EQUIPMENT REGULATIONS FINAL 24-07-2018

1. GENERAL 1.1. All boats and equipment entered for the World Championships shall be inspected in accordance with the relevant rules including Class Rules, Notice of Race/Sailing Instructions (NoR/SI) and Equipment Regulations (ER), defined collectively as the Event Equipment Rules.

1.2. The Technical Committee (TC) shall be the final authority for determining if equipment complies with the Event Equipment Rules and for interpreting the Class Rules during the Regatta, as approved by .

1.3. Only entered competition boats may be kept in the boat park unless an exemption is permitted in writing by the Organizing Authority.

1.4. After a boat or equipment has completed the pre-race equipment inspection, it shall remain in the Sailing Venue or the Competition Area defined in the Competition Area Regulations and shall not be taken to the container park, except with the written permission of the TC.

1.5. After an Organizing Authority supplied boat or equipment has been issued, it shall remain in the Sailing Venue or the Competition Area and shall not be taken to the container park, except with the written permission of the TC.

1.6. Each boat is required to comply with RRS 78.1 and Event Equipment Rules from the time of being presented for equipment inspection onwards unless otherwise approved by the TC. Non- compliance may be protested and penalized as if it were discovered -during or after racing.

1.7. In accordance with RRS 78.1, athletes are responsible for ensuring that their boat is maintained in accordance with the Class Rules and that the measurement certificate, where applicable, remains valid.

1.8. All equipment and sails shall be certified and marked as required by the Class Rules from the time of being presented for equipment inspection onwards.

1.9. For Finn and 470, athletes shall present, or verify the existence of valid certification documentation for their boat in accordance with NoR/SI 13.4 . For the Finn, the certification documentation includes the Certificate with any Reweighing Form and the card(s). For the 470, the certification documentation shall include the hull Measurement Form and the hull Measurement Certificate. The certification documentation may be retained by the TC for the duration of the event. If any document is a photocopy, its authenticity shall be confirmed with an original stamp and signature from the issuing authority, from the class database or by a scanned document emailed from the issuing authority directly to the Technical Committee ([email protected]).

1.10. Any changes to these ER will be posted following TC approval on the Official Noticeboard in accordance with the provisions governing the posting of changes to the Notice of Race / Sailing Instructions (NoR/SI).

2. EQUIPMENT LIMITATION 2.1 All items of equipment subject to event limitation control shall be marked with the official event limitation marks. If a becomes unclear, insecure or lost, this shall be reported to the TC so that the mark will be replaced at the first reasonable opportunity. 3. REPAIR AND REPLACEMENT OF BOATS AND EQUIPMENT 3.1 Repairs or replacements shall only be made in accordance with the Equipment Repair and Replacement Procedure.

3.2 Equipment subject to inspection shall only be replaced according to the Equipment Repair and Replacement Procedure if: (a) The replacement is certified if required by the Class Rules before use, and (b) The equipment being replaced has either been lost or severely damaged and cannot be repaired in the time available before the next race. Equipment shall not be replaced if in the opinion of the TC it has been mistreated, damaged or lost in a deliberate manner. 3.3 Unless approved in writing by an TC member, repairs shall not be carried out in the equipment inspection areas.

3.4 Any item that has been repaired or replaced in accordance with section 3 of these Equipment Regulations shall have the appropriate event limitation marks, event advertising and national flags applied as required.

3.5 Athletes shall report any loss or damage of supplied equipment to the TC as soon as reasonably possible. Repairs to supplied equipment shall only be carried out by Organizing Authority representatives.

3.6 Only one set of items of equipment that are to be inspected or controlled shall be presented for pre-race equipment inspection. However, the TC may permit the substitution of a first item of equipment in the following cases:

 an item of equipment that fails to comply with these Equipment Rules or the Class Rules in a serious matter like shape or construction that is a manufacturing defect; or  an item of equipment which is too light and which cannot be made to comply with these Equipment Rules or the Class Rules.

