Theory: The basic theory behind the present thesis is lexical analysis and text mining such as proposed by Hanks (2013), and vocabulary and script analysis in reference to Yamaguchi (2007). Method: The corpus consisted of three national parties’ manifestos and three governors’ policy statements. Analysis was made using the internet-based software User local and Reading Tutor (Chuuta). Results: The results showed a clear linguistic model for political language in Japanese. Though the content of the manifestos was indeed more concrete in the local ones, there were many similarities between the national and local manifestos, especially between the local manifestos and LDP. Okinawa who was supported by JCP in the election, also showed undeniable similarities in format. Introduction 1.1 Background The language use in politics has been studied both in Japan and abroad. Perhaps most typical studies are those that analyzed speeches by the presidents of USA (Wang 2010) and speeches by Japanese prime ministers (Moberg 2002, Nakamura 2004). However, there has also been a great deal of research done on written political texts such as manifestos (Jakobi 2011, Evans & Jeffries 2015). More recently, another dimension of language use, namely ‘easy Japanese’, has been receiving attention in accordance with the increasing number of foreigners in Japan (Kondo 2015, An 2015, Fukushi 2016, Takaki 2017). It has become important to spread information in easy Japanese both in the newspaper and even in the information spreading at communal level. This is a policy beneficial for native speakers as well, as important information becomes more approachable and easier to understand. Many studies have been conducted on how to write information for

    The Independent Investigation Commission on the Japanese Government’s Response to COVID-19: Report on Best Practices and Lessons Learned Part III Best practices and challenges Chapter 6 Crisis communication The most effective message to encourage “self-restraint” and response to public anxiety, discontent and criticism The “analysis and recommendations” released April 1 by the government’s Expert Meeting on the Novel Coronavirus Disease Control cited a change in citizens’ behavior as a key component of the “Japan model” to combat the COVID-19 pandemic. A key to the efforts to fight the novel coronavirus were the messages released by the government to prompt people at large to change their behavior to reduce the infection risk, such as voluntary restraint on nonurgent outings and avoiding the “Three Cs” (closed spaces, crowded places and close-contact settings). What also became important was for the government, in order to prevent confusion among citizens and seek their cooperation with countermeasures for the disease, to explain the situation to address public anxiety, discontent and criticism, such as by accounting for the poor access to PCR tests for the virus, and to send out messages for resolving the problems. In this chapter, we define these two as “crisis communication.” Several research and data indicate that the messages sent out via the government’s news conferences and other channels contributed to a change in citizens’ behavior, thus reducing the effective reproduction number of novel coronavirus infections, but that public evaluation of the government’s news conferences and messages was not necessarily positive. Based on such an analysis, this chapter tries to explore the messages that contributed to people’s behavioral change (best practice) and the factors that lowered public evaluation of the government’s news conferences and messages (challenges).

Much of the 15th, 16th, and 17th centuries involved regional leaders known as daimyo (literal translation: big names) resisting centralization of power. The era is known as the Warring States Period. The current era of coronavirus is showing similar clashes. The effective control exercised by the Kamakurabakufu , established in the late 12th century, had weakened under its successor, the Ashikaga shogunate. Many daimyo felt little desire to share their wealth and influence with any one overarching power holder. Moreover, considering the difficulty of transportation and communication at that time, independent-minded daimyo believed they could hold their own against any single group that would seek to exert influence across the entire archipelago. Everything unraveled with the outbreak of the Onin War in 1467. A series of warlords, none of whom had an aversion to blood, tried to put the pieces together. Oda Nobunaga tried but fell short. Toyotomi Hideyoshi went next. He came close. Finally, Tokugawa Ieyasu succeeded, prevailing in the Battle of Sekigahara (1600), which pitted East against West, and established the Tokugawa bakufu by 1603. The Tokugawa period lasted until the “restoration” of power to the Emperor in 1868. The point of this review of history is to show that the Japanese are neither culturally nor historically disposed toward strong central authority. To the contrary; centralization was only accomplished through violence and coercion.

