2021 WORLD UNIVERSITY GAMES SELECTION POLICY: 18 – 29 AUGUST, CHENGDU, CHINA Note: Due to the current Covid-19 pandemic, there are ongoing risks relating to international travel. The wellbeing and safety of Athletics New Zealand members and staff is of key importance. The final decision whether to send a team to the 2021 World University Games will be at the discretion of the Board of Athletics New Zealand following consultation with the Chief Executive Offer, High Performance Director, any other personnel that the Board deems appropriate and after consideration of all relevant factors as determined by the Board, including then current overseas travel advice of the New Zealand Government. Note: International University Sports Federation and University and Tertiary Sport New Zealand are yet to send us the updated competition circular, therefore the following details are subject to change. 1. SELECTION PHILOSOPHY 1.1 This Selection Policy is issued by Athletics New Zealand Inc. (“Athletics NZ”) and sets out the basis on which the Athletics NZ Selectors (refer to clause 2) will consider athletes for selection to compete at the 2021 World University Games (the “2021 WUGs”). 1.2 The 2021 WUGs is an Athletics NZ “Silver” Singlet competition (i.e. a World Championship other than a World Athletics Track & Field Championships, Olympic Games or Commonwealth Games). 1.3 Selections of; a. Individual athletes for this team will be those deemed capable of a Top 16 placing at the 2021 WUGs; and b. Relay team(s) will be those deemed capable of a Top 8 placing at the 2021 WUGs. 1.4 The 2021 WUGs is an athlete-funded competition and athletes seeking selection in accordance with this Selection Policy will have to participate at no-cost to Athletics NZ (refer to clause 11). 2. SELECTION PANEL 2.1 The board of Athletics NZ (“Athletics NZ Board”) has endorsed the following Selection Panel (“Selectors”) to consider and select athletes for the 2021 WUGs: a) Craig Motley (“Convenor”); and b) Sarah Cowley-Ross; and c) Graham Seatter. 2.2 The Athletics NZ Board reserves the right to replace any member of the Selectors at any time for any reason. 3. CONDITIONS OF SELECTION 3.1 As a condition of selection for the 2021 WUGs, an athlete must: DOC EXPIRES: 29 August 2021 Page 1 of 11 a. Have achieved at least one (1) Performance Standard (refer to clause 4) that is listed on the official Athletics NZ rankings website and that is achieved within the following Qualification Periods; and Categories/Events Qualification Period NZ & Australia based athletes 1 October 2020 – 21 April 2021 Overseas based athletes 1 October 2021 - 13 June 2021 b. Be a registered member of Athletics NZ at the time of achieving their Performance Standard; and c. Have submitted an Application for Selection Form and pay a $500.00 bond (refer to clause 11) by 5pm on Wednesday 3 March 2021; and d. Have competed at the Compulsory Selection Trial/s (refer to clause 6) or have been granted dispensation from these competitions; and e. Have satisfied all 2021 WUGs eligibility, nationality, and participation requirements; and Enter into an athlete agreement with Athletics NZ (“Athlete Agreement”) – Note: This agreement will be distributed upon selection; and f. Be and remain in good standing with Athletics NZ and at all times comply with all Athletics NZ and/or 2021 WUGs and/or World Athletics and/or FISU codes of conduct and regulations and the terms and conditions of the Athlete Agreement and otherwise conduct themselves in a way that does not bring the sport or the team into disrepute; and g. Not have used or administered any substance which, if it had been detected as being present in the athlete’s body tissue or fluids, would have constituted doping or used any prohibited method or committed any other doping offence as defined in any applicable Athletics NZ or World Athletics anti-doping or related rules or regulations; and h. Consult with and receive approval from the 2021 WUGs Team Leader to compete in any event exceeding 10km after Sunday 13 June 2021, for those relevant. Note: Athletes should be aware that failure to comply with any of the requirements set out in clause 3.1 may render an athlete ineligible for selection. Note: Nothing in this Selection Policy obliges Athletics NZ to select a full contingent of athletes in any event regardless of the FISU Regulations, University and Tertiary Sport New Zealand (“UTSNZ”) Regulations, World Athletics Technical Regulations or the 2021 WUGs Local Organising Committee (“LOC”) entry requirements. Relay Athletes 3.2 To be eligible to compete at the 2021 WUGs as a member of a relay team, each member of the relay team must comply with all the requirements set out in clause 3.1 (see also clause 4.4). 3.3 Relay team members that have not met the performance standard for an Individual Event may be included in an Individual Event at the discretion of the 2021 WUGs Team Leader, in consultation with the Athletics NZ High Performance Director (“Athletics NZ DOC EXPIRES: 29 August 2021 Page 2 of 11 HPD”), the athlete and their personal coach; provided that the athlete has met the applicable FISU minimum entry standard. Qualification Period Extensions 3.4 In exceptional circumstances where a New Zealand or Australia based athlete is deemed by the Convenor in consultation with the Athletics NZ HPD to have had limited qualifying opportunities during the Qualification Period, they may be granted a qualification period extension up to midnight on Sunday 13 June 2021 (Perth, Australia time). 3.5 Athletes seeking a qualification period extension must make a request for a qualification period extension by e-mail accompanied by relevant supporting documents (e.g. medical certificate) as soon as they are aware of their situation, but no later than 2:00pm on Tuesday 2 March 2021, to the Convenor. 3.6 Decisions regarding whether to grant a qualification period extension are solely at the discretion of the Convenor in consultation with the Athletics NZ HPD. 4. ENTRY REQUIREMENTS 5.1 UTSNZ Regulations stipulate the following: a. If studying in New Zealand, you must be attending a New Zealand Tertiary Education Institution as recognised by the Ministry of Education and endorsed by UTSNZ (see appendix 1). Note: Generally, if studying overseas, you must be studying at a University or similar Tertiary Education Institution that is recognised as holding Tertiary status by the appropriate academic authority of that country. These will be considered on a case by case basis. 5.2 FISU Regulations stipulate the following athletes can compete: a. Students who are currently officially registered as proceeding towards a degree or diploma at a University or similar institute, the status of which is recognised by the appropriate authority in the country; or b. Former students of the institutions mentioned in 5.1a who have successfully obtained their academic degree or diploma in the calendar year preceding the event, e.g. graduated in 2021 in relation the 2021 WUGs. Note: The study of individual papers without the pursuit of a degree or diploma is insufficient to meet FISU requirements. For further clarification please contact the Athletics NZ High Performance Programme Administrator, Brianna Maynard. Age requirements 5.3 Athletes must be at least 18 years and no older than 25 years of age on 31 December 2021 (i.e. born between 1 January 1996 and 31 December 2003). Individual Events 5.4 Member Federations may confirm a maximum of two (2) athletes per Individual Event other than the following exception: a) For the Men’s & Women’s Half Marathon and the Men’s & Women’s 20km Race Walk up to three (3) athletes can be entered per event. Relays 5.5 Member Federations may enter one (1) team per relay event. DOC EXPIRES: 29 August 2021 Page 4 of 11 5.6 Up to six (6) athletes can be entered per relay team (i.e. without being selected for an Individual Event). 5.7 Athletes competing in an Individual Event that corresponds to a relay team (i.e.
