Historic Lower Manhattan To many people Lower Manhattan means financial district, where the large buildings are designed to facilitate the exchange of money. The buildings, streets and open spaces, however, recall events that gave birth to a nation and have helped shape the destiny of western civilization. Places such as St. Paul's Chapel and Federal Hall National Memorial exemplify a number of sites which have been awarded special status by the Federal Government. The sites appearing in this guide are included in the following programs which have given them public recognition and helped to assure their survival. National Park Service Since its inauguration in 1916, the National Park Service has been dedicated to the preservation and management of our country's unique national, historical and recreational areas. The first national park in the world—Yellowstone—has been followed by the addition of over 300 sites in the 50 states, Puerto Rico and the Virgin Islands. National Park areas near and in Manhattan are: Theodore Roosevelt Birthplace National Historic Site, Fire Island National Seashore, Gateway National Recreation Area, Sagamore Hill National Historic Site, Hamilton Grange National Memorial, and General Grant National Memorial. National Historic Landmarks National Park Service historians study and evaluate historic properties throughout the country. Acting upon their findings the Secretary of the Interior may declare the properties eligible for designation as National National Parks are staffed by Park Rangers who can provide information As the Nation's principal conservation agency, the Department of the Historic Landmarks. The narrow, winding streets of the Financial District occupy the earliest-settled area of 7 05_773395 ch01.qxd 2/6/06 7:39 PM Page 8 8 • Memorable Walks in New York Manhattan, where Dutch settlers established the colony of Nieuw Amsterdam in the early 17th century. Before their arrival, downtown was part of a vast forest, a lush hunting ground for Native Americans that was inhabited by mountain lions, bobcats, beavers, white-tailed deer, and wild turkeys. Hunters followed the Wiechquaekeck Trail, a path through the center that today is more often referred to as Broadway. This section of the city still centers on commerce, much as Nieuw Amsterdam did. Wall Street is America’s strongest symbol of money and power; bulls and bears have replaced the wild beasts of the forest, and conservatively attired lawyers, stockbrokers, bankers, and businesspeople have supplanted the Native Americans and Dutch who once traded otter skins and beaver pelts on these very streets. A highlight of this tour is the Financial District’s architec- ture, in which the neighborhood’s modern edifices and grand historical structures are dramatically juxtaposed: Colonial, 18th-century Georgian/Federal, and 19th-century neoclassical buildings stand in the shadow of colossal modern skyscrapers. -

Landmarks Preservation Commission March 16, 1999, Designation List 303 LP-2031 (FORMER) NEW YORK TIMES BUILDING, 41 Park Row (aka 39-43 Park Row and 147-151 Nassau Street), Manhattan. Built 1888-89; George B. Post, architect; enlarged 1903-05, Robert Maynicke, architect. Landmark Site: Borough of Manhattan Tax Map Block 101 , Lot 2. On December 15, 1998, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the (former) New York Times Bu ilding and the proposed designation of the related Landmark Site (Item No. 3). The hearing had been duly advertised in accordance with the provisions of law. Three witnesses, representing the New York Landmarks Conservancy, the Municipal Art Society, and the Historic Districts Council , spoke in favor of the designation. The hearing was re-opened on February 23 , 1999 for additional testimony from the owner, Pace University. Two representatives of Pace spoke, indicating that the university was not opposed to designation and looked forward to working with the Commission staff in regard to future plans for the building. The Commission has also received letters from Dr. Sarah Bradford Landau and Robert A.M. Stern in support of designation. This item had previously been heard for designation as an individual Landmark in 1966 (LP-0550) and in 1980 as part of the proposed Civic Center Hi storic District (LP-1125). Summary This sixteen-story office building, constructed as the home of the New York Times , is one of the last survivors of Newspaper Row, the center of newspaper publishing in New York City from the 1830s to the 1920s. -
New York's Mulberry Street and the Redefinition of the Italian