4. EQUIPMENT INSPECTION 4.1 Pre-race equipment inspection for each Event will take place in accordance with the competition schedule in the NoR/SI. It shall be completed by 18:00 on the day before the first race for that Event, unless extended by the TC. Any schedule changes authorised by the TC will be published on the Official Noticeboard. Boats and equipment shall be presented at the designated time in accordance with the boat-specific requirements sections 7 to 13 of the ER.

4.2 Boats and equipment shall be presented for equipment inspection in a dry, clean and salt-free condition. All equipment shall have event limitation stickers from previous events removed. Any item that is not in a condition to the satisfaction of the TC may be held by the TC for up to 48 hours.

4.3 All boats shall be presented for inspection with all equipment required to race as required or permitted by the Class Rules, including but not limited to sails, towing line, personal flotation device(s), helmet(s), trapeze harness(es) where applicable and any electronic personal equipment items.

4.4 Personal flotation device(s) shall comply with the respective Class Rules and shall, according to the PFD’s marking, be appropriate for the user in terms of body size and mass. Where not specified in the Class Rules, personal flotation devices shall be in compliance with EN 393 or ISO 12402-5, level 50 or an equivalent standard. Inflatable Personal Flotation Devices are not permitted.

4.5 Personal equipment that includes timing and/or electronic devices with functions in addition to boat heading and timing are not permitted unless otherwise specified in the personal equipment section of the respective Class Rules

4.6 At least one athlete and/or a maximum of two support team members shall be present at all times during equipment inspection. An interpreter may also be present when needed, if approved by the TC.

4.7 After any race, a boat may be informed by an TC member that it has been selected for post-race inspection. When hailed, the boat shall move directly to the indicated area at the Competition Area or at the Sailing Venue.

4.8 When a boat has been informed that it has been selected for post-race inspection, no person shall join or leave the boat without permission from the TC. No equipment or other item shall be taken on or off the boat without permission from the TC. The notified athletes shall not leave the equipment inspection area without the permission of the TC. After inspection of the athlete clothing and equipment, at least one athlete or support team member shall remain present during the inspection of the boat. The TC may require the boat to be quarantined in order to dry out before its weight is checked.

5. MEDAL RACE EQUIPMENT INSPECTION 5.1 On completion of the opening series, the boats assigned to compete in the Medal Race for each Event will be subject to equipment inspection. 5.2 The location of the equipment inspection area for each Event’s boats will be posted on the Official Noticeboard by 16:00 on the day before the Medal Race. 5.3 On the day of the Medal Race, boats and their equipment assigned to the Medal Race shall be available for inspection in accordance with ER 4.3 at the equipment inspection area 2 hours before the start time of their race, unless otherwise instructed by the TC. 5.4 Boats shall not leave the equipment inspection area before being signalled by the Race Committee to go afloat. 5.5 If a Medal Race is postponed or abandoned such that the boats return to shore, the boats shall return to and remain in the equipment inspection area, unless otherwise instructed by the TC. If a Medal Race is postponed or abandoned to the following day the equipment inspection procedure outlined in ER 5.3 & 5.4 shall be repeated. 6. CAMERAS AND TRACKING EQUIPMENT 6.1 Boats shall carry equipment in accordance with ASI 10.1.

6.2 For the purpose of avoiding entanglement with running rigging and sails; rope, elastic and adhesive tape may be attached to the equipment mounts and brackets provided that it does not interfere with the tracking operation or field of view of the camera.

7. MEN AND WOMEN’S WINDSURFER - RS:X 7.1 Equipment limitations as specified in the Class Rules shall apply. a) Only hulls with the serial number of NP8RSX08020020 (serial number #020) or later shall be used b) Only sails with the serial number #200510651 or later shall be used c) Only the RSX EVO mast shall be used d) Only the Mark 3 fin and Mark 2 centreboard shall be used 7.2 The serial number of each piece of equipment they intend to use shall be declared and entered on the RS:X Equipment Inspection Form.

8. MEN AND WOMEN’S ONE PERSON - AND 8.1 Lasers and Laser Radials will be allocated by a draw arranged by the Organizing Authority before the event.

