Madagascar MODERATE ADVANCEMENT Madagascar MODERATE ADVANCEMENT In 2016, Madagascar made a moderate advancement in efforts to eliminate the worst forms of child labor. The Government increased the number of child labor inspectors from 4 to 15, launched a study with UNICEF to assess violence and exploitation of children in Madagascar, and expanded the implementation of the Code of Conduct for the Protection of Children in the Tourism Industry. In addition, the Government continued to participate in a number of programs targeting the worst forms of child labor. However, children in Madagascar perform dangerous tasks in agriculture, including the production of vanilla. Children also engage in the worst forms of child labor, including in commercial sexual exploitation, sometimes as a result of human trafficking. Limited resources for the systematic enforcement of child labor laws impede government efforts to protect children from the worst forms of child labor. Social programs to combat child labor are also insufficient to adequately address the extent of the problem. I. PREVALENCE AND SECTORAL DISTRIBUTION OF CHILD LABOR Children in Madagascar perform dangerous tasks in agriculture, including the production of vanilla.(1-6) Children also engage in the worst forms of child labor, including in commercial sexual exploitation, sometimes as a result of human trafficking.(4, 7-12) Table 1 provides key indicators on children’s work and education in Madagascar. Children in the mining sector suffer from respiratory problems and diseases such as diarrhea and malaria, and are also at risk of injury from collapsing mines. Children, as young as 10, dig pits up to 15 meters deep and carry plastic sacks filled with air to breathe.(4, 10, 23, 24, 26, 27) Most of the children involved in gold and sapphire mining are in the regions of Anlamanga, Anosy, Ilakaka, and Vakinankaratra.(4, 16, 27) In addition, children working in the production of vanilla in Madagascar are exposed to toxic substances, extreme temperatures, transport heavy loads, and work for long hours. (1-3, 5, 6, 18-21) Although the Constitution guarantees free compulsory education, the lack of school infrastructure and qualified teachers, limited transportation services in rural areas with long distances to schools, cost of school fees and supplies, and reported school violence impede access to education in Madagascar, which leaves children vulnerable to the worst forms of child labor.(6, 23-25, 32-35) II. LEGAL FRAMEWORK FOR THE WORST FORMS OF CHILD LABOR Madagascar has ratified all key international conventions concerning child labor (Table 3). Table 3. A revised law that contains a more specific list of hazardous child labor activities in all relevant sectors, including underwater work, was developed, but it was not approved during the reporting period.(6, 23, 43, 44) III. ENFORCEMENT OF LAWS ON THE WORST FORMS OF CHILD LABOR The Government has established institutional mechanisms for the enforcement of laws and regulations on child labor, including its worst forms (Table 5). However, gaps in labor law and criminal law enforcement remain and some enforcement information is not available. Table 5. Rice, maize and cassava production (2011-2017) • Between October and November 2017, a series of market assessments were conducted across Southern Africa by FEWS NET, in collaboration with key national and international partners. The findings from the assessment in Madagascar are key inputs to this report, which provides an update to the May 2017 Supply and Market Outlook report. • Staple food production in Madagascar was below- average in 2017. This was due to a combination of factors including Cyclone Enawo in the northeastern parts of the country, atypical dryness in many northern regions, which reduced crop yields, and relatively high cash crop prices (vanilla), which affected area planted. Local and imported rice prices, Antananarivo percent below 2016 levels and 11 to 21 percent below the five-year average. Cassava harvest saw a modest recovery compared to 2016 but remained similarly below-average (Figure 1). • Rice imports continued to play an important role in staple food supply in 2017. In response to above- average domestic supply gaps, more than 400,000 metric tons (MT) of rice were imported during the first ten months of 2017, which is 78 percent above-average and double the amount imported in 2016. • Staple food and cash crop prices are above-average. In main cities like Antananarivo, Toamasina and Antsirabe, local and imported rice prices have been particularly high since October 2017 peaking over 2,000 Ariary (MGA) per kilogram (Figure 2).

E-mail: [email protected] Abstract This paper examines rice trade flows within and across regions in Madagascar, based on data of unique rice sales collected in 22 major markets in Madagascar in 2012 and 2013. We find that intra- regional trade accounts for a large fraction of the overall rice trade. We then focus on factors that may affect inter-regional transactions, such as market status (i.e. deficit or surplus), geographical proximity and seasonality (harvest vs. non-harvest and rainy vs. dry). We find that rice flows mainly from surplus to deficit regions and within regions that are geographically proximate. Seasonal factors have a generally negligible impact on rice flow.     Madagascar MODERATE ADVANCEMENT In 2018, Madagascar made a moderate advancement in efforts to eliminate the worst forms of child labor. The government adopted a new decree to make child labor legislation more comprehensive and approved the ratification of International Labor Organization Convention 189 on Domestic Workers and Protocol 29 of 2014 to the Forced Labor Convention. The government also partnered with outside organizations to increase awareness of child labor and strengthen child labor law enforcement in isolated regions. In addition, the government continued to participate in a number of programs targeting the worst forms of child labor, including expanding a cash transfer program to benefit 65,000 households in 7 regions of Madagascar. However, children in Madagascar engage in the worst forms of child labor, including in commercial sexual exploitation and mining. Children also perform dangerous tasks in agriculture, including in the production of vanilla. Although the government made meaningful efforts in all relevant areas during the reporting period, the government failed to impose penalties for violations related to the worst forms of child labor. In addition, limited resources for the enforcement of child labor laws may impede government efforts to protect children from the worst forms of child labor and social programs to combat child labor are insufficient to adequately address the extent of the problem. I. PREVALENCE AND SECTORAL DISTRIBUTION OF CHILD LABOR Children in Madagascar engage in the worst forms of child labor, including in commercial sexual exploitation and mining. Abstract Rural areas dependent on agricultural income, are often among the poorest in developing countries. However, little distinction is generally made within the agricultural sector. This lack of distinction hinders targeting of agricultural investments towards poorer farmers. This paper illustrates, using a production function analysis with flexible marginal returns, how agricultural production activities and returns to agricultural production factors differ by poverty level in the case of Madagascar. The results show that access to primary education is relatively more beneficial for poorer agricultural households while additional secondary education has no effect on agricultural productivity. Returns to agricultural inputs are significantly higher for poorer agricultural households. Land inequality increases as land sales markets benefit the richer households and as the rich engage more in extensification while rental markets improve agricultural efficiency and may thus benefit poor and rich alike. Land titling has little effect on improved agricultural productivity. More formal land titling is therefore not sufficient to change the bad performance of agriculture of the last decades. 1 1.
