Before the Hon. Collector, the Ettumanoor Municipality in Ettumanoor Village, Kottayam Taluk has submitted a Social Impact Study Report on the acquisition of land under Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and the transfer of land to the Kerala Water Authority for construction of a Water treatment plant for Ettumanoor Municipality.

2 Chapter I Project Description The proposal project is a pipeline for the construction of a water treatment plant for the Ettumanoor Municipality at a cost of 93.225 core with the financial assistance of the Kerala Infrastructure Investment Fund Board (KIIFB). Whole area of Ettumanoor Municipality, 80% of panchayath, 40% of Manjorr panchayath and 10% of panchayath are include in this project. 35 wards in Ettumanoor municipality, 4, 5, 6. 7, 8 (partial) 9,10 wards of Kanakkary, 3,4,5,6,12 wards of Athirampuzha for the distribution of fresh water. If 56.92 sq.km will be acquired for distribution public taps house hold business needs, hospitals and educational institutions water from here issued. 70% of water from this project for internal use and rest 30% for external usage. This water will be utilized for internal ,industrial and commercial needs Kerala Water Authority is the economist, it should be implement form the preliminary level of the enquiry, planning, outline construction, execution, renovation and quality inspection. 107 cents of land in Ettumanoor village block No 31 survey No. 21/1, 21/1-1 is being acquired for this project. There is no farm, no cultivation and no buildings in the proposed land. The proposed site is highest land area in municipality approximately 45 mtr. This land can be used for housing, agriculture and other purposes. Survey No. 21/1 shows a well with water about 35 feet deep and surrounded by wall. According to land acquisition rules 2013 the land lord has only demanded that the fair price land be paid without delay. Theland acquisition process proceeds with the full concerned of the land owner.

1.2 Ettumanoor Municipality water treatment plant background The Kerala Water Authority is implementing 22 mld capacity water treatment plant pipeline with an outlay of 93.225 cores with financial assistance of KIIFB, included in the 2017-18 budget. The need for this project is very important in this area where water scarcity is acute. This area is 50% hilly, 30% low land and 20% rocky and hilly slops from east to south. Ground water levels are also very low due to quarrying of rock silt and clay stone. Water availability for agriculture and drinking water is also very low. The construction and completion of this project is very important in view of need for water for sustainable development of society, economy and health. Despite the unprecedented growth industry in the areas of, education, health and transport, water scarcity is on the wane. Although there is un precedent

2 growth in the areas of education, health and transportation the scarcity of water is eliminating all of these. The importance of this project is huge interiors of living standards, infrastructure, economic growth and comprehensive development ,water availability is essential for long term development. 3.2 Data collection Information was collected the owner, beneficiaries, public and residents of the property to be acquired in connection with the project. It was found to be an area where fresh water feels severe.

2 3.3 Socio Economic survey Public enviormental, public works and related public institutions in the public in the public interest in connection with all social and economic projects information status and quality of life were also collected from general information related to the object to be acquired local information, public transport, communication. The owner’s requirements are also recorded in relation to the price of the land.

3.4 Field visit The local body members visited site under the leadership of the concerned officials and the team leader.

2 3.5 Document verification Document inspection related properties and inspection of documents including title deal and survey number also carried out.

3.6 Primary and secondary data collection The primary and secondary data collection programme was conducted through surveys of possible locations, the general public, near by institutions, pipeline, sites, schools and place of worship, elected members of people representatives.

4.1 Land information 107 cent of land is being acquired for this project. Survey Nos. 21/1, 21/1-1 in block number 31 will be acquired. In survey no. 21/1 shows a water well with 9 perimeter wall about 35 feet deep. The owner has informed that he had been cultivating pineapple in the past in both survey numbers barren land is currently un cultivated.

4.2 Ownership, Area Ettumanoor Village block no. 31 survey no. 21/1, 21/1-1 107 cents of land included in the survey. These two survey numbers is also in the name of the same owner. 2 4.3 Ownership change Block No. 31, survey no. 21/1, 21/1-1 the owner of the property is an individual within the last 3 year. This property has not been transferred. It is a property that has been taxed by its current owner for years.

Chapter VI

6.1 Local information It is a municipal area located close to Ettumanoor town close to school, places of worship and markets.

