    Landmarks Preservation Commission November 17, 2009 Designation List No.423 LP-2346 147 EIGHTH AVENUE HOUSE, Manhattan Built c. 1828, architect unknown Landmark Site: Borough of Manhattan Tax Map Block 741, Lot 32 On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the 147 Eighth Avenue House and the proposed designation of the related Landmark Site (Item No. 5). The hearing was duly advertised according to provisions of law. Three witnesses spoke in favor of designation, including representatives of the Historic Districts Council, the Society for the Architecture of the City, and Community Board 4. Summary No. 147 Eighth Avenue is one of a pair of highly intact 3 1/2 story Federal style houses constructed 1827 to 1828. It is a rare survivor from the earliest period of development in the area that is now part of Chelsea. No. 147 Eighth Avenue has continuously housed both residential tenants and businesses, reflecting the evolving commercial character of Eighth Avenue. The building was constructed 1828 for Stephen Weeks, who owned the property for a short time. He continued to conduct business at this location, well into the 1840s. Over the course of the centuries, the original storefront configuration of the ground floor has had several alterations; however, this row house, like its neighbor at 145 Eighth Avenue, is intact above its storefront and exhibits the attributes of the Federal style houses of the era. This row house has a steeply pitched roof, with double dormer windows. The building shares a party wall and central chimney with its neighbor, and a façade clad in Flemish bond brickwork.

    FRUNZA, BOGDANA SIMINA., M.S. Streetscape and Ethnicity: New York’s Mulberry Street and the Redefinition of the Italian American Ethnic Identity. (2008) Directed by Prof. Jo R. Leimenstoll. 161 pp. The current research looked at ways in which the built environment of an ethnic enclave contributes to the definition and redefinition of the ethnic identity of its inhabitants. Assuming a dynamic component of the built environment, the study advanced the idea of the streetscape as an active agent of change in the definition and redefinition of ethnic identity. Throughout a century of existence, Little Italy – New York’s most prominent Italian enclave – changed its demographics, appearance and significance; these changes resonated with changes in the ethnic identity of its inhabitants. From its beginnings at the end of the nineteenth century until the present, Little Italy’s Mulberry Street has maintained its privileged status as the core of the enclave, but changed its symbolic role radically. Over three generations of Italian immigrants, Mulberry Street changed its role from a space of trade to a space of leisure, from a place of providing to a place of consuming, and from a social arena to a tourist tract. The photographic analysis employed in this study revealed that changes in the streetscape of Mulberry Street connected with changes in the ethnic identity of its inhabitants, from regional Southern Italian to Italian American.     Introduction n the winter of 1877, a group of mourners gathered in a dimly lit funeral parlor on Pearl Street in lower Manhattan to pay their last respects to Ah Fung (sometimes referred to as Ah Lung), a Chinese Iman who had been brutally murdered in his Lower East Side apartment. He had died of “ghastly wounds” at Bellevue Hospital after living for eighty hours with his brain exposed.1 Both Irish and Chinese people attended the funeral, including Mrs. Ah Fung, a woman of Irish ances- try. The New York World described the mixed gathering as “something unprecedented . [that gave] a good idea of the cosmopolitan character of the city”2 Given the well-publicized history of anti-Chinese hostility among the Irish working class, it is not surprising that the editors viewed the Ah Fung funeral as an anomaly.3 The details of Ah Fung’s life are murky. TheWorld described him as a laundry worker, while the New York Times reported that he had eked out a living making cigars and cigarettes with a Chinese man, Tung Ha, also known as “Peter Johnson,” and his white wife, Theresa.4 The three lived at 17 Forsyth Street, located in an ethnically mixed neighborhood across from the future site of the Manhattan Bridge. For unknown rea- sons, the household had not included Ah Fung’s wife; the two appar- ently had been living apart for several months before the attack.5 Like other working-class immigrant communities, the Chinese called on their local mutual aid societies to help cover the funeral costs.6 2 | intRODuction Members of the Ene E.

On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation of the 143 Allen Street House and the proposed designation of the related Landmark Site (Item No. 6). The hearing had been duly advertised in accordance with the provisions of the law. Four people spoke in favor of designation, including a shareholder in the property and representatives of the Historic Districts Council and the Society for the Architecture of the City. Summary The Federal style row house at 143 Allen Street was constructed c. 1830-31 as a speculative investment by George Sutton, a ship captain and counting house merchant. Originally part of a group of six similar residences, it is located in the heart of what is now known as Manhattan’s Lower East Side on land that was once part of the vast country estate of James De Lancey. The area developed rapidly following the turn of the 19th century and by the 1830s had become a bustling neighborhood composed in large part of brick and brick- fronted Federal style row houses. George Sutton had established himself in the early 19th century as a captain sailing the coastal trade route between New York City and Charleston, South Carolina. He eventually became ship master in the New- York and Charleston Packet Line, and later an agent and merchant working in a counting house on the East River waterfront.

INTRODUCTION This chapter summarizes and responds to all substantive comments on the Supplemental Draft Environmental Impact Statement (SDEIS) published in March 2003 for the Second Avenue Subway. Public review for the SDEIS began on March 2003, with publication and distribution of the document. The Metropolitan Transportation Authority (MTA) held two public hearings to receive comments on the document: on May 12, 2003 in the auditorium of the Alexander Hamilton U.S. Custom House at One Bowling Green (Lower Manhattan); and on May 13, 2003, in the Hecksher Auditorium at El Museo del Barrio, 1230 Fifth Avenue (at 104th Street in East Harlem). The public comment period remained open until June 10, 2003. The SDEIS was circulated to involved and interested agencies and other parties and posted on the MTA’s website, and notice of its availability and the public hearing were published in the Federal Register on April 11, 2003. To advertise the public hearing, MTA published notices in the New York Post, Hoy, Amsterdam News, Chinese World Journal, and New York Daily News. In addition, information on the public hearing was posted on the MTA’s website, a notice of public hearing was mailed to all public officials and interested parties in the MTA service area; and a press release announcing the hearing was sent to all media outlets in the area. Bilingual signs announcing the hearing were posted in all MTA New York City Transit (NYCT) subway stations and on some buses. Brochures were handed out in major Manhattan East Side NYCT subway stations.
