Cantonment Board Badamibagh Cantt.Srinagar Minutes of Ordinary Board Meeting Held on 23/01/2016 CANTONMENT BOARD BADAMIBAGH CANTT.SRINAGAR MINUTES OF ORDINARY BOARD MEETING HELD ON 23/01/2016 The meeting started in the Cantonment Board office with the President Cantonment Board welcoming all the members present. Thereafter, Col. Pankaj Tuknait, Adm Comdt, HQ 31 Sub Area took oath as nominated member of the Board and was congratulated by rest of the members of the Board with the permission of the President, following agenda were introduced and deliberated upon- Agenda No. 1 CONFIRMATION/ NOTING i. To note PCB approval dt. 09-11-2015 for repairing and installation of 04 pole L.N.T 50K MCCB main switch, cable 150SQMM 31/2 coir 1100 volt & thimble almonium 150 mm for Indra Nagar sump house. ii To note action taken by CEO for purchase of 10 no. of racks (20 gage iron make) for a sum of Rs. 48,000/-. ii. To note action taken by CEO regarding purchase of 08 no. of Heat pillars (Maurice make) for a sum of Rs. 38,400/-. Connected documents are placed on the table. Resolution No. 1 Considered and noted. Agenda No. 2 GRANT OF ROUTINE PROMOTION ON SENIORITY BASIS. The Accountant of Cantt Board retired from service of this Board on 31.03.2015 after attaining the age of Superannuation . The daily routine work of Account section is run by Senior Assistant in officiating capacity from Ist April 2015. The below mentioned posts are declared as Supervisory posts under Cantt. Board of Badami-Bagh. 1. Office Supdtt 2. Accountant 3. Assistant Engineer 4. Sanitary Inspector 5. R.M.O Below mentioned Jr Assistant /Sr. Assistant are in pipe line for the promotion to Accountant /Senior Assistant on seniority basis. Further, the staff mentioned below have rendered 31 years of service in Cantt Board. Shri Dheeraj Singh, Junior Assistant be promoted to the post of Senior Assistant. Agenda No. 3 GRANT OF ADVANCE INCREMENTS TO DEGREE HOLDER ENGINEER OF CANTT BOARD BADAMI BAGH CANTT SRINAGAR. Reference CBR No. 07 dated 06.07.2015. The Board considered and resolved in Board meeting dated 06.07.2015 to constitute a committee of three Board members, namely Sh. Ab. Sami Wani, Sh. Parvaiz Ahmed & Sh. Mohd Ashraf Lone , who will verifying /peruse the all connected documents along-with genuineness of degree certificate of Sh. Tariq Ahmed Khanday J.E and directions of J & K High Court , the Board further resolved that recommendation of committee to be placed for Board after complication of supply jobs. OFFICE NOTE :- In this regard, this office already taken up the matter with Bangalore University authorities vide letter dated 30.06.2015 & 17.08.2015 . The University authorities of Bangalore vide their letter dated 04.09.2015 has intimated to deposit Demand Draft of Rs. 550/- as prescribed fee for verification of Degree certificate of Mr. Tariq Ahmed Khanday whose registration No. 92HAO36 of Bachelor of Engineer (Civil) passed Degree in Feb 1997 . This office has forwarded the Demand Draft of Rs. 550/- vide letter dated 21.10.2015 . The final reply is awaited from University authorities of Bangalore . Case file is placed on the table. The university shall also be informed they will be arrayed as a party respondent to the writ petition filed by Shri Tariq Ahmed Khanday in case verification report is not received by the Board latest by 15-02-2016. Agenda No. 4 ENHANCEMENT OF HONORARIUM IN RESPECT OF TEACHING AND NON –TEACHING STAFF OF CANTT. BOARD PUBLIC SCHOOL Reference application received from Smt. Manjeet Kour, Smt. Saima Shah and Sh. Mohammad Ashraf Lone, Elected Board Members (School Management Committee) regarding enhancement of honorarium in respect of teaching and non teaching staff of Cantt. Board Public School. OFFICE NOTE The previous enhancement of honorarium in respect of teaching and non teaching staff of Cantt. Board Public School engaged through Contractor was approved by the Board vide CBR 12 dated 27/10/2014 by enhanancing honorarium @ Rs.1000/- per month . The existing honorarium details of teaching and non teaching staff is as under : DESIGNATION EXISTING HONORARIUM PRINCIPAL @ Rs. 9000/- PER MONTH TEACHERS @ Rs. 8000/- PER MONTH having rendered 02 years engagement and Rs. 7000/- having rendered 01 year engagement. ASSISTANT TEACHER CLERK @ Rs. 6500/- PER MONTH AAYA @ Rs. 5500/- PER MONTH WATCHMAN @ Rs. 5500/- PER MONTH SWEEPER @ Rs 5500/- PER MONTH PEON @ Rs. 5500/- PER MONTH Board may consider. Resolution No. 4 Considered and resolved that the School Management Committee (SMC) shall study the matter and submit its recommendations to the Board by 31/03/2016. Agenda No. 5 ENGAGEMENT OF AUTHORIZED MEDICAL ATTENDANT (AMA) ,ON CONTRACTUAL BASIS IN CANTT. BOARD GENERAL DISPENSARY. Ref, CBR No. 3 dated 3/8/2015. As per CBR referred above , Cantonment Board vide letter No. CB/Eng/Doctor / Contractual /GBP/.625-26 dt. 5/8/2015, published press advertisement in two local news papers Daily Aftab and Kashmir Reader, call applications for engagement of doctor ( Authorized Medical Attendant AMA) in Cantt. Board Dispensary on contractual basis on monthly honorarium. only one application of Dr. Sajad Ahmad Wani R/o Zewan , Srinagar was received . The last date for receipt of application was 20/8/2015. However, to proceed further on