6.2 Agriculture, Irrigation, coin crops Agriculture, Irrigation is a barren land with nothing but cash crops and senery it is said that pineapple was cultivated land but there is no cultivation at present the survey no. 21/1. There is a well about 35 feet deep with water available and surrounded by wall.

6.3 Life style. Economy, Inhabitants of the property. The owner of the acquired property does not directly affect. There is no occupants in property. The owner of the property is a person of high financial status and the person who owns the other property and residence.

6.4 Health and communication facilities It is located to the town of Ettumanoor, Kottayam, Gandhinagar and Athirampuzha locally close of Medical college, Ettumanoor CHC, Children’s Hospital, Caritas, Matha Hospitals, Teacher’s Training Institute, Ettumanoor Govt. Higher secondary school, Mangalam Engineering College, SFS School, M.G. University, Mannanam K.E. College, B.K. College Amalagiri, Ettumanoor Govt. ITI, S.N. L.P School Mannanam, Mannarkunnam St. Gregorious UP School, Govt. L.P School , various industrial institutions, several anganwadies, Govt. offices, court complex. It is an area with all facilities including. The land is located at the highest point in the city, although progress is being made with the

2 increase in infrastructure the shortage of fresh water is being severally affected, due to the scarcity of land. It is technically difficult to construct fresh water source, slums colonies, environmental problems, lack of waste management, over exploitation of bio diversity to improving the living. Standards of the people in this situation where the environmental impact are in increasing day by day. The importance of this fresh water project to improve the lives of the immense. The number of other state workers is also increasing day by day.

The importance of this drinking water project is invaluable considering the spatial structure and specificity of the urban are to ensure social development and ensuring hygiene for the sustainability of bio diversity.

6.5 Public Hearing Public hearing of the property owner in connection with the acquisition of the property was held at 19.10.2020 in Ettumanoor Municipal Chairman’s Chamber. The hearing notice is mailed to the owner by registered mail also the hearing notice published in two leading dailies with the introduction of land acquisition rights section 4, sub section 10 of 2013. The elected representatives held a discussion in the presence of the economist, social impact study chairperson and members of the SIA study. The SIA study chairperson explained the project objectives and the importance of the project comments and complaints of the property owner was received. Site for the project has been identified for the last four years, but other steps have not been 2 completed. As the acquisition process has not been completed it is follow land cannot be used for cultivation or other purposes. Owner demanded that the award money will pay without delay to complete other steps and acquire the property for the project. Water authority said delays in legal action were hampering the completion of the project. Participated elected municipal counselors also demanded that the project be completed as soon as possible.

The need of the property owner 1. The land acquisition should be completed as soon as possible and the awards should be made available. 2. Landlord is a person who has settled abroad. He has been in the country for a longtime in connection with the ‘ponnum vila’ process. He has to go back after completing the land acquisition process. The authorities should pay attention to this.

2 Chapter VII 7.1 Rehabilitation Rehabilitation does not apply as it lives as waste land.

Chapter VIII 8.1 Social Impact study Approach the land is acquired taking into account, the reasonable demand of the land owner, realizing that it is for a purpose. The study has adopted an approach that focuses on the needs of the general public, local development and access to clean water.

8.2 Management plan 1. Add areas where drinking water available and are not included in the scheme. 2. Complete the scheme on time.

Chapter IX 9.1 Public Purpose The aim is to set up a water treatment plant pipeline to be implimented in Ettumanoor urban area and in the adjoining panchayath of Athirampuzha, Kankkary and Manjoor, with a view to alleviate the shortage of fresh water.

9.2 Qualitative achivements It is an urban area that is rapidly moving towards development but is facing water scarcity. There fore with the construction of this water treatment plant the municipality will be able to solve the water shortage of the people in the adjoining panchayaths which are facing complete water shortage, hospitals, educational institutions, govt. institutions, pilgrimage centres, industrial estates and many

2 more. The project will benefit about a kilometer of the pipeline cross section to increase infrastructure and increase bio diversity for local development.

9.3 Harmful facts The construction of this project does not cause any damage or memories locally.

Chapter X Conclusion With the completion of the proposed water treatment plant the chronic drinking water shortage will be resolved. By the time the project is completed in 2022 about 87914 public drinking water shortages will be addressed. Therefore the completion of this project which land the pipeline where the treatment plant was constructed, should be realized as soon as possible.
