Maldives has been conducting censuses since 1911 with the first modern census conducted in 1977. Censuses were conducted every five years since between 1985 and 2000. The 2005 census was delayed to 2006 due to tsunami of 2004, leaving a gap of 8 years between the last two censuses. The 2014 marks the 29th census conducted in the Maldives. Census provides a benchmark data for all demographic, economic and social statistics in the country to the smallest geographic level. Such information is vital for planning and evidence based decision-making. Census also provides a rich source of data for monitoring national and international development goals and initiatives.

Abdulla Shaan, Maldivian fisherman A SOCIO-ECONOMIC ASSESSMENT OF THE TUNA FISHERIES IN THE MALDIVES Thomas Hohne-Sparborth Contributing authors: M.Shiham Adam & Adam Ziyad This report presents an analysis of the role of the pole-and-line fishery of the Maldives as a social and economic policy, as opposed to a purely ecological one. The study explores how government policies have helped shape the fishery and have impacted on the vulnerability, adaptability and livelihood assets of the local population. The sector is heavily exposed to trends on the world market, and the economic potential of the fisheries remains underutilised. However, the pole-and-line fishery has served to create an accessible and equitable form of employment to a large, and otherwise isolated, part of the population, and benefits from the fishery are spread through the economy through consumer spending, saving and re-investment, including in education. The field work for this Technical Report was conducted in April-May 2013. Geographic Background 1.1 Location Viligilli Island is located on the eastern rim of Gaafu Alifu atoll, at approximately 73° 26' 5"E and 0° 45' 22" N, about 380km from the nations capital Male’ and 72 km from the nearest airport, Gaafu Dhaalu Kadedhdhoo (Figure 1.1). The island forms part of the natural atoll called Huvadhoo Atoll, which is considered the second largest atoll in the world. Viligilli is the atoll capital amongst 10 other inhabited islands. It’s nearest inhabited islands are Maamendhoo (4 km) and Dhaandhoo (12.5 km). Villigili is also just 2 km from Koodoo, the main fish processing centre in the southern region of Maldives.

PREFACE In response to a request from the Republic of Maldives, the Government of Japan decided to conduct the Feasibility Study for Application of Photovoltaic Power on Male’ and Hulhumale’ Islands and entrusted to the study to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Tadayuki Ogawa of Yachiyo Engineering Co., LTD. (yec) and consists of yec and Shikoku Electric Power Co., INC. four times between February and November, 2009. The team held discussions with the officials concerned of the Government of Maldives and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studies and prepared this final report.
