Minister, why are you permitting Melbourne Water to apply to rezone public land in Rosebud which has previously been offered free to community groups under the 'Our Space. Your Place.' program? The land in question is the Herman Street area of Rosebud. Local residents only want part, not all, of the land to be retained for public open space. They are happy for the rest to be rezoned. This is an acceptable compromise, I feel, and I support the locals' concern, which has been expressed in the many signatures on petitions tabled over the last two sitting weeks. Answer: A key focus of Water for Victoria is to create resilient and liveable cities and towns. The provision of public open space is a key element to achieving this goal. Melbourne Water has taken this into consideration when looking at the future use of its surplus land in Rosebud. Melbourne Water is the custodian of 33,000 hectares of land across Victoria. Many parcels of land are available on request for projects that benefit the wider community, through the ‘Our Space. Your Place' program. To date Melbourne Water has not received any community proposals through the program for use of any part of the land in the Herman Street area. Approximately two and a half hectares of this land will be retained as public open space. This will be connected by a new pathway on Melbourne Water land between Jetty Road and Bayview Road. A further three hectares of land on Herman Street has been identified as surplus to Melbourne Water's operational requirements. Under Victorian Government landholding policy and guidelines, surplus land must be considered for its highest and best use via a rezoning process. Mornington Peninsula Shire Council was offered the opportunity to purchase the surplus land, which it declined. Melbourne Water now proposes it be rezoned for future residential use. Treasurer, how will the Victorian Homes for Victorians package assist first home buyers in my electorate? I am particularly interested in the $50 million pilot scheme, HomesVic, which will target first home buyers who are able to meet regular mortgage repayments but because of rising rental costs have not been able to save a big enough deposit. Across my electorate the highest median wage is $48,559, while the median home price is $473,000 in Kyneton and $657,000 in Gisborne. As the Treasurer understands, getting a deposit together on an income under $50,000 is a big ask, so I am interested if this very innovative initiative can assist members of my community. I take this opportunity to congratulate the Treasurer, the Minister for Housing, Disability and Ageing, the Minister for Planning and the Minister for Consumer Affairs, Gaming and Liquor Regulation on the work they have done producing this outstanding, nation leading package. Only a Labor government can be relied upon to put people first. Answer: I thank the member for her question. The recently announced Homes for Victorians strategy contains a package of initiatives - the largest in Victoria's history - to assist people from across the housing spectrum, from first home buyers through to those at risk of or experiencing homelessness.

And the victorious Labor Party has had the sense to replace the ex-Catholic school principal and administrator, Liberal Education Minister Dixon, with someone who has at least a primary school public education- James Merlino. Answer: • The Department of Education and Training (the Department) is continuing to provide principals, teachers and school staff with resources to support their students’ mental health and wellbeing during the coronavirus (COVID-19) pandemic. • The pandemic is likely to have a significant impact on the mental health and wellbeing of some of our students and the wider community. Mental health and wellbeing support to students is critical given the impact physical distancing and isolation is likely to have on some students during the pandemic and longer term. • Principals, teachers and health and wellbeing support staff are continuing to support the mental health and wellbeing of students. • It is challenging to compare reporting in schools while students have mostly been learning from home, with reports from schools at the same time last year. That superstop is so wide that it will reduce the traffic lanes in both directions to one lane. In response to our numerous requests to the MMRA that the tram stop be reduced in size so as to allow two lanes in each direction we are told it cannot be done because that is the “Policy”. The effect of that one tram stop in the last 500 metres or so of the eight kilometers the Toorak Road tram has travelled to that point will be to create a massive traffic jam for vehicles travelling to St Kilda Road and out of St Kilda Road in an easterly direction. The chaos caused by this traffic jam will impact a large part of Melbourne, will continue for the estimated five years of the Metro construction and perhaps forever because of what is now plainly the PTV (misconceived) intention that the current Park St/Domain Road tram will never be returned. It is extraordinary that one tram stop should be permitted to cause such harm to Melbourne and that it cannot be changed because of the “policy”. It is even more extraordinary when for the previous eight kilometers or more of the Toorak Road tram there are two traffic lanes during peak hours plus a tram line on which cars can travel and not one single disabled tram stop.

The ​ treatment she experienced highlights the disrespect towards consumers by the Australian mental health system. It exposes consumer powerlessness despite the rhetoric and money spent, intended for their support. Kerry O’Malley was subjected to a Community Treatment Order (CTO) in December ​ 2019, leading to her forced medication. This caused severe mental and physical side effects including increased anxiety, lack of motivation, poor concentration, weight gain, loss of hair and emotional stress caused by her lack of autonomy. She was accused of sitting in a chemist shop, confused, for six hours. However, no evidence was given of her being a risk of serious harm to herself or to others. The NSW Mental Health Review Tribunal rejected her proposed alternative plan, which incorporated medical and social intervention strategies to increase Kerry’s control over her own life. She is one of 5,000 in NSW and one of 17,000 in all of Australia currently forcibly injected under CTOs. Kerry O’Malley’s rights to representation, access to medical files and bodily autonomy had all been breached. These issues were well defined and the case was won in the NSW Supreme Court.

  • Climate Plan to Cut Emissions and Create Jobs
    Sunday, 2 May 2021 CLIMATE PLAN TO CUT EMISSIONS AND CREATE JOBS The Andrews Labor Government has today unveiled its ambitious Climate Change Strategy and interim targets, positioning Victoria as a leader in tackling climate change – and creating new jobs and industries of the future. This strategy will keep Victoria on track to meet our target of net zero emissions by 2050, while also seizing the opportunities of climate action – advancing technology, investing in new industries and creating Victorian jobs. At the heart of the plan are ambitious targets to reduce emissions by 28-33 per cent by 2025 and 45-50 per cent by 2030 – putting Victoria at the forefront of Australia’s climate change action. Importantly, the strategy is also underpinned by strong action from the Labor Government. That includes investing more than $100 million to transform our transport sector, offering up to $3,000 for Victorians who buy zero-emissions vehicles (ZEVs) and a target that 50 per cent of all new car sales in Victoria will be ZEVs by 2030. The Labor Government is also investing almost $20 million to reduce emissions in our agriculture sector and work with farmers to make their farms more sustainable. This includes $3.9 million to fund world-leading research and trials of new feed to reduce emissions from livestock. A further $15.3 million for the Victorian Carbon Farming Program will help farmers store more carbon in shelterbelt trees and engage in agroforestry. Government operations, from schools and hospitals to police stations and metro trains, will also be powered with 100 per cent renewable electricity by 2025 – an Australian first.
