The plan has been our consistent touchstone as we navigate the difficult global economic environment, delivering economic stability and favourable conditions for foreign and domestic investment. We are more confident that in the medium to long term, the citizenry will reap sustained economic benefits. The success of the NDP and other government interventions is premised to a large extent on active citizenry and the direct involvement of people from all sectors of society, for which we are humbled and grateful. At the same time, government believes that the consistent attention given to the building of a capable developmental state is fundamental to the execution of the mandate given to it by the electorate. Yet, of equal importance is Dr Nkosazana Dlamini Zuma the global and regional environment and domestic policy certainty. Minister in The Presidency for Planning, Monitoring and Evaluation For these reasons, much effort has gone into aligning our own national plans to the United Nation’s 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063 - “The Africa we want” - which is its plan for African renewal. INTRODUCTION BY THE MINISTER It is therefore no surprise that South Africa participates actively in continental efforts to silence the guns and end all conflicts by 2020. Peace is a fundamental requirement for growth and development for us, as it is for all of Africa. Accordingly, South Africa is involved in peace-keeping, mediation and peace-negotiations in its sister nations, such as South Sudan, Lesotho, the Central African Republic, the DRC, and Mali. South Africa’s aims of combatting inequality, eradicating poverty and addressing unemployment through sustainable and inclusive economic growth embodied in our NDP and our Vision 2030, permeates the AU’s Agenda 2063 and the UN’s 2030 Agenda for Sustainable Development. Through South Africa’s participation in UN processes to finalise the Sustainable Development Goals (SDG’s) of the UN’s 2030 Agenda for Sustainable Development - primarily in the capacity as Co-chair of the Group of 77 with China - the country was able to lead and protect the interests of its citizens and that of the developing world. To a large extent, the current global policy environment is thus favourably aligned with our national priorities. One of the major developments in the 2017/18 financial year was the launch of the Africa Regional Centre (ARC) of the New Development Bank (NDB) in South Africa. The launch of the BRICS’s ARC further demonstrates government’s commitment to providing access to capital for infrastructure projects in Africa and other developing countries.     Malibongwe Let us praise the women Portraits by Gisele Wulfsohn In 1990, inspired by major political changes in our country, I decided to embark on a long-term photographic project – black and white portraits of some of the South African women who had contributed to this process. In a country previously dominated by men in power, it seemed to me that the tireless dedication and hard work of our mothers, grandmothers, sisters and daughters needed to be highlighted. I did not only want to include more visible women, but also those who silently worked so hard to make it possible for change to happen. Due to lack of funding and time constraints, including raising my twin boys and more recently being diagnosed with cancer, the portraits have been taken intermittently. Many of the women photographed in exile have now returned to South Africa and a few have passed on. While the project is not yet complete, this selection of mainly high profile women represents a history and inspiration to us all. These were not only tireless activists, but daughters, mothers, wives and friends. Gisele Wulfsohn 2006 ADELAIDE TAMBO 1929 – 2007 Adelaide Frances Tsukudu was born in 1929. She was 10 years old when she had her first brush with apartheid and politics. A police officer in Top Location in Vereenigng had been killed. Adelaide’s 82-year-old grandfather was amongst those arrested. As the men were led to the town square, the old man collapsed. Adelaide sat with him until he came round and witnessed the young policeman calling her beloved grandfather “boy”.

  • Abstract This Paper Explores the Under-Appreciated Role of Business
    Business and the South African Transition Itumeleng Makgetla and Ian Shapiro Draft: February 20, 2016 Abstract This paper explores the under-appreciated role of business in negotiated transitions to democracy. Drawing on our interviews of key South African business leaders and political elites, we show how business played a vital role in enabling politicians to break out of the prisoners’ dilemma in which they had been trapped since the 1960s and move the country toward the democratic transition that took place in 1994. Business leaders were uniquely positioned to play this role, but it was not easy because they were internally divided and deeply implicated in Apartheid’s injustices. We explain how they overcame these challenges, how they facilitated negotiations, and how they helped keep them back on track when the going got rough. We also look at business in other transitional settings, drawing on South Africa’s experience to illuminate why business efforts to play a comparable role in the Israeli-Palestinian conflict have failed. We end by drawing out the implications of our findings for debates about democratic transitions and the role of business interests in them. Department of Political Science, P.O.     SEATTLE COALITION AGAINST APARTHEID April 25, 1988 TO: Mayor of Seattle Charles Royer and the Seattle City Council: A little more than a hundred years ago, the United States was still degraded by a system of chattel slavery. Hundreds of African villages were raided, and thousands of African men and women were sold into slavery to satisfy the relentless greed of the American slave traders and to serve the profit hunger of the Southern Confederacy. The American civil War, the United States' most costly in human lives, finally ended this inhuman slave system, although its racist heritage continues to defile the human and political landscape in the United States to this day: for instance, in the discredited BUT NOT DISMANTLED policy of U.S. "constructive engagement" with the South African system of slavery called "apartheid." In South Africa, the state structure of apartheid is a vicious system under which men, women and children are imprisoned, tortured and killed because they are resisting oppression, demanding their birthrights, and fighting for their freedom. On February 24, 1988, the white-supremacist apartheid regime banned almost all anti-apartheid activities and organizations, thereby banning hundreds of thousands of people (comprising the mass memberships of these organizations) from gathering, meeting, demonstrating, and even from mourning their dead, murdered by the system. Since then over 18 labor, church, political, parents' support and community groups -- including the United Democratic Front (UDF) and the huge umbrella labor organization, Congress of South African Trade Unions (COSATU) -- have been outlawed.     THE UNITED DEMOCRATIC FRONT AND TOWNSHIP REVOLT ^ SOUTH AFRICA MARK SWILLING Introduction Recent years have witnessed the revival of organised mass opposition to Apartheid. Fighting in the townships, labour unrest, classroom revolts, rent strikes, consumer boycotts, worker stayaways and guerilla warfare - all these have become familiar features of South Africa's political landscape since 1976. From the inception of the United Democratic Front (UDF) in 1983, though, radical black opposition has assumed an increasingly organised form thus enhancing its power and effectiveness. : This paper will argue that since the inception of the UDF, black resistance in South Africa has become increasingly effective because of the UDF's capacity to provide a national political and ideological centre. However, it will also be argued that the contemporary:history of township revolt was not due to strategies formulated And implemented by the. UDF's national leadership. Instead, with the exception of the crucially important election boycotts of 1984, the driving force of black resistance that has effectively immobilised the'coercive and reformist actions of the state has emanated from below as communities responded to their absymal urban living conditions. The result was the development and expansion of local struggles and organisations throughout the country. As these local struggles spread and coalesced, the UDF played a critical role in articulating common national demands for the dismantling of the Apartheid state. In so doing, the black communities have been drawn into a movement predicated on the notion that the transfer of political power to the representatives of the majority is a precondition for the realisation of basic economic demands such as decent shelter, cheap transport, proper health care, adequate education, the right to occupy land and the right to a decent and steady income.