Despite her popularity, Tokyo's governor Yuriko Koike failed to convince the electorate to oust a prime minister in charge since December 2012. The newly created Constitutional Democratic Party of Japan became the main opposition force in the House of Representatives. In coalition with Kōmeitō, Abe's Liberal Democratic Party holds a two-thirds majority enabling it to pass constitutional amendments. The outcome of the 22 October 2017 elections On 22 October 2017, elections for the lower chamber (House of Representatives) of Japan's Parliament took place. Turnout was 53.69 %, reversing a long-term declining trend (2014 had seen a record low of 52.66 %) despite a powerful typhoon that might have encouraged voters to stay at home. The Liberal Democratic Party (LDP) was confirmed as the country's largest party, with 281 seats. Its partner Kōmeitō obtained 29 seats. With a combined 310 seats, they retain two thirds of the lower chamber, the majority needed to revise the Constitution, one of Abe's goals. The Constitutional Democratic Party of Japan (CDPJ) became the main opposition party, obtaining 54 seats. The CDPJ is Japan’s smallest main opposition party since 1955. Tokyo's governor Yuriko Koike's Kibō no Tō (Party of Hope) obtained 50 seats. Shinzō Abe won his fourth mandate. Grandson of Nobusuke Kishi, prime minister in the 1950s, his first mandate was from September 2006 to September 2007, when he became, at 52, Japan’s youngest post-War prime minister and the first to have been born after the war.

    Japan Covid-19 update 28 May 2020 This report covers the latest developments in Japan in relation to the Covid-19 crisis, including current restrictions, economic measures and the political impact. Latest figures As of 27 May, Japan has: • 17,396 confirmed cases (including 712 on the cruise ship Diamond Princess) • 878 deaths (including 14 on the Diamond Princess) • GDP decreased by 0.9% quarter-on-quarter, in Q2 2020 (3.4% annualised) • Private consumption down 0.7% quarter-on-quarter • 6.0% fall in exports • 4.9% fall in imports Nationwide end to state of emergency On 25 May, the government announced the end of the nationwide state of emergency, a week ahead of schedule. The state of emergency, introduced on 7 April, was gradually lifted during May, starting from prefectures with lower infection rates. The decision was made based on three criteria: an infection rate during the previous week of less than 0.5 per 100,000; sufficient healthcare capacity; and sufficient polymerase chain reaction (PCR) testing capability. Some restrictions remain in place (see Table 1), however, and will be reviewed every three weeks. Local variations are likely to continue, based on decisions made by local governors. Minister of State for Economic and Fiscal Policy, Yasutoshi Nishimura, in charge of Covid-19 countermeasures, stated that a state of emergency could be reintroduced if necessary, also depending on three factors: the rate of new infections during the preceding week; the time for the infection rate to double; and the proportion of infections occurring via unidentified routes. Although entry restrictions on foreign nationals remain in place, the government has begun planning to reopen the borders in phases.

Governor Koike’s “lockdown” remark marked a major turning point, since it was feared it might cause a misunderstanding that the government could enforce measures to punish people for leaving their homes, as was carried out in Western countries that introduced lockdowns. Because it was the end of March and university students were in the spring vacation period, there was concern that people would rush out of Tokyo to other parts of the country if they believed that they wouldn’t be able to do anything if they stayed in Tokyo. That could possibly have spread the infection widely across the country. Therefore, we needed to get people to understand that it wasn’t going to be a lockdown, that they could lead normal lives in Tokyo, but that they would be asked to exercise self- restraint in their activities or close their shops. I think that partly delayed the declaration of the state of emergency. On the Monday of April 6, the day before the declaration, the prime minister said he would “prepare” to issue [the state of emergency], and before that I and (Shigeru] Omi went to see the prime minister to give our briefings.
