Associate Professor of Economics, McGill University EXECUTIVE SUMMARY We are living in a moment of economic, social, and political disruption. The overhang of the global financial crisis and the Wall Street bailout still looms large in our politics 10 years later. The refugee crisis has provoked difficult questions about immigration policy and social cohesion. Automation, artificial intelligence, and other forms of productivity-enhancing technology have produced wide- spread concerns about the “future of work.” The attendant rise of political populism in western countries has policy-makers flummoxed and struggling to respond. One common response – including here in Canada – has been a renewed focus on income redistri- bution and new forms of welfarism including experimentation with a guaranteed annual income. The working assumption seems to be that political populism is merely an expression of income dis- parities and economic insecurities, and that raising taxes on high-income earners and redistributing the cash will solve the problem and restore political tranquility. Equity has thus come to trump growth. Fairness has been given primacy over dynamism. And un- conditional cash payments are viewed as a substitute for paid work. This MLI paper argues that this policy ap- proach and its underlying thinking is wrong. It is no longer about slicing up the eco- nomic pie and instead about making it larger. It is no longer about a “zero-sum” formulation and instead about expanding opportunity for everyone. And it is no longer about advantaging cer- tain industries or valuing certain types of work over others and instead about recognizing the im- portance and dignity of all work. 4 September 2018 A pro-work and pro-opportunity agenda is both more effective, and, as we argue, a more compas- sionate response to

The U.S.-Canadian relationship revolves around the themes of integration and asymmetry: integration from successive trade liberalization from the U.S.-Canada Auto Pact of 1965 leading to North American Free Trade Agreement (NAFTA), and asymmetry resulting from Canadian dependence on the U.S. market and from the disparate size of the two economies. The economies of the United States and Canada are highly integrated, a process that has been accelerated by the bilateral U.S.-Canada free trade agreement (FTA) of 1988 and the NAFTA of 1994. Both are affluent industrialized economies, with similar standards of living and industrial structure. However, the two economies diverge in size, per capita income, productivity and net savings. Canada is the largest single-country trading partner of the United States. In 2009, total merchandise trade with Canada consisted of $224.9 billion in imports and $204.7 billion in exports. In 2007, China displaced Canada as the largest source for U.S. imports for the first time, a trend that has continued since then. While Canada is an important trading partner for the United States, the United States is the dominant trade partner for Canada, and trade is a dominant feature of the Canadian economy.

And once again the focus was on the need to increase the number of candidates running for political parties by breaking down barriers to their participation. Yet we rarely look beyond that, to assess what happens to recruit, motivate and engage women in the political process between elections. Like now. If democracy is to be truly representative, women must be at the decision-making table, and in significant roles rather than minor ones. But before that can happen at the government level it must happen in the political parties themselves. A look at party leaders' offices across the country shows a depressing lack of top-level involvement by women. Most female political staff are in supporting roles or are, at best, in middle management positions. An embarrassingly small number are appointed chief of staff to a leader or welcomed into the leader's inner circle. Now, with our new Prime Minister's cabinet unveiled, that lack is once again seen at the top. Why is lack of women at the top bad for the country? Because it means less innovation in thinking.

Under the guise of the war on terror, Mr. Bashir Makhtal of Toronto, was illegally detained by the Kenyan Government in 2006 and without any court proceeding, was transferred to a military prison in Ethiopia. Much of that time, Mr. Makhtal has not had access to legal representation nor have the charges against him ever been placed in front of a judge until early 2009. Canadian citizens and government must come to the aid of their fellow Canadian. As Honourable Minister John Baird has noted, "the government of Prime Minister Stephen Harper has been very involved in Bashir's case. Three consecutive Foreign Ministers, Peter Mackay, David Emerson, and Lawrence Cannon, have pressured Ethiopian officials on this matter", however unfortunately, Bashir is still behind bars, and the Ethiopian governments process is dragging on It is evident that the Canadian government needs to exert more pressure and find new avenues to help bring Bashir home. This type of extraordinary renditions where any country can imprison anyone at anytime with out any legal protection is against the laws and conventions of the international community. During his imprisonment in Ethiopia, Mr. Makthal has informed us that he was repeatedly subjected to torture and cruel treatment from Ethiopian security personnel.

    The Ministry of Public Input: Report and Recommendations for Practice By Associate Professor Jennifer Lees-Marshment The University of Auckland, New Zealand August 2014 www.lees-marshment.org [email protected] Executive Summary Political leadership is undergoing a profound evolution that changes the role that politicians and the public play in decision making in democracy. Rather than simply waiting for voters to exercise their judgement in elections, political elites now use an increasingly varied range of public input mechanisms including consultation, deliberation, informal meetings, travels out in the field, visits to the frontline and market research to obtain feedback before and after they are elected. Whilst politicians have always solicited public opinion in one form or another, the nature, scale, and purpose of mechanisms that seek citizen involvement in policy making are becoming more diversified and extensive. Government ministers collect different forms of public input at all levels of government, across departments and through their own offices at all stages of the policy process. This expansion and diversification of public input informs and influences our leaders’ decisions, and thus has the potential to strengthen citizen voices within the political system, improve policy outcomes and enhance democracy. However current practice wastes both resources and the hope that public input can enrich democracy. If all the individual public input activities government currently engages in were collated and added up it would demonstrate that a vast amount of money and resources is already spent seeking views from outside government. But it often goes unseen, is uncoordinated, dispersed and unchecked. We need to find a way to ensure this money is spent much more effectively within the realities of government and leadership.
