LEINTWARDINE GROUP PARISH COUNCIL Incorporating Burrington and Downton

Minutes of the Parish Council Meeting held on Thursday 6th September 2018 at 7.30 pm in The Reading Room, High St., Leintwardine SY7 0LB

Present Councillors Michael Collins (Chair), Cheryl Woolley (Vice Chair), Jessica Cremer, James Davidson, Emma Gorbutt, Denise Latham and Nigel Offer

In attendance: PCSO Stephanie Annette of , Mortimer Ward Councillor Carole Gandy, LGPC Clerk Elizabeth Tingle and one local resident

1. Apologies for absence: Apologies were received from Councillor Jonathan Hopkinson.

2. Co-option of Parish Councillor It was resolved that William Huband would be co-opted as a member of the Council.

3. Declarations of interest and written requests for dispensation There were no declarations of interest and no written requests for dispensation.

4. Open Session 4.1 Mr Jonathan Phipps, a local resident, addressed the Council regarding open land adjoining the river, at the rear of properties on Rosemary Lane, Leintwardine. Mr Phipps was requested to write to the Council detailing his concerns, and was informed that the matter would be noted for inclusion on the agenda for the Council’s next meeting. 4.2 PCSO Steph Annette from the Leominster Safer Neighbourhood Policing Team introduced herself and her appointment was welcomed. PCSO Annette proposed to hold regular surgeries in Leintwardine, and had noted the concerns of local residents, particularly regarding speeding vehicles. 4.3 Ward Councillor Carole Gandy reported that Council is taking up a new initiative to address problems with dog fouling, and new signs will be made available to Parishes. Measures to retain the weekly 498 bus service to Hereford had been successful. The Safer Roads Partnership is carrying out a speed reduction trial on the A4110, up to the junction with the A4113 just South of Leintwardine. The A4110 was selected due to its high casualty rate. A resident had requested the installation of adult exercise equipment at the Criftins play area, and this was noted as an agenda item for the Parish Council’s next meeting.

5. Minutes of the last meeting It was RESOLVED to agree the minutes of the meeting of 5th July 2018 as a true record and these were signed by the Chair.

6.3 Bus service 498: It was reported that the weekly 498 bus service to Hereford had been retained by virtue of its inclusion with more profitable routes during the Herefordshire Council tendering process. 6.4 Herefordshire Council 2019/20 Budget Consultation: It was noted that the consultation closed on 21 September 2018. It was RESOLVED that any comments on behalf of the Council, and agreed by all Councillors, would be submitted through the Clerk. 7. GDPR: The policies have been posted to the website. 8. Parish Council Summit: It was reported that Herefordshire Council had invited Councillors to attend a Parish Council Summit on 17th October 2018. Cllrs Collins, Garbutt and Cremer volunteered to attend. 9. Leintwardine Centre Committee: 9.1 It was reported that the Committee had secured an agreement to receive Leader funding for the upgrading of The Old School Room (also known as The Workshop).Progress payments are made against the Leader Fund on a retrospective basis and are only made when signed receipts are presented along with bank statements showing proof of payment. At present, the Committee is required to meet a shortfall of £7,000 needed to provide bridging funding. Leintwardine Centre is considering raising these additional funds by means of low interest loans, 9.2 Recent efforts to raise the profile of the Community Centre have included the distribution of leaflets and arranging for a Fun Day on 29th September 2018, including a parade through the village. 9.3 The Parish Council’s proposals to enable the payment of rent for the Reading Room by means of a Standing Order are still being considered. 10. Planning 10.1 LAND EAST of ROSEMARY: No action to report. 10.2 Planning Consultation 182543 - Barn Owl Cottage, 33 High Street, Leintwardine, SY7 0LF. Proposed works to a tree in a conservation area. It was RESOLVED that, as no clear reasons were given in the application as to why it was necessary for the tree to be felled, and the tree was a distinctive feature within the conservation area and a habitat for birds, the Council was unable to support the application and comments should be submitted. 10.3 Planning Consultation 182644 - Wardens Barn, , Leintwardine, SY7 0LL. Proposed enclosed porch and new window openings. It was noted that a determination had been made by Herefordshire Council that planning permission was not required as the works constituted permitted development. 10.4 5 Day Notice 182927 - Leintwardine Manor, Leintwardine, SY7 0LU. Works to trees covered by a Tree Preservation Order. It was noted that approval had been given by Herefordshire Council and the works had been carried out. As the Clerk had an interest in the following item the Clerk left the room and the Chair temporarily took over as Clerk to the meeting. 10.5 Planning Consultation 183100 - Weavers Barn, Watling Street, Leintwardine, SY7 0LL. Proposed works to trees in a conservation area. It was RESOLVED to support the application. The Clerk returned to the meeting.

