Over 150 years of taxonomic study of Libelluloidea Rambur, 1842, beginning with Hagen (1840), [Rambur, M.P., 1842. Neuropteres. Histoire naturelle des Insectes, Paris, pp. 534; Hagen, H., 1840. The present study provides a well- substantiated phylogeny of the Libelluloidea generated from gene fragments of two independent genes, the 16S and 28S ribosomal RNA (rRNA), and using models that take into account non-independence of correlated rRNA sites. Ninety-three ingroup taxa and six outgroup taxa were amplified for the 28S fragment; 78 ingroup taxa and five outgroup taxa were amplified for the 16S fragment. -

Candidate Conservation Agreement with Assurances for Multiple At-Risk Species in North Florida Camp Blanding Joint Training Center Clay County, FL © Kevin Enge © Peter Canavan © FWC © Andy Wraithmell Prepared by the U.S. Fish and Wildlife Service, Florida Armory Board, and the Florida Fish and Wildlife Conservation Commission in cooperation with the Army National Guard March 28, 2017 EXECUTIVE SUMMARY In the Southeast Region of the U.S. Fish and Wildlife Service, there are 470 Federal candidate species and other at-risk species ranging from narrow endemics to wide-ranging mammals and birds. Given the number and diversity of these species, it is clear that a monumental effort is needed for their conservation. Approaching such a task with a single-species mindset would be both ineffective and inefficient. The need to develop Candidate Conservation Agreements with Assurances that cover large geographic areas and address the needs of multiple species was emphasized in the Southeast Region’s Ecological Services Work Plan for fiscal year 2013 and beyond (Service 2013). To further the Work Plan’s “Desired Future Condition of At-Risk Species Conservation,” this Candidate Conservation Agreement with Assurances is designed to deliver conservation at the habitat scale. The premise of this strategy is that most candidate and at-risk species face threats associated with loss and/or degradation of habitat (a description of the substantive habitats addressed in this CCAA is discussed in the Description of the Enrolled Lands section below). Through this Candidate Conservation Agreement with Assurances, the State of Florida Armory Board will implement conservation actions on portions of the Camp Blanding Joint Training Center to effectively protect, restore, and manage the candidate and at-risk species’ (Covered Species) habitat so as to eliminate or reduce threats to a level that precludes or removes the need to list a species under the Endangered Species Act of 1973, as amended (16 U.S.C. -

Dunkle Biology Dept., Collin County Community College, Spring Creek Campus, Plano, Texas, USA 75074. <sdunkle®ccccd.edu> Key words: Odonata, dragonfly, IUCN, critical species, conservation, North America. ABSTRACT Of the approximately 439 species of Odonata known from North America, north of Mexico, comments on 25 species (6%) of conservation concern are given. Species deemed to be under the most threat are Ischnura gemina, Gomphus sandrius, Ophiogomphus australis, Stylurus potulentus, and Libellula jesseana. Two other species not under threat, Neurocordulia michaeli and Somatochlora brevicincta, are briefly discussed because of their conservation interest. Some geographical clumping of species under threat is discussed, in southeastern Arizona, coastal New England, and the central Gulf of Mexico Coast. REGIONAL DEFINITION Canada and the United States north of the Mexican border, including Alaska but not Hawaii. This is the Nearctic biogeographic realm exclusive of the Mexican Plateau. STATE OF THE ART The Nearctic Odonata fauna includes approximately 130 species of Zygoptera and 309 of Anisoptera. North Americans are fortunate in having excellent identification guides for both Zygoptera (Westfall & May 1996) and Anisoptera (Westfall & Tennessen 1996; Needham et al. 2000), supplemented by several field guides such as Dunkle (2000). The recent proliferation of field guides and popular magazine articles, along with the activities of the Dragonfly Society of the Americas and numerous websites, has resulted in many more people looking for odonates in North America. The general result has been the location of many more localities, even for rare species. -

SJRWMD accomplishes its mission through regulation; applied research; assistance to federal, state, and local governments; operation and maintenance of water control works; and land acquisition and management. As many agricultural areas in the basin are restored, the abundance of wading birds, waterfowl, and other wildlife is expected to increase. Information on the distribution and population status of most plants and animals in the USJRB, especially for listed or rare species, has been lacking. -
