Low-relief rocky meadows and modest forested ridges marked by scattered cinder cones and shields are common landforms in Simcoe Mountains volcanic field. Mount Adams (elevation: 12,276 ft; 3,742 m) is centered 50 km west and 2.8 km higher than foreground meadow (elevation: 2,950 ft.; 900 m); its eruptions began ~520 ka, its upper cone was built in late Pleistocene, and several eruptions have taken place in the Holocene.     Wallowa County Community Sensitivity and Resilience This section documents the community’s sensitivity factors, or those community assets and characteristics that may be impacted by natural hazards, (e.g., special populations, economic factors, and historic and cultural resources). It also identifies the community’s resilience factors, or the community’s ability to manage risk and adapt to hazard event impacts (e.g., governmental structure, agency missions and directives, and plans, policies, and programs). The information in this section represents a snapshot in time of the current sensitivity and resilience factors in the community when the plan was developed. The information documented below, along with the findings of the risk assessment, should be used as the local level rationale for the risk reduction actions identified in Section 4 – Mission, Goals, and Action Items. The identification of actions that reduce a community’s sensitivity and increase its resilience assist in reducing the community’s overall risk, or the area of overlap in Figure G.1 below. Population • Wallowa County has negative population growth (-1.3% change from 2000-2005) and an increasing number of persons aged 65 and above. In 2005, 20% of the population was 65 years or older; in 2025, 25% of the population is expected to be 65 years or older. Elderly individuals require special consideration due to their sensitivities to heat and cold, their reliance upon transportation for medications, and their comparative difficulty in making home modifications that reduce risk to hazards.

    CHAPTER 1 INTRODUCTION Multnomah County CWPP 1 CHAPTER 1: INTRODUCTION Fires are a natural part of the forest ecosystem in Multnomah County, Oregon. In fact, they have shaped the forests valued by Multnomah County residents and visitors. However, decades of forest management, fire suppression and climate change have significantly altered forest composition and structure. The result is an increase in the wildfire hazard as forest vegetation has accumulated to create a more closed, tighter forest environment that tends to burn more intensely than in the past. Rising temperatures and changes to precipitation patters result in drought conditions, making forests more susceptible to ignitions. The exposure to wildfire hazards is also increasing, as recent population growth has spurred more residential development close to the forests in what is referred to as the wildland urban interface (WUI). As development encroaches upon forests with altered fire regimes that are more conducive to larger, more intense fires, the risk to life, property, and natural resources continues to escalate. The Multnomah County Community Wildfire Protection Plan (MCWPP) provides direction and helps facilitate a wildfire-based approach to managing our forestlands and the human development in the interface. In August, 2010, the Wildfire Planning Steering Committee was established to provide oversight and guidance for the development of the MCWPP. Membership included representation from the county’s Fire Defense Board and the public agencies responsible for natural resource management and fire protection. The Steering Committee actually began as the “Wildfire Technical Committee, “ established by Portland City Council in 2009 to implement the Action Plan of the City’s Wildfire Readiness Assessment: Gap Analysis Report (2009) 1 and manage future wildfire mitigation and fuels reduction projects associated with the Portland Natural Hazards Mitigation Plan.

Aiken worked quietly and competently in the Columbia district mainly at coastal forts and on the steamer Beaver as a blacksmith until March 1, 1849 at which point he went to California, most certainly to participate in the Gold Rush. He appears to have returned to settle in the Willamette Valley and had an association with the HBC until 1852. Aiken's family life or subsequent activities have not been traced.