the matter, Dr. Sajad Ahmed Wani, vide application received on 2/11/2015, intimated that he has been engaged in National Rural Health Mission (NRHM). Again, Cantonment Board vide letter No. CB/Eng/Doctor/Contractual/GBP /1144-45 dt 20/11/2015, published press advertisement in two local news papers Daily Aftab and Kashmir Reader . The last of receipt of application was 15/12/2015. However, no application was received by this office. However, keeping in view of essentiality of job , and as per CBR under reference, Dr. Ali Mohammad, who has worked in Health Department J&K in various capacities such as Medical Officer, Block Medical Officer, District Immunization Officer, and finally retired as Assistant Director, Health Service ( HQ) , Kashmir has been given extension as Authorized Medical Attendant (AMA) on monthly honorarium for the period of two months w.e.f 6/12/2015 to 5/2/2016. Board may decide to take the services of Dr. Ali Mohammad Mohanad , as Authorized Medical Attendant (AMA) in G B Pant Cantt. Dispensary, on contractual basis for 11 months initially or otherwise. Case file along with all relevant documents is placed on the table. Resolution No. 5 Considered and resolved that- a). An advertisement for engagement of AMA be published in other newspapers also having wider circulation besides Daily Aftab and Kashmir Reader. Agenda No. 6 RATION GHAT AT PALPORA Reference CBR No. 2 dated 27.10.2015. Fresh tenders for use and occupation of Cantonment Board shop as Ration Ghat situated at Palpora Sonwar were called through press advertisement published through local news papers Kashmir Reader and Daily Aftab on 22.11.2015. 03 tenders were received , amongst them one Mohd Maqbool Dar S/o Ismail Dar R/o Palpora Sonwar has quoted highest bid of Rs. 13200/- ( Thirteen Thousand Two Hundred) per annum for area measuring 180 sqft. The tenders were opened in presence of CEO by the tender opening committee. The tenders along with comparative statement are placed on the table. Resolution No. 6 Considered and resolved, that the licence for use and occupation of Cantonment Board Shop admeasuring 180 sqft as Ration Ghat at Palpora Sonwar be granted to highest bidder, Mohd Maqbool Dar, for an amount of Rs 13,200 per annum for a period of 4 years 364 days. Agenda No. 7 AUCTION OF SHOP NO. 4 SITUATED IN SONWAR MANDIR GALI Reference CBR No.17 dated 6/7/2015. The shop No.4 situated in Sonwar Mandir Gali was allotted to Sh . Mohd Rafiq Rather on annual rent of Rs. 37,855/- per annum i.e Rs. 335/- per sqft for an area of 113 sqft. The Ex-licensee submitted an application dt. 9.6.2015 , wherein he has requested for surrender of shop giving reasons not in a position to pay licensee fee under section 267 of Cantt. Act 2006. The matter was referred to Board vide CBR quoted above . Board unanimously considered and approved to take the possession of shop with immediate effect and release of the security deposit to the applicant. As per decision of Board sealed tenders were called twice through press advertisement published in daily Kashmir Reader and Daily Aftab on 29.8.2015 and 24.9.2015 , but no party came forward to purchase the tender document and to participate in the auction of said shop perhaps due to its high security deposit i.e Rs.

This requirement could have been served by the 1981 District Census Handbooks which contain comprehensive basic information about populatIon by sex including literacy and work partici­ pation but the printing and publication of these handbooks which is the respon­ sibility of the State government will take some time. Also, Rule 5 of the BMWM Rules, 2016 stipulates that it is the duty of every Operator of a Common Bio-medical Waste Treatment Facility (CBMWTF) to establish bar code system for handling of bio-medical waste in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019. “Guidelines for Bar Code System for Effective Management of Bio-medical Waste” prepared by Central Pollution Control Board, Delhi in April, 2018, is to facilitate and provide guidance to both the Occupier as well as Operator of CBMWTF to establish bar code system and also to have uniformity in adoption of the bar code system throughout the country, thereby ensuring effective enforcement of the BMWM Rules, 2016.

Executive Summary Jammu & Kashmir experienced one of the worst floods in the past 60 years, during first week of September 2014, due to unprecedented and intense rains. The Jhelum River and its tributaries were in spate and caused extensive flooding in the region. The Decision Support Centre (DSC) of NRSC in collaboration with Department of Environment & Remote Sensing, J&K took necessary action on satellite data acquisition and processing and kept a close watch on the flood situation. All possible data from Indian Remote Sensing (IRS) satellites, as well as foreign satellites, covering Kashmir valley were obtained and analyzed. Rapid flood mapping and monitoring was done on almost daily basis and the flood inundation information was prepared. In addition, cumulative flood inundation, flood progression and recession maps were also prepared. Flood inundation simulation study was done using CARTO-DEM for Jhelum River to identify the possible flood affected areas and the same was uploaded on Bhuvan portal.