11. Environmental Issues 11.1 ROAD SAFETY: 11.1.1 It was reported that the recommendations arising from the TRO consultation regarding the speed limit review on the A4113 and the B4385 had been approved by Herefordshire Council, 3

and had been referred to Balfour Beatty for implementation. The next stage would be the implementation of the TRO measures by Balfour Beatty. 11.1.2 The application for “Warning Horses” signs on the B4367 at had been submitted and approval had been given following an assessment. Balfour Beatty had submitted a quote for the supply and installation of the signs, and the Council would make enquiries as to whether the resident who requested the signs would be willing to make a financial contribution towards these costs. 11.2 LENGTHSMAN SCHEME – The revised contract between Herefordshire Council and Leintwardine GPC has now been implemented, and the Lengthsman has started to carry out the Scheduled works as agreed. 11.3 P3/PROW: 11.3.1 It was reported that a footpath sign at Nackleston had been damaged and this had been reported to Balfour Beatty. 11.3.2 There was no update on the application to register a byway between Park Lane and Kinton Lane. 11.3.3 The Public Sector Mapping Agreement (PSMA) will be the subject of an update from the Footpaths Officer at a future meeting. 11.4 GROUNDS MAINTENANCE: It was noted that a tree in the cemetery requires pruning. 11.5 CEMETERY MATTERS. There was a general discussion about cemetery charges and costs. 11.6 PLOUGH MEADOW: It was reported that approaches had been made to Saxonbys groundworks division regarding the installation of ditches in the field adjacent to Plough Meadow to prevent flooding. A response from Saxonbys was awaited. 11.7 HIGHWAY ISSUES 11.7.1 A resident had reported issues concerning discarded packaging from takeaway food being placed in residents’ bins. Two post mounted dog waste bins on the village green are in a poor condition and require replacement. A request will be submitted to Balfour Beatty to replace the two bins with a combined dog waste and litter bin which will provide increased capacity for litter. 11.7.2 A quotation of £410 had been received for the refurbishment of the notice board at Old Downton. It was RESOLVED that an order would be placed for the work to be carried out. 11.7.3 A specification and schedule of works is being prepared with a view to addressing the verge drainage problem on Park Lane/Kinton Lane. 11.7.4 The system for reporting potholes was discussed. It was RESOLVED that in order to facilitate monitoring of works done by Balfour Beatty, Councillors would report non-urgent matters through the Clerk. Urgent matters would be reported directly using the Herefordshire website then notified to the clerk. As recommended by Balfour Beatty, the Clerk will make reports through the Herefordshire Council “My Account” facility rather than contacting the area steward directly. 11.7.5 It was noted that the Herefordshire Council General Scrutiny Committee is reviewing pothole repairs and other public realm services, and comments have been invited from Parish Councils, to be received by no later than 5pm on 2nd November 2018. 11.8 RECYCLING CENTRE at ROSEMARY LANE: No progress to report. 11.9 FOOTBALL FIELD at PAYTOE LANE: It was reported that, as the landowner is not in favour of permitting use of the land by the third parties proposed, the next steps will be for the

Council to determine the cost of clearing the site, and to consult on whether the Council should maintain the site or give it up. Cllrs Cremer and Offer volunteered to obtain costings.