8.2 Organizing Authority supplied equipment will be provided on a launching trolley as a hull with self-bailer, XD padded hiking strap or equivalent, spars (composite mast top section, appropriate bottom section and a boom), GRP centerboard with drilled through holes for a handle, complete rudder, mainsheet side cleats, control line deck block fitting with blocks and control line deck cleat fitting with cleats.

8.3 Only the Organizing Authority supplied and identified equipment listed in ER 8.2 shall be used during the event unless listed in ER 8.4 or otherwise permitted by the Class Rules.

8.4 The following equipment must be provided by athletes: • Ropes, • boom vang, • mainsheet block, • traveller blocks, • sail, • battens, • tiller and tiller extension. These items will be subject to inspection and identification during equipment inspection.

8.5 For equipment inspection each boat shall be presented with the bottom mast, boom and all control lines rigged and with the sail and top section de-rigged.

8.6 Organizing Authority supplied equipment may only be modified as described below.

a) Prior to Equipment inspection:

• At the request of the sailor, the supplier will install a sailor provided hiking strap as a substitution for the builder supplied hiking strap at no additional charge. • At the request of the sailor, the supplier will remove the supplied mainsheet side cleats. • Installation or removal of a hiking strap or side cleats must only be performed by the supplier. • No fitting may be removed, even if it is subsequently replaced. • No repairs may be undertaken without the permission of the supplier. • Any change or repair shall be only performed by the supplier. • Fitting of a compass and wind indicator supplied by the competitor is allowed, provided that they can be fitted without piercing or otherwise marking the hull or spars.

b) After Equipment Inspection:

• Any change or repair shall be done in accordance with ER 3. • Any approved repair or change to the spars, hull, fittings or equipment shall be only performed by the supplier.

8.7 Unless permitted by the TC, the hull, sail, mast and boom, centreboard and rudder may be washed with soap and water and wiped down manually. No polishing, waxing, reshaping or sanding of any of the supplied equipment is permitted. This amends class rules 11(a), 14(b) and 15(a).

8.8 Athletes may adjust the centreboard friction pad and use adhesive tape according to the Class Rules.

8.9 Wind indicators, a timing device, a compass and containers for food and drink may be carried on board in accordance with the Class Rules and these ER. These items may only be attached to the boat with rope, shock cord or adhesive tape. No other additional fittings will be permitted without prior approval from the TC.

8.10 On completion of the event, all equipment supplied to athletes shall be returned to the Organizing Authority in accordance with instructions that will be posted on the Official Noticeboard.

9. MEN’S ONE PERSON DINGHY (HEAVY WEIGHT) - FINN 9.1 Each boat shall be presented for equipment inspection with the mast down and all inspection hatches and covers open.

9.2 Finn Class Rule C.6.2 shall apply.

9.3 Each boat shall be presented for pre-race equipment inspection with her certification documentation as in ER 1.9.

10. MEN AND WOMEN’S TWO PERSON DINGHY - 470 10.1 Each boat shall be presented for equipment inspection with the mast down, main, jib and spinnaker sheets and centreboard and rudder blade removed from the hull. All side-tank inspection hatches and at least one of the forward tank bulkhead covers shall be open. All hull corrector weights shall be removed and presented separately.

10.2 Each boat shall be presented for pre-race equipment inspection with her certification documentation as in ER 1.9.

10.3 The number of sails and spars which may be approved during pre-race inspection shall not exceed one mast, one boom, one spinnaker pole, one , one jib, one spinnaker and one spare spinnaker .

11. MEN AND WOMEN’S SKIFF - AND 49ERFX 11.1 Each boat shall be presented for equipment inspection with the mast down. The mast shall have all standing and running rigging pulled tight and tied to the mast and all loose ends secured.

11.2 The number of sails and spars which may be approved during inspection of the boat shall not exceed one mast, one boom, one bowsprit, one mainsail, one jib, one gennaker and one spare gennaker.

12. MIXED - NACRA17 12.1 Each boat shall be presented for equipment inspection with the mast down. The mast shall have all standing and running rigging pulled tight and tied to the mast and all loose ends secured. All inspection hatches shall be open.

