Southwark 2019 Review of Polling Districts, Polling Places and Polling Stations SOUTHWARK 2019 REVIEW OF POLLING DISTRICTS, POLLING PLACES AND POLLING STATIONS 1 Summary of proposed changes ‘The Electoral Registration and Administration Act 2013 introduced a change to the timing of compulsory reviews of UK Parliamentary polling districts and polling places. The next compulsory review must now be started and completed between 1 October 2018 and 31 January 2020 (inclusive).’ The scope of the 2019 polling district and polling station review project covers the following: 1. Identify wards which are split by parliamentary constituency boundaries, and ensure the following: a. that polling district boundaries align closely with the existing constituency boundaries b. that suitable polling station provision is made for all electors 2. Identify polling stations which were found to be not fit for purpose during the 2018 elections, and identify suitable alternatives where possible 3. Identify all polling stations located in schools, and identify suitable alternative venues where possible 4. Make adjustments to existing polling districts, for administrative purposes in order to improve the delivery of elections This has resulted in 105 polling districts. A total of 100 polling stations will be allocated for these polling districts. Five polling stations would serve as a double polling station for two polling districts. These stations are: Albrighton Community Centre in Champion Hill Ward Ivydale Primary School in Peckham Rye Ward Dockland Settlements Community Centre in Surrey Docks Ward Michael Faraday Primary School in Faraday Ward Bermondsey Village Hall in London Bridge & West Bermondsey Ward The parameters for the process of drawing up the districts were: There should be no more than 2500 electors (excluding absent voters) allocated to a particular polling station as per the Electoral Commission’s guidance. Polling district boundaries should be drawn so as to reduce the impact of non-coterminous constituency and ward boundaries. This results in an additional number of small polling districts, as the constituency boundaries must be used in devising the final scheme To identify suitable venues to replace polling stations used in 2018 that were not fit for purpose To identify suitable venues, where possible, to replace schools currently used as polling stations All suitable existing polling stations used in the 2018 election to be retained where possible There are three enclaves in the borough, where the ward boundaries and constituency boundaries result in a small number of electors who are in a different constituency to the rest of the ward. There are two small enclaves in Dulwich Village Ward, and a third one in Faraday Ward. These will only cause difficulties if there is a combined election with both local and parliamentary franchises able to vote. In this case electors will vote in the parliamentary polling station, and arrangements will be made to provide local ballot papers for those electors in that other polling station. The electorate totals for all wards and polling districts in this report includes absent voters. These figures are based on the electorate for February 2019, and have been rounded up and down to 5. 2 Polling districts will be identified as number 1 at the north of the ward, moving clockwise through all the different polling districts. These polling stations may be new to the polling district, rather than being a completely new venue.
