Calls for the intervention of the United States Department of Justice (“DOJ”) have come from many quarters: Illinois Attorney General Lisa Madigan has written a letter requesting DOJ to investigate the Chicago Police Department (“CPD”); former Secretary of State Hillary Rodham Clinton has called for an investigation of police brutality in the city; the Chicago Tribune and Sun- Times have called for federal intervention;1 Chicago Mayor Rahm Emanuel has signaled his openness to DOJ’s intervention; civic leaders and activists throughout the State of Illinois have expressed outrage at the broken relationship between the CPD and the communities its members are sworn to serve and protect.