FRUNZA, BOGDANA SIMINA., M.S. Streetscape and Ethnicity: New York’s Mulberry Street and the Redefinition of the Italian American Ethnic Identity. (2008) Directed by Prof. Jo R. Leimenstoll. 161 pp. The current research looked at ways in which the built environment of an ethnic enclave contributes to the definition and redefinition of the ethnic identity of its inhabitants. Assuming a dynamic component of the built environment, the study advanced the idea of the streetscape as an active agent of change in the definition and redefinition of ethnic identity. Throughout a century of existence, Little Italy – New York’s most prominent Italian enclave – changed its demographics, appearance and significance; these changes resonated with changes in the ethnic identity of its inhabitants. From its beginnings at the end of the nineteenth century until the present, Little Italy’s Mulberry Street has maintained its privileged status as the core of the enclave, but changed its symbolic role radically. Over three generations of Italian immigrants, Mulberry Street changed its role from a space of trade to a space of leisure, from a place of providing to a place of consuming, and from a social arena to a tourist tract. The photographic analysis employed in this study revealed that changes in the streetscape of Mulberry Street connected with changes in the ethnic identity of its inhabitants, from regional Southern Italian to Italian American. Chapter 3: History and Land Use of City Hall Park A. Background History Alyssa Loorya Introduction This section is edited from the forthcoming doctoral dissertation from Loorya on City Hall Park. Loorya’s work references several graduate student projects associated with the overall City Hall Park project, most notably the Master’s theses of Mark Cline Lucey (included as the next section) and Julie Anidjar Pai as well as reports by Elizabeth M. Martin, Diane George, Kirsten (Davis) Smyth, and Jennifer Borishansky. These reports are presented in Chapter 6. This section outlines the history of the City Hall Park area. To provide for proper context, a general history of the development of the lower Manhattan area is presented first to provide a more complete picture of overall project area. City Hall Park is a relatively small triangular parcel of land (8.8 acres) within New York City’s Manhattan Island. It is bounded to the north by Chambers Street, to the east by Park Row, to the west by Broadway. It began as a cow pasture and today houses the seat of government for the nation’s largest city. The number of parking permits was slashed by 46 percent, to 78,000 permits. By handing out fewer parking passes each year, the City is encouraging more civil servants to ride public transit, easing traffic congestion while freeing up parking spots for others. Despite the reduction in city-issued parking permits, the system remains broken. Each step in the process—from creation of the permits, to distribution and enforcement—is fatally flawed, creating a system wrought with abuse and lacking effective oversight. In the present study, researchers at Transportation Alternatives canvassed five New York City neighborhoods and found that a majority of permit holders—57 percent—were either agency permits used to park illegally—double-parking or ditching their cars on sidewalks and bus lanes, or totally bogus permits. The study found that 24 percent of permits on display were illicitly photocopied, fraudulent or otherwise invalid. Clearly, further reform is needed. Modernizing New York City’s two-tiered parking system can help local businesses by freeing up space for customers and deliveries. -

Both Barley and Colden Streets were merged into Duane Street in 1809. Batavia (New Batavia) Street ran east from Roosevelt Street to James Street. Originally known as Batavia Lane, it was renamed Batavia Street in 1817. Closed in 1948 for the Alfred E. Landmarks Preservation Commission February 9, 2010, Designation List 426 LP-2350 143 ALLEN STREET HOUSE, 143 Allen Street, Manhattan Built c. 1830-31 Landmark Site: Borough of Manhattan Tax Map Block 415, Lot 23. On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the 143 Allen Street House and the proposed designation of the related Landmark Site (Item No. 6). The hearing had been duly advertised in accordance with the provisions of the law. Four people spoke in favor of designation, including a shareholder in the property and representatives of the Historic Districts Council and the Society for the Architecture of the City. Summary The Federal style row house at 143 Allen Street was constructed c. 1830-31 as a speculative investment by George Sutton, a ship captain and counting house merchant. Originally part of a group of six similar residences, it is located in the heart of what is now known as Manhattan’s Lower East Side on land that was once part of the vast country estate of James De Lancey. The area developed rapidly following the turn of the 19th century and by the 1830s had become a bustling neighborhood composed in large part of brick and brick- fronted Federal style row houses. George Sutton had established himself in the early 19th century as a captain sailing the coastal trade route between New York City and Charleston, South Carolina. He eventually became ship master in the New- York and Charleston Packet Line, and later an agent and merchant working in a counting house on the East River waterfront. -
