Containers would transhipped Winter 1999/2000 to and from smaller vessels connecting with European ISSN 1462-8708 destinations. The plans are at a very early stage and are being assessed in a 6-month study by Dr Alf Baird of Napier University with funding from HIE. The scheme could help replace declining traffic through the Orkney oil port at Flotta but will face stiff competition from other routes - including existing transatlantic routes and the planned high-speed container route from Philadelphia to Cherbourg (STR Issue 7, p20; H3Feb) Special Theme Federal Express has threatened to end its five-times- a-week air freight service to Prestwick from 3 April TRANSPORT AND THE ENVIRONMENT, unless government grants fifth freedom rights at Stansted as well as Prestwick. Stagecoach, owner 2000 - 2020 of Prestwick Airport, has announced that it will still invest in the expansion of air freight and will encourage other existing freight users to make up for any loss of traffic if FedEx proceeds to implement withdrawal (H31Jan&2Feb) To the dismay of local objectors, the City of Edinburgh The Herald 3 Feb. ‘00 Council and green transport group TRANSform Scotland, Sarah Boyack has decided not to call in Midlothian Council’s planning application for a 3 mile upgrade to dual carriageway of the A701 route approach to the Edinburgh Bypass. The new route will be on a separate alignment, leaving the existing road for local traffic. -

CR/25/09 Completed acquisition by Glendale Transport Limited, a wholly owned subsidiary of Stagecoach plc, of the assets and business operating out of Birkenhead, Chester and Wrexham depots of Firstgroup plc PARTIES 1. Stagecoach Group (Stagecoach) operates commercial and tendered bus and coach services from depots across the UK. Glenvale Transport Limited (Glenvale) is a wholly owned subsidiary of Stagecoach. Glenvale forms part of the Stagecoach Merseyside and South Lancashire operating unit (SMSL) operating commercial and tendered bus and coach services in and around Merseyside and South Lancashire. Stagecoach’s turnover for the financial year to 30 April 2012 was £2.5 billion (excluding acquisitions). The SMSL’s turnover for the year ended 30 April 2012 was £[] million. 2. FirstGroup plc (First) operates commercial and tendered bus and coach services from depots across the UK including services operated from Birkenhead, Chester and Wrexham depots (the depots) through wholly owned subsidiaries: First Manchester Ltd; Chester City Transport Ltd; and First Potteries Ltd. First’s turnover for the financial year ended 31 March 2012 was £6.6 billion. The relevant turnover of the business and assets transferred for the year ended 31 March 2012 was £[] million.1 TRANSACTION 3. Following a competitive tender carried out by First, Stagecoach acquired the business and assets operating out of the depots on 13 January 2013 (the Transaction). The business and assets (the transferred business) comprise, amongst other things, the following: two depots in Birkenhead and Chester; a leased out-station in Wrexham; 110 vehicles, and 290 employees. The OFT notes that First operated only tendered services, such as school services, out of the Wrexham depot. -

The Millennium Canal Project With funding from the Lottery and other sources, British Waterways Scotland ISSUE 18 has completed the SUMMER 2002 restoration of the Forth and ISSN 1462-8708 Clyde and Union Canals. This includes the spectacular Falkirk Wheel linking the Forth and Clyde Canal to the Union Canal extended for a mile further west from Falkirk and SPECIAL THEME passing in tunnel under the Glasgow Queen Street - Airports Consultation Edinburgh railway. A Visitor Centre has been established at the Wheel and there is an opportunity for a short boat Photos: Stenlake Publications trip from the Lower Basin to the Upper Basin. The project is designed to encourage mainly leisure activities including walking and cycling as well as boating. There is already evidence that it is encouraging sensitive development and greater activity along the two canals. The Wheel is a particular attraction. Timed to coincide with the formal opening by the Queen of the project as part of her Jubilee Tour, Stenlake Publishing have produced Scotland’s Millennium Canals by Guthrie Hutton. THE ROLE OF THE INDEPENDENT MONITORING BOARD 1.1 The Independent Monitoring Board (IMB) for the Glasgow, Edinburgh & Larne Short Term Holding Facilities (STHFs), whilst based in Scotland, is appointed by and has a duty to report to the UK Home Office Immigration Minister, immigration being a power reserved to Westminster. 1.2 Fundamentally, the role of the IMB is to monitor the welfare of those in detention by observing their treatment and the environment in which they are detained. Members have unrestricted access to all detainees and to all designated immigration facilities. They are free to make unannounced visits and to speak in private to any detainee, where it is deemed safe to do so. Board members do not become involved in the immigration status of those in detention unless there are reasons to doubt the legality of an individual’s continued detention. 1.3 The IMB has throughout the reporting period monitored the non-residential Holding Facilities (commonly known as holding rooms) at Glasgow Airport, Edinburgh Airport, the Festival Court Reporting Centre in Glasgow and the residential holding facility at Larne House, in Northern Ireland. -

SUBMISSION FROM SCOTTISH ENTERPRISE Thank you for providing Scottish Enterprise (SE) with the opportunity to submit out comments on the above private bill. Please find below our Network response. The SE Network recognises that Glasgow Airport is a growth pole in the Scottish economy so we are keen to support measures which are likely to spread the economic benefits of the airport to a wider hinterland within Scotland. It is the firm view of the SE Network that a railway service between Glasgow Airport and Glasgow City Centre is a sensible policy to pursue. In partnership with the Scottish Executive, SE manages the aviation Route Development Fund. This has been and continues to be extremely successful in attracting new direct international flights to Scotland achieving considerable economic benefits. The image created by a high quality airport rail link is likely to assist this cause. To spread the economic benefits of the airport as far and wide as possible, any new railway service between Glasgow Airport and Glasgow city centre should provide maximum connectivity throughout Scotland. To attain maximum connectivity, airport rail passengers should have the option of travelling beyond the Glasgow metropolitan region. I take pleasure in providing support from SE for the proposed (GARL) scheme. However, to achieve maximum connectivity to other metropolitan regions within Scotland, we believe it is important to connect the airport to the wider Scottish population. To achieve this it will also be necessary to deliver Glasgow’s “cross-rail” scheme. If the Glasgow cross-rail project is not delivered, SE would prefer the airport rail link to connect directly to Queen Street Station rather than Central Station. -
