NHIDCL has been assigned the work of Consultancy Services for Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services for the following road stretches in the state of Jammu & Kashmir (I) 2 Laning of Mughal Road connecting Shopian with Bafliaz in Poonch District (II) a) 2-lane with Paved Shoulder of NH configuration for Baramulla-Gulmarg Road and; b) 2 Lane Bypass from Donipawa to Ashajipora connecting NH-244 & NH-44 (as per Annexure I). 2. Proposals are hereby invited from eligible Consultants for preparation of Detailed Project Report of Consultancy Services for Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services for the following road stretches in the state of Jammu & Kashmir (I) 2 Laning of Mughal Road connecting Shopian with Bafliaz in Poonch District (II) a) 2-lane with Paved Shoulder of NH configuration for Baramulla-Gulmarg Road and; b) 2 Lane Bypass from Donipawa to Ashajipora connecting NH-244 & NH-44 (as per Annexure I). The Letter of Invitation (LOI) and Terms of Reference (ToR) including Request for Proposal (RFP) is available online on e-tender portal of https://etenders.gov.in .The document can also be downloaded from NHIDCL website (www.NHIDCLnhidcl.org). Cost of the Document in the form of a Non-refundable document fee of Rs.5,000 (Rupees Five Thousand only) in the form of Demand Draft favoring ‘National Highways & Infrastructure Development Corporation Ltd.’' and payable at New Delhi must be furnished in a separate envelop while submitting the proposal. 3. The RFP has also been uploaded on “INFRACON” (www.infracon.nic.in). As such before submitting the proposal the Consultant shall mandatorily register and enlist themselves (the firm and all key personnel), on the MoRTH portal “INFRACON” and furnish registration details along with its RFP. A copy of Infracon Operation Procedure is also enclosed for bidder’s reference. 4. All the bidders registered on Infracon shall form a Team on Infracon and which would be assigned unique Infracon Team ID. Bidders while submitting the proposal shall quote the Infracon Team ID. 5. Bid must be submitted online at e-tender portal of NHIDCL https://etenders.gov.in on or before 13.08.2018 (1100 Hrs). 6. The following schedule is to be followed for this assignment: i. (NHIDCL) has been constituted through an Act of Parliament for faster, economical and quality Road Construction work throughout India. The National Highways and Infrastructure Development Corporation Ltd. (NHIDCL) has been entrusted with the assignment of Consultancy Services for Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services for the following road stretches in the state of Jammu & Kashmir (I) 2 Laning of Mughal Road connecting Shopian with Bafliaz in Poonch District (II) a) 2-lane with Paved Shoulder of NH configuration for Baramulla-Gulmarg Road and; b) 2 Lane Bypass from Donipawa to Ashajipora connecting NH-244 & NH-44. NHIDCL now invites proposal from Technical consultants for carrying out detailed project report as per details given in Annexure-1. 1.2 A brief description of the assignment and its objectives are given in the Appendix-I, “Terms of Reference”. 1.3 The NHIDCL invites Proposals (the “Proposals”) through e-tender (on-line bid submission) for selection of Technical Consultant (the “Consultant”) who shall prepare detailed project report (DPR). The consultant should have expertise in carrying out the similar kind of job, in similar geographical location (particularly for hill road projects). Consultants are here by invited to submit proposal in the manner as prescribed in the RFP document. A Consultant with “a Particular Team” may submit proposals for more than one package. However, a Consultant is not allowed to bid for a package with more than one team. For the sake of clarity, it is mentioned that one consultant cannot submit two proposals/ bids for the same package. A consultant (either as sole or as in JV/Association) can be awarded only upto 2 packages. A Consultant with “a Particular Team” may submit only one “proof of eligibility (Part 1)” and “Technical Proposal (Part II)” for any number of packages applied for by them. However, the packages for which a Consultant with “a Particular Team” applies should be clearly mentioned. Financial proposal for each package are to be submitted separately. Financial proposal are only to be submitted online and no hard copy of the financial proposal should be submitted. 1. Suba Chandran Deputy Director, IPCS, New Delhi This essay focus on two districts in the Jammu sub region of J&K—Rajouri and Poonch, along the Pir Panjal range of the outer Himalayas. The primary objective is to highlight the conflict transformation (both positive and negative) in this region during the recent years; to explore the opportunities of an Pir Panjal festival bringing the various communities together and build peace from below; integrate the border districts with the national mainstream; and improve the physical and psychological connectivity of the Pir Panjal region with the rest and remove the feeling of physical isolation. Idea of using a festival to promote tourism in J&K is not a new one; those who have witnessed the Ladakh festival, in all its colorful glory and culturally rich historical past, would agree how it has brought the region, its people and culture to the limelight. Of course, there are other places – from Dal lake to Gulmarg and from Bhaderwah to Basohli, which can easily boast the same – in terms of their rich culture, colorful people and beautiful places. The irony of J&K, however has been - there are numerous such regions in J&K, unfortunately remaining in the periphery, physically isolated and psychologically looking inward. Ladakh festival, now celebrated during August every year, attracts global attention and tourists who visit the land of moon, as it is popularly referred, to enjoy the culture, people and places.

