March. Works will hopefully then commence onsite shortly after. These will take approx. 6-8 weeks to complete (depending on factors such as weather and contractor resources) with the aim to be completed in advance of the Carnival on 9 June.

Rickmansworth Hockey Club Ongoing delays with the project. This has centred on a dispute between the Hockey Club and Sports Club and easement over the car park and facilities which are required as part of the Hockey Clubs Sport England Lottery Funding Agreement. TRDC have offered a potential solution which is being considered by Sport England. The council has completed all other documents required on its part.

Rickmansworth parkrun Rickmansworth parkrun celebrated its first anniversary event on Saturday 10 March with 428 runners and 21 volunteers taking part on the day. Since its launch over 4,150 runners have taken part in the 5k covering over 83,000km. A case study featuring one of the regular runners and volunteers at Rickmansworth can be found on the parkrun page of the TRDC website.

South Oxhey parkrun South Oxhey parkrun celebrated its third anniversary event on Saturday 27 January with 83 runners and 13 volunteers taking part on the day. Since its launch over 1,650 runners have taken part in the 5k covering over 37,000km. Junior Netball Tesco Grant Three Rivers Junior Netball Club was successful in securing £1,000 from the Tesco Bags of Help initiative. The Netball Club, which was set up by Three Rivers District Council, runs classes for girls in years 6 and 7 every Wednesday during term time at William Penn Leisure Centre and the funding will be used to provide equipment and resources for the girls.

Sport England Tackling Inactivity and Economic Disadvantage We have been successful in our joint bid (with six other Local Authorities) to the Sport England Tackling Inactivity and Economic Disadvantage Fund. In total 475 expressions of interest were submitted in round one requesting £50m of funding from an available pot of £3m across two strands. For this funding strand (a £2m pot) there were 151 Expressions of Interest received of which 15 bids have been progressed to round two.

Authorities involved in this are (Lead), Broxbourne, , , Watford and Three Rivers. ‘First Steps’ will target working adults aged 30-64 years old that fall within NS-SEC groups 5-8 living in areas of highest deprivation, who are still in employment but hold semi-routine and routine occupations. The aim is to help inactive people who feel financially pressured, supporting people to live healthier, happier and more confident lives able to cope better with life’s pressures.

Multiple 12 week interventions of ‘introduction to exercise’ will be delivered across the project areas. These will be based in community venues with each 12 week intervention followed by 12 continuation classes. The components of the initial 12 week intervention will

71 Item 7 include instruction, behavioural support and education activities. Weekly sessions will be 90 minutes long, split 60 minutes of physical activity and 30 minutes of behavioural support and/or education. Continuation programmes will focus on adherence and relapse prevention.

Hertfordshire Year of Physical Activity #HertsYOPA18 April (Older Adults) and May (Walking) are the next two themes for the year of Physical Activity. TRDC will be running a Back to/Walking Netball Festival in May as part of the YOPA plans. We will also be working closely with partners to encourage new participants to sign up to the Health Walks scheme.

Watersmeet Watersmeet’s newly launched ‘own programme’ started with a successful first performance of One Night of Queen on Friday 9 March to a sell-out audience. Over 500 patrons came to see the show and in addition to box office sales a record amount was taken in the bars.

Films continue to be popular and the NT Live streaming is gaining in popularity with Follies and Cat on a Hot Tin Roof playing to over 150 people at each screening.

Hertfordshire County Council is working with organisations across the county to launch a new campaign to help older adults (55+) become more active. It's recommended we should all aim for 150 minutes moderate intensity physical activity - 30 minutes at least five days per week - in order to benefit our physical and mental wellbeing. Starting on April 23, 2018, the 12-week campaign will raise awareness of an array of local activities, plus offer free taster sessions and personalised support to keep you active for life!
