Action Request To approve contracting with Grand Traverse Mobile for up to $279,931.40 for the budgeted purchase of MPSCS radios for the Antrim County fire service voice communications, and to approve the release of funds from E-911 Wireless, capital outlay GL#262000-901-980.348. 2. Background and Current Situation The 9-1-1 Board has chosen Grand Traverse Mobile to purchase 96 MPSCS (800 MHz) mobile radios for the Antrim County Fire Service for voice communication. The action request stipulates “up to” $279,931.40 as we continue to communicate with the local units to determine the exact number they will need and want. I have included a document that outlines the number of radios each agency has indicated fits their needs at this time. FCC regulations mandated a “narrow banding” which caused Antrim County to alter its previous “High Band System” in favor of a “Simulcast System”. While all radio systems have issues, the present Simulcast System has not performed to the expectations of the Fire and Medical first responders. Paging tones are generally sounding on the new Simulcast System but voice quality is poor and sometimes unreadable. In contrast prior to narrow banding the voice quality on the previous VHF system was much better. Because of the clarity of voice issue and limitations for mutual aid the 9-1-1 board has determined that all future communications between Law, Fire and EMS will and should be on the MPSCS radio system. The MPSCS system has been used by law enforcement since 2007 and is more than adequate for mobile radio communication. The fact that Antrim Counties Law enforcement uses the MPSCS system creates a communication gap with Antrim County Fire and EMS. To further complicate the issue the majority of the counties around Antrim County have or in the process of migrating to the MPSCS system. In 2007 if MPSCS paging had been available for Fire and EMS we might already see Fire and EMS operating on the MPSCS. MPSCS paging has only recently become available. Four bids were received for the MPSCS 800 mobile Radio Project. All four companies met the minimum for the bid spec including proof of insurance and references. Each bidder submitted a different brand of radio with slightly different feature sets. The lowest bidder was OTEC at $263,542.50 with Kenwood Nexedge radios followed by Grand Traverse Mobile with Kenwood Viking radios at $279,931.40. The 9-1-1 Board felt that the Kenwood Viking radio with a five year warranty, public safety grade software, and Dynamic Zoning was a better choice over the less expensive Kenwood model. The bids were brought forth before the BOC and the BOC consensus was to delay a decision pending further information from the 9-1-1 Board about the VHF paging issues. The 9-1-1 Board has decided a rebuild of the simulcast system is the best option for the VHF paging. That request is outlined in a separate action item. Why this Action is Necessary MPSCS radio voice communication for all services should be carried out as soon as possible. 9-1-1 purchased MPSCS mobile and portable radios for law enforcement in 2007 and in terms of parity should purchase radios for the fire agencies. 4. Agency Radio Total Numbers Antrim County Board of Commissioners Page 56 of 208260 May 21, 2020 ANTRIM COUNTY MPSCS RADIO PROJECT 2020 Otec Kenwood Nexedge Otec submitted two separate bids one at $263,542.50 and an alternate bid at 289,452.10 for Kenwood Nexedge radios. The second bid appears to have a more feature rich control head. Otec submitted liability insurance and multiple references. Seven references were included. None of the references appeared to be projects of the same scope or size as the Antrim Co Radio project. No attempt at contact was made with reference 3 and 4. The Antrim County Jail and Bellaire fire Department had glowing reviews of OTEC. While not on the list Missaukee Co 911 manager also gave OTEC an excellent review based on his interaction with him as a Fire Chief (unknown location). Three other agencies requesting to be anonymous declined to give a review. A quick review of the Kenwood Nexedge shows a three year warranty. While this product does not have the ability to Dynamically Regroup talk groups, it does have the ability to have five preset talk groups. The radio has the capability of connecting to a Blue Tooth microphone and is multi band capable for future purchases. This radio also does not use a fleet management software and will be marginally more costly down the road when changes are made to the template design.