    POONCH DEVELOPMENT AUTHORITY (TOURISM) 1. Introduction The District Poonch is popularly known as mini Kashmir and is one among the remote districts of the Union Territory of Jammu and Kashmir. It is the place of Rishis & Munis and is at distance of two hundred and fifty (250) Kms from Jammu connected by National Highway. The Poonch District comprising of six Tehsils i.e. Poonch (Haveli), Mandi, Mendhar, Balakote, Mankote and Surankote. It is bounded by the Actual Line of Control (LoC) from three sides. The LoC is about 103 Kms. from Tarkundi in Balakote to Sawjian in Mandi. Poonch has witnessed many historical events and has been ruled by outsiders and locals at different junctures till it became a part of independent India. In Poonch there are very attractive places/scenic spots which can be developed from the tourism point of view. Poonch is also famous for Border Tourism as the same is located near the LOC. Keeping in view, the importance of Poonch a separate authority namely Tourism Development Authority Poonch was established in the year 2005-06 vide Govt. Order No.209-TSM of 2005 Dated:-27-09-2005 and started functioning in 2006-07. Since the inception of the Tourism Authority of Poonch a number of Tourism infrastructures have been created and some of the projects are underway/in progress for completion. There are many scenic spots/tourist destinations which could be developed by way of installing chair lifts etc. In near future when the whole infrastructure from the tourism point of view will be developed the Poonch shall become a Model place for the tourists’ domestic/national/international to visit being located on the Border.

The Valley stood in the neighborhood of Kabul province which touched the borders of Central Asia. Multan and Lahore exist to its south and remained in connection with Punjab by various routes. The Valley experienced the rule of great rulers of the dynasty like Akbar, Jahangir, Shah-i-jahan and Aurangzeb. The occupation of the land by the Mughals ended its age long internal strife, provided uniform system of administration, abolished toll tax, improved and extended its routes, which together boosted the trade and commerce of the territory. Further the restoration of peace and noval changes introduced in the agrarian set up rehabilitated the shattered economy of the state. Though it immuned the rulers of the territory to spent their enormous wealth on the construction of monuments, gardens, development of health resorts and inns which in homogenous nature turned the land in the words of Mughal Emperor Jahangir a “Paradise on earth”, yet in the concluding epoch under its weak rulers e.g. Mohammad Shah (1719-1748) the Valley passed through agony especially the peasantry suffered due to the callous attitude of the revenue functionaries and the prevalent horrible taxation system. And for this the state makes a hotspot for holidays and vacations. Situated in Rajouri district of Jammu and Kashmir, Chingus Fort or Chingus Sarai, is one of the oldest fort that dates back to 16th century. Built by Mughal Emperor Jahangir, this fort is also called one night fort as Mughals used it every year to stay for a single night while on their way to Kashmir. While poorly maintained, this fort offers a panoramic view of the valley and it lies on the banks of Tawi River. Chingus is a small yet historical village and Chingus Sarai is located about 2,000 feet above sea level on a nallah.\Built in Mughal architectural style, Chingus Fort holds two apartments. Well planned, this fort comprises a residential complex and an open yard. There are separate passages to enter both apartments. However, from inside, both of them are connected. The residential complex within Chingus Fort is surrounded by walled enclosure. There are arched cells that open towards the courtyard.There’s a central chamber at the entrance in the western wall with arched roof and a small guard's room on either side. On the outside, there are shops on both the sides. The fort is constructed of rubbles, large pebbles and lakhauri bricks in lime surkhi mortar.