12.2 The number of sails and spars which may be approved during inspection of the boat shall not exceed one mast, one boom, one bowsprit, one mainsail, one jib, one gennaker and one spare gennaker.

13. -BOARD - FORMULA KITE 13.1 All equipment and sails shall be certified and marked as required by the Class Rules.

13.2 All items of equipment subject to event limitation will be marked. Some items may receive two limitation marks, one in a readily visible position when afloat, and a second one in a position protected from wear and tear.

13.3 All equipment shall be registered electronically within the on-site registration time. Exceptions may be granted by the TC

Addendum A - Equipment repair & replacement procedure

Any and every equipment repair, or replacement of equipment shall be made in accordance to the Equipment Regulations Section 3.

Repairs or replacements after completion of Equipment Inspection shall not be made without the prior approval of the 18 Technical Committee (TC). Requests ashore shall have prior written approval by the TC. Requests afloat shall have the verbal confirmation of the Class ITO or the Race Committee. A member of the involved crew shall request approval of the request by filling the class repair & replacement request form. Accepted forms shall be considered at the earliest convenience by the TC who will publish a resolution in the Notice Board. The following procedures shall apply to request approval:

Request procedure: Ashore 1. Requests shall only be accepted by means of completed and signed class repair & replacement request forms available at the Race Office (central and satellite or Class ITO), document name: - Aarhus18-Repair&Replacement-Form 2. The form shall be completed and signed by a member of the involved crew . 3. The form shall be handed by either of the above to the Class ITO together with the equipment. 4. The request will be evaluated by the Class ITO at his/her earliest convenience. 5. The request resolution shall be published in the Notice Board.

Request procedure: Afloat Repairs or replacements required afloat may be approved after they have been executed provided that either the Race Committee or the Class ITO is notified prior to its execution and prior to the next scheduled race. Upon return ashore, the involved crew shall follow the same procedure as described in the above ‘Request procedure: Ashore’. Approval of the repair or replacement shall be subject to the evaluation of the Class ITO.

Addendum B - Leader dots on

Event leaders shall carry coloured dots as supplied by the Organizing Authority, as prescribed in ASI 10.1 i). No alteration of stickers is allowed. Leader dots shall be placed on the mainsail away from national letters, sail numbers, nation flag and sail windows. Leader dots shall be placed on the mainsail as follows: If competitor advertising interferes with this position then the leader dots shall be placed as near as possible. Addendum C – fleet identification

All boats shall carry their respective fleet identification as supplied by the Organizing Authority, as prescribed in ASI 10.1 h), as follows:

MEN’s AND WOMEN’s WINDSURFER - RS:X Streamers shall be attached to the end of the boom (flying) and shall not be cut.

MEN’s AND WOMEN’s ONE PERSON DINGHY - LASER AND LASER RADIAL Streamers shall be attached to the webbing at the top of the sail’s mast sleeve.

MEN’s ONE PERSON DINGHY (HEAVY WEIGHT) - FINN Streamers shall be attached at sail head to halyard shackle or headboard.

MEN’s AND WOMEN’s TWO PERSON DINGHY - 470 Streamers shall be attached at mainsail head.

MEN’s AND WOMEN’s SKIFF - 49er & 49er FX Streamers shall be placed, from mainsail leech, at 2nd upper batten.

MIXED MULTIHULL - NACRA 17 Streamers shall be placed, from mainsail leech, 2nd batten up.

KITE-BOARD - FORMULA KITE n/a

Addendum D – Bow numbers and event advertising

All boats shall carry bow numbers and event advertising stickers as supplied by the Organizing Authority, as prescribed in ASI 10.1 b) and c).

No alteration of stickers is allowed.

Except for Laser & Laser Radial, bow numbers and event advertising stickers shall only be affixed upon successful completion of the pre-race equipment inspections.

In accordance with World Sailing Advertising Regulations, no other event branding shall be displayed within the first 25 % (or 1 metre if greater) of the forward part of each side of the hull. 470 (M) & (W) / 49er / FX / Laser / Laser Radial / Finn

For the above classes, the bow number and the event advertising stickers shall be placed approximately parallel to the sheerline at following position:
