The historic two-week trade delegation, departing December 4, is sanctioned by Assembly Speaker Anthony Rendon (D-Lakewood) and will take six legislators to New Delhi, Hyderabad, Vijayawada, Mumbai and Punjab to discuss bilateral relations and have conversations on political, economic, and social developments in California and India. “Our goal is to identify areas where California’s and India’s policy priorities align—with a special focus on tech’s role in enhancing sustainability in agriculture, energy and transportation,” said Assemblymember Kalra. “There is an opportunity here to continue to build long-term relationships between California and India, and explore ways we can work together to achieve our respective goals. Support – As Introduced December 7, 2020 Dear Assembly Member Aguiar-Curry: On behalf of the California State Association of Counties (CSAC), representing all 58 counties in the state, I am pleased to support your AB 14, related to broadband and the infrastructure subsidies needed to deploy it more broadly. Inequitable access to broadband is a longstanding issue, but the COVID-19 pandemic’s effects on students, workers, small businesses, and everyday life has highlighted just how severe and urgent the disparity is. Bringing our infrastructure into the modern era is critical for all communities, whether or not providers consider them profitable. Addressing these issues will undoubtedly require additional resources to be available as soon as possible, so the additional funding AB 14 would authorize—as well as the authority to issue a revenue bond of up to $1 billion—is critically important. Counties also appreciate the explicit authority for Boards of Supervisors to approve the construction and operation of broadband infrastructure and services. For the aforementioned reasons, we support AB 14 and appreciate your efforts on this important issue. Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. Legislative, policy and funding partnerships throughout the Bay Area and California will be key to the success of the 2021 Legislative Program.     January 21, 2020 The Honorable Richard Bloom The Honorable Laura Friedman The Honorable Eduardo Garcia The Honorable Kevin Mullin California State Assembly Sacramento, CA 95814 Re: Need to Include Diverted Organic Waste Funding in Bond Legislation Dear Assemblymembers Bloom, Friedman, Garcia and Mullin: We are writing to urge you to include significant funding for organic waste diversion and recycling in your pending climate resilience bond legislation. Organic waste diversion is a critical requirement of the state’s climate policies and one of the most cost-effective ways to reduce climate-forcing/global warming. Organic waste that is not recycled emits methane, which has far more immediate and powerful warming impacts than carbon dioxide (methane emissions are 74 times more damaging than carbon dioxide). As a result, reducing methane emissions from organic waste helps the climate immediately. Beyond these emissions impacts, converting local organic waste into local energy supplies will also increase Community Resilience and energy security. Unfortunately, the Governor’s proposed budget and climate bond only include $15 million for organic waste diversion projects. We urge the Legislature, therefore, to include $500 million for diverted organic waste projects in bond legislation this year. California’s climate policies require that we do a better job of recycling our organic waste, but don’t provide sufficient funding to support implementation. Senate Bill 1383 (Lara, 2016) requires that, by 2025, California divert 75 percent of organic landfill waste – 15 million tons per year - and puts that waste to beneficial use. The highest and best use of most organic waste is to convert it to energy and use the byproducts – compost, biosolids, or biochar – to produce fertilizer and other products that return carbon and other nutrients to the soil (which also contributes to soil health and sequesters carbon).

This measure establishes a robust, continuous funding source to improve the health and resilience of California’s forests and wildlands to help prevent future catastrophic wildfire events, while bolstering the state’s emergency response capabilities to fire events and helping residents safeguard their homes. RCRC is an association of thirty-seven rural California counties, and the RCRC Board of Directors is comprised of elected supervisors from those member counties. RCRC member counties contain much of California’s forested lands, including more than 70 percent of the State’s national forest lands. While rural communities have historically borne the majority of destruction caused by high severity wildfires, wildfire risk has now become a statewide public safety concern as the wildland urban interface spreads over larger areas of the State due to climate change and impacts of renewed drought conditions in California. Wildfires are also a significant source of greenhouse gas emissions and compromise the quality and quantity of much of the State’s water supply. The health and resilience of our forests and wildlands impacts every Californian. As of August 24th, 625 active fires raged across California due to lightning storms sparking dry vegetation earlier in the month. Seventeen of these fires have been classified as major fire events, and the SCU Lightning Complex Fire and LNU Lightning Complex Fire are now the second and third largest wildfires in state history.
