The cycle track is intended primarily for recreational use and is thus considered as a recreational development. 1.3 Name of Project Proponent The project proponent is Civil Engineering and Development Department, The Government of Hong Kong Special Administration Region. 1.4 Location and Scale of Project and History of Site The proposed cycle track is aligned mainly along the coastline or Castle Peak Road, from the resting station proposed at So Kwun Wat Road to another resting station at Tuen Hing Road in Tuen Mun. One section of the cycle track will branch off at Sam Shing and connect to the entry/exit hub proposed at Hoi Wah Road while the other section will continue along Castle Peak Road alignment. There is also an alternative alignment that may adopt a cycle subway option along Sam Shing Street to Hoi Wing Road. The cycle track will pass by a number of residential complexes and beaches. The proposed cycle track will be approximately 4.5km long and 4m wide, together with a 2m footpath alongside. Landscape area or planters will be provided alongside the proposed cycle track where practicable. The maximum longitudinal gradient will generally be limited to 4%. The proposed cycle track will be in the form of two-way tracks. The alignment of the cycle track is presented in Figure 1. A brief description of the alignment is presented in the following sections. The cycle track starts at the road junction between Castle Peak Road and So Kwun Wat Road and will route along the eastbound of Castle Peak Road till passing Monte Carlo Villas. Then it will go towards coastline via the existing open area of Hong Kong Gold Coast Hotel located between Spring Seaview and Monte Carlo Villas. The cycle track is mainly at-grade with some retaining wall structures depending on the existing topography. The cycle track will then route along the rear periphery of Cafeteria New Beach, Cafeteria Old Beach, Kadoorie Beach and Castle Peak Beach. The route in-between will be mainly in the form of at-grade roads, except that coastal section connecting Cafeteria Old Beach, Kadoorie Beach and Castle Peak Beach and the coastal section near Sam Shing Hui will be in form of elevated road supported on viaducts or retaining walls. The cycle track will then branch off and route along Sam Shing Street to connect with the existing cycle track networks at Hoi Wing Road and the entry/exit hub proposed at Hoi Wah Road; and extend along the Castle Peak Road at Sam Shing Hui to connect with Tuen Hing Road in the form of at-grade road. The alternative alignment adopting a cycle subway option along Sam Shing Street near Hanford Garden may also be considered to connect with the existing cycle track at Hoi Wing Road and the proposed entry/exit hub at Hoi Wah Road. Key residential developments along this section include Hong Kong Gold Coast Hotel, Blessing Villa, Cafeteria New Beach, Cafeteria Old Beach, Kadoorie Beach, Castle Peak Beach, Sham Shing Estate and Chi Lok Fa Yuen. Page 1 AUGUST 2016 Civil Engineering and Development Department Cycle Track between Tsuen Wan and Tuen Mun (Tuen Mun to So Kwun Wat Section) Project Profile Apart from the provision of the cycle track in the above section, supporting entry/exit hub and resting stations will also be proposed along the cycle track at suitable locations. The proposed entry/exit hub will be located at Hoi Wah Road near Sam Shing Hui to accommodate supporting facilities including cycle rental facilities, repair kiosks, public toilets, refreshment kiosks, first aid kiosks and landscaped open spaces, where appropriate. Two resting stations are proposed at So Kwun Wat Road near Castle Peak Road and Tuen Hing Road with provision of open spaces, sitting out areas and cycle parking facilities. One optional resting station near Golden Beach Path car park will also be studied. The coastal section in the form of elevated cycle track connecting Cafeteria Old Beach, Kadoorie Beach and Castle Peak Beach and the coastal section near Sam Shing Hui as mentioned above will be of about 610m and 110m in length respectively. The aggregated total area of the foundations for the above coastal sections will be about 52m 2 in size. 1.5 Number and Types of Designated Projects to be Covered by the Project Profile The project will involve the following elements which are considered to be within the categories of Items A.8 and C.12 under Part I, Schedule 2 of the Environmental Impact Assessment Ordinance (EIAO): • Part of the proposed cycle track being more than 100m in length between abutments; • Dredging operation due to construction of pre-bored H-piles being less than 500m from the nearest boundary of existing bathing beaches Therefore, this project is considered as a Designated Project. 1.6 Name and Telephone Number of Contact Person Department: Civil Engineering and Development Department New Territories West Development Office New Territories West Division (2) Contact Person: Mr. CHU Wai Lun Senior Engineer/10 2417 6370 Ms. TSANG Chui-shan Engineer /21 2417 6353 Page 2 AUGUST 2016 Civil Engineering and Development Department Cycle Track between Tsuen Wan and Tuen Mun (Tuen Mun to So Kwun Wat Section) Project Profile 2 Outline of Planning and Implementation Programme 2.1 Planning & Implementation Programme The road gazette of the project is scheduled in mid 2017. The construction works is tentatively scheduled to commence in early 2019 and to be completed in early 2022. The tentative programme for the project is proposed in Table 2.1 . Page 3 AUGUST 2016 Civil Engineering and Development Department Cycle Track between Tsuen Wan and Tuen Mun (Tuen Mun to So Kwun Wat Section) Project Profile 3 Possible Impacts on the Environment 3.1 Construction Phase Air Quality During construction phase, construction dust impact may arise from construction activities, including site clearance, excavation and backfilling activities, material handling, transportation, piling works, retaining wall construction, wind erosion of unpaved area and stockpile, slope cutting, etc. Noise The main construction noise impact will be due to the operation of Powered Mechanical Equipment (PME) during various construction activities, such as site clearance, excavation, slope works and piling works for viaducts. Water Quality Water quality during construction phase will be due to construction site runoff, sewage effluent due to workforce on site, drainage/ water supply system/ waterworks installation and sediment release due to bridge pier construction in coastal waters potentially affecting nearby bathing beaches, e.g. Golden Beach, Cafeteria New Beach, Cafeteria Old Beach, Kadoorie Beach and Castle Peak Beach. • Construction site runoff comprises of runoff and erosion from site surfaces, drainage channels, earth working areas and stockpiles. Wash water from dust suppression sprays and wheel washing facilities and fuel, oil, solvents and lubricants from maintenance of construction machinery and equipment also contribute to the pollutant levels of the construction runoff. • Sewage effluents will arise from the sanitary facilities provided for the on-site construction workforce. • The potential water quality impact associated with drainage and water mains diversion or upgrading will be from the run-off and erosion from site surfaces and earth working areas.
