    Chapter – V Compliance Audit Paragraphs Pages 51-60 Chapter V – Compliance Audit Paragraphs Municipal Administration and Urban Development Department 5.1 Municipal Solid Waste Management 5.1.1 Introduction Government of India notified “The Municipal Solid Waste (Management and Handling) Rules 2000” in September 2000 to manage the increasing quantum of waste generated due to urbanisation. Pursuant to this, Government of the composite State of Andhra Pradesh formulated guidelines in June 2005 to promote awareness among the public about the principles of waste management and ensure that the cities and towns in the State are clean with high quality of public health. 5.1.2 Audit Approach Audit of implementation of Solid Waste Management (SWM) Rules 2000 by Urban Local Bodies (ULBs) in Andhra Pradesh was conducted during March - June 2015 covering the period 2010-11 to 2014-15. Audit methodology involved a test check of records of five Municipal Corporations (Guntur, Kadapa, Nellore, Tirupati and Vijayawada) and four Municipalities (Adoni, Machilipatnam, Nandyal and Vizianagaram) in the State. Audit findings were benchmarked against criteria sourced from Municipal Solid Waste (Management & Handling) Rules 2000, Guidelines for Municipal Solid Waste (MSW) Management issued by Commissioner and Director of Municipal Administration (CDMA), Hyderabad in June 2005, Bio Medical Waste (Management & Handling) Rules 1998, E-Waste (Management & Handling) Rules 2011 and orders and circulars issued by Government of Andhra Pradesh from time to time. Audit findings 5.1.3 Fund Utilisation The State Government did not earmark any specific budget allocation for implementation of the activities under MSW management rules. However, GoI released grants through Twelfth Finance Commission (TFC) for implementation of MSW management during the period from 2005-06 to 2009-10.

    PREFACE This is the first separate report of the Comptroller and Auditor General of India (CAG) on Panchayat Raj Institutions (PRIs) and Urban Local Bodies (ULBs) in Andhra Pradesh. The report (for the year ended 31 March 2006) is prepared for submission to the Governor of Andhra Pradesh under Article 151 (2) of the Constitution. CAG conducts audit of PRIs and ULBs under Section 14 of C&AG’s (DPC), Act, 1971. Further, based on the recommendations of the Eleventh Finance Commission, Government of Andhra Pradesh entrusted the C&AG (August 2004) with the responsibility of providing Technical Guidance and Supervision under Section 20 (1) of C&AG’s (DPC) Act. The report contains three chapters. Chapter one gives an overview of the structure and finances of Local Bodies. Chapter two consists of the results of the ‘performance audit’ of ‘ Andhra Pradesh Urban Services for the Poor’ (APUSP) and ‘Information Technology audit of Soukaryam’ – an e-Governance Project of Greater Visakhapatnam Municipal Corporation. The last chapter contains observations arising out of audit of transactions in PRIs and ULBs. v Overview This Audit Report includes two performance reviews and seven audit paragraphs on Urban Local Bodies apart from six audit paragraphs on Panchayat Raj Institutions. It also contains observations on the structure and finances of Panchayat Raj Institutions (PRIs) and Urban Local Bodies (ULBs) and the results of supplementary audit under the scheme of Technical Guidance and Supervision. Copies of the draft review and paragraphs were forwarded to the Government and the replies received have been duly incorporated in the Report.

    Chapter V Compliance Audit Paragraphs 0°•≥ ; Chapter V – Compliance Audit Paragraphs Municipal Administration and Urban Development Department 5.1 Construction and maintenance of internal roads in Urban Local Bodies 5.1.1 Introduction As per Twelfth Schedule to the Constitution, ‘roads’ is one of the subjects 1 entrusted to the Urban Local Bodies (ULBs). Roads are necessary for public safety and convenience. For this purpose, ULBs are required to make provision 2 for construction, maintenance, alteration and improvement of streets, bridges, sub-ways, culverts, causeways or the like within the jurisdiction of the ULB. The function of a network of roads is to ensure safe and efficient circulation of traffic in ULBs. 5.1.2 Organizational set-up The ULBs function under the administrative control of the Principal Secretary, Municipal Administration and Urban Development (MA & UD) at Government level. The Commissioner and Director of Municipal Administration (CDMA) is the Head of the Department. ULBs are governed by Councils comprised of elected members. Each Council is headed by a Chairperson who shall be nominated by the elected members of the Council. Municipal Commissioner is the executive head of the respective ULB. The ULBs transact their business as per the provisions of the Acts concerned. The Public Health and Municipal Engineering Department is responsible for undertaking all capital works. Maintenance works are looked after by the Engineering wing of ULB. 5.1.3 Audit Approach Compliance Audit of construction and maintenance of internal roads 3 in 11 4 selected 5 ULBs (out of 110 Urban Local Bodies) was conducted during the period February-June 2017.
