TO TOWNLINE ROAD NORTH CLASS ENVIRONMENTAL ASSESSMENT STUDY The Study In response to growing traffic volumes related to proposed development, the Corporation of the City of Oshawa has initiated a Class Environmental Assessment (Class EA) Study, and has retained AMEC Environment & Infrastructure to investigate the need for improvements to Conlin Road, from Simcoe Street North to Townline Road North. In order to best address operational deficiencies and the need for additional east-west traffic capacity, a number of alternatives will be examined as part of the study, including the potential widening of Conlin Road, intersection and operational improvements, and the overall effect of improvements on the social, cultural and natural environments. Register The Process now for This notice indicates the commencement of the Class EA, a study which will define the problem, identify and evaluate alternative solutions, and recommend a preferred design in consultation with regulatory agencies and the public. 1) The Region's ongoing EA study for Simcoe Street includes the Conlin Road/Simcoe Street intersection. Our initial design for the intersection, which has been shared with the City, attempts to taper to existing beyond Walreg Drive. Therefore, the City will have to address the resulting shift as they move forward with their design. FYI, the Region is holding Public Information Centre No. 2 for this EA on Tuesday, June 4th, from 5:00 to 8:00 p.m.

2) In light of the above Regional intersection, the project limits are noted as being from Simcoe Street to Townline Road, which is fine as a generalized description. However, for future clarification, the project description should indicate that the extents are actually from east of Simcoe Street. In addition, the shaded area in the map should reflect the westerly project limit as being east of Simcoe Street.

3) Please include me as the main contact from the Region, as the Planning Department typically coordinates comments on area municipal transportation EAs. In terms of notices please copy the following staff in our Works Department who have an interest in the study:

In your email dated May 6, 2013 you requested information on natural heritage features and element occurrences occurring on or adjacent to the above mentioned location.

There are a number of Species at Risk recorded from your study area. We have records of Bobolink, Whip-poor-will, Butternut and Milksnake. Some of these species may receive protection under the Endangered Species Act 2007 and thus, a permit may be required if the work you are proposing could cause harm to these species or their habitat. Please provide additional information on your proposal to our office, and we will assess it to determine whether a permit under the ESA 2007 is required for the works to proceed.

Natural heritage features recorded for the vicinity of your area include other identified wetlands, as well as an Environmentally Significant Area.

Absence of information provided by MNR for a given geographic area, or lack of current information for a given area or element, does not categorically mean the absence of sensitive species or features. Many areas in Ontario have never been surveyed and new plant and animal species records are still being discovered for many localities. For these reasons, the NHIC/MNR cannot provide a definitive statement on the presence, absence or condition of biological elements in any part of Ontario.

This species at risk information is highly sensitive and is not intended for any person or project unrelated to this undertaking. Please do not include any specific information in reports that will be available for public record. As you complete your fieldwork in these areas, please report all information related to any species at risk to the NHIC and to our office. This will assist with updating our database.

Thank you for your interest in this project. The study is in its early stages and the extent of any widening has not yet been confirmed. We have made note of your concern regarding a possible increase in traffic speed. There are strategies (other than speed traps) which can be incorporated into a design, which the study team will consider.

As part of the project a noise study will be completed, which will determine where discernable impacts will be experienced, and where possible noise mitigation may be required.

We will be certain to add you to the mailing list and you will be notified of the two public information centres.

Hi Kevin, I'm writing you because I received a Notice of Commencement Study, Conlin Rd east, from Simcoe street north, to townline rd north. I would like to be added to the study mailing list for this project. The study of potential widening is extremely concerning to me as a resident with a corner house on Conlin and Edenwood Drive. I feel it would be detrimental to our community, as we already have issues with drivers going to fast down Conlin, this is evident at any given day there are 2 speed traps set up at the Camp Samac entrance, as well Conlin and Wilson as well. I feel widening Conlin between these 2 locations would increase speeding, noise and decrease property values in this area significantly.
