Introduction How has COVID-19 affected the operation of Canada’s provincial and territorial legislatures? Canada’s federal system divides powers between the federal government and the provinces and territories. Many of the policy areas most vital for responding to COVID-19, such as health care, education, and workplace safety, are assigned to provincial and territorial governments. With 13 different experiences of the virus, and 13 different provincial and territorial government responses in Canada, there are also 13 different sub-national parliamentary democracies of varying size, capacity, and partisan balance that are struggling to adapt to radically altered circumstances. As past editions of the Democracy Monitor discussed, the basic structure of legislatures – which bring dozens of elected representatives from across a jurisdiction to a single room – makes them especially vulnerable to disruption by COVID-19. As such, it can be tempting for legislatures to quickly give governments the power to respond to the pandemic and then suspend operations. Yet the enormous impact of these decisions – such as whether schools or businesses must close – as well as the variety of impacts on different cohorts of citizens, makes it vital that representatives closely scrutinize the choices made and their implementation. Depending on the duration of the disease’s spread, provincial and territorial legislatures may also need to resume work on the many issues other than COVID-19 that fall under their jurisdiction.

    Leadership Selection in Alberta, 1992-2011: A Personal Perspective Ted Morton In 1991, the Progressive Conservative Party of Alberta changed its rules for selecting its party leader. They abandoned their traditional method of a leadership convention (with delegates drawn from each constituency), and instituted a new one-member, one-vote system. Under this new system, the Alberta PCs have elected three new party leaders: Ralph Klein in 1992; Ed Stelmach in 2006; and Alison Redford in 2011.     Sketches of Parliaments and Parliamentarians Past Railway Travel, Tea Stains and Legislative History A strange piece of material from an historic trip through central and southern Alberta by members of the province’s first legislature, staff and others has found its way back to the legislature more than 100 years after it was produced – antique tea stains still intact. Valerie Footz In December 2011, Phyllis Telford arrived in the Alberta Legislature Research by Library staff Library with a curious object to donate. She carefully unfolded a piece of revealed that the cloth is signed by cloth covered in signatures and explained that it was handed down in the the Lieutenant Governor, Members family from her grandfather, Robert Telford. After holding its First Sitting of the First Legislature from March 15, 1906 to May 9, 1906, the new legislators embarked on an extensive railway tour of the central and southern Alberta. As reported in the Lethbridge Herald on August 16, 1906, Lieutenant Governor George H.V. Bulyea stated the purpose of the trip was “to supply members of the Legislature who had to do with the government of the province, with personal knowledge of this part of the province.” From August 7 to 11, most of Alberta’s 25 elected Members and other distinguished guests rolled through 78 locales and made 18 stops adhering to an exacting itinerary.

    The Standing Committee on Statutory Instruments has the honour to present its NINTH REPORT on Regulations and Regulation Making Powers. The Regulation Ordinance and its one regulation thereunder setting fees are the sole references to the content and production of regulations and statutory instruments in the legislation of the Yukon Territory. Since our own legislation and procedures are so limited,your Committee has further examined: (1) Chapter 26of the 1968 Report of the Royal Commission on Civil Rights from Ontario, (generally referred to as the McRuer Report), which deals with the review of subordinate legislation