Block Development Officer, Binpur – I Development Block. TERMS AND CONDITIONS 1. The rate should be at par/below/above the price schedule enclosed herewith quoted in the rate column of tender form, in overall percentage basis. 1. Deduction for void will be applicable as per P.W.D. Norms. 2. No payment will be made for un-approved materials. 3. The rate should be inclusively cost of materials carrying, loading, un-loading and stacking etc. at site and all other incidental charges. 4. No extra payment will be made for carriage materials involving tender. 5. Work must be completed within specified time as per Work Order. Otherwise, legal action may be taken by the undersigned. No extension of time will be granted by the undersigned. Default Contractors should be “BLACK LISTED” against the execution of future I.A.P.. Schemes. 6. Block Development Officer, Binpur-I Dev. Block reserves the right to reject any or all the tender/tenders without assigning any reason there of and is not bound to accept the lowest tender. 7. It is expected that the tenderers shall visit the site before quoting the rate. 8. Earnest money in the form of call deposit/Bank Draft in favour of the Block Development Officer, Binpur-I Dev. Block must be enclosed with the tender. Without Earnest Money Tender will be liable to be cancelled. Use of N.S.C./K.V.P. can not be entertained as Earnest Money. 9. The Earnest Money deposited will be released to the unsuccessfull tenderes after 10 (ten) days from the date of opening of the tender. 10. The successful tenderer shall have to execute an agreement bond with the Block Development Officer, Binpur-I Dev. Block with a Non-Judicial Stamp of Rs. 20/- (Rupees twenty) Only payable by the tenderer. 11. Original/photocopy of valid certificate/Credential Certificate (Payment Certificate/Completion Certificate) from the financial year 2010-11 to 2013-14 (uptodate), must be produced with application for tender form ( 40% of any “Single” similar type of work, otherwise not considered by the undersigned with regard to the previous works and conducts and financial ability). 12. In the case of the tenderer whose tender has been accepted on executing the agreement, the earnest money deposited will automatically be converted into security Deposit. 13. An amount of 7.5% of the value of the work executed will be deducted from each progressive bill. This along with the 2.5% Earnest money deducted earlier will convert into security Deposit. Such security Deposit will be refundable after successful completion of work. In case of failure to complete the Job within the stipulated completion time the security Deposit will be forfeited. 14. The Contractor having satisfactory progress of the running work in the Binpur- I Dev. Block are eligible to participate the tender notice. 15. If the lowest tenderer fail to execute agreement within the date mentioned in the letter of intimation, he should be taken into book for taking necessary disciplinary action and his earnest money will be forfeited. 16. The Sl. No. & Name of the work must be written on the envelope containing the tender. 17. Royalty clearance certificate is to be submitted by the supplier/ contractors with each bill for effecting payment. Otherwise Royalty will be deducted as per norms. At the time for payment of Bill of materials supplied (Boulder & Moorum) , C.O.(in favour of the Agency/Contractor) must be placed alongwith the Bill. Otherwise, Payment cannot be done by the undersigned. 18. In the event of tender being submitted by a Firm, it must be signed separately by the Secretary/Chairman thereof or in the event of the absence of any partner it must be signed on his behalf by a person holding a power of attorney authorizing him to do so. 19. This Notice inviting tender will be the part of agreement. 20. Each page of tender form, tender schedule, tender notice must be signed by the tenderer before dropping. 21. Each and every tenderer must produce attested copies of (i) I.T./S.T/VAT Clearance Certificate (ii) Professional Tax Clearance Certificate (iii) PAN Card (iv) Credential Certificate,(In case of Credential Certificate of Gram Panchayat, it must be certified / authenticated by the Secretary/Executive Assistant of the concerned Gram Panchayat), (vi) Current Audit Report of Co-Operative Societies, (vi) Any other documents as required as per Govt. rules. 22. General Specification and the mode of measurement of different materials will be followed as per Public Works Department(Works) , Govt. of West Bengal 23. Local labourers have to be engaged. 24. Three Photographs i) Pre-work site ii) Ongoing work sites iii) completed works must be attached with the final bill. Before starting the work, permanent Sign-Board must be constructed at the Work-Site. 25. B.D.O, Binpur-I Dev. Block reserved the right to modify any terms and conditions at his discretion at any time. 26. S.T./I.T./Royalty & Cess will be deducted from the Bill as per norms. 27. Engineers Co-Operative Societies & Labour Co-Operative Societies under the jurisdiction of Jhargram Sub-Division will be entitled to receive the Tender Paper. Those Co- Operative Societies have to submit the Current Audit Report at the time of application. 28. Schedule of work & specification may change considering present site condition by the Engineer-in-Charge. 29. Measurement for supply of materials should be taken if atleast 80% (eighty percent) materials supplied by the Contractor. Otherwise, measurement cannot be done from this end. 30. The Contractors/Suppliers will be responsible for the supplied materials until the spreading work is completed, though their payment is being made from this end. 31. Regarding payment on the intermediate time during execution of work, intending Contractors/Suppliers are to note that there may be delay of such payment upto the extent of any time limit and Contractors/Suppliers will not submit any claim for delay in payment even after completion of works, payment will be made according to the availability of Fund. 32. In case of failure to produce Original documents ( if necessary) during the time of scrutiny of the application in proper time, the undersigned may not issue the tender paper at any moment. 33. If any defects is found after the completion of the work, Agency will bound to rectify it at his own cost within the period of security, otherwise the undersigned will rectify it with the help of other Agency and its cost will be deducted from the Security Deposit. 34. Formal Work Order will be issued to the successful tenderers on the date of opening of Tender.

Pampi Ghosh Angiospermic Taxonomy and Ethnobotany Laboratory of Botany Seva Bharati Mahavidyalaya, Kapgari, Paschim Medinipur, West Bengal, India Abstract: The paper deals with 25 major ethno-botanically important Non Timber Forest Produces (NTFPs) of South West Bengal forest at Jamboni community development block (JCDB). It reflects source and sink relation of the products in the said forest ecosystem. It also broadcasts the proper conservation measures of plant species. The products of plants includegreen leaves, fruits, twigs, unwanted timber as fuel, litter, brumes, fiber and flosses, sticks, barks from roots and stems, seeds, basket making stem, medicinal plants, plant material for local use like mushrooms, kendu fruits, baichi, tasar, lac, kurkut(eggs of red ant) etc. for different purposes. All the products are seasonally collected from forests by local people of the said area but most of the ethnic groups use these products luxuriantly to earn money from market for their own need. For the collection of minor forest produces, forest department have no rigidity thereby. Collectors of JCDB may be the inhabitants of the area or under the group as members of Forest Protection Committees (FPCs). The local markets are the nodal area for the sale of the products where they can sale freely and easily, and buyers can purchase these NTFPs for the big markets to earn maximum profit in later stage.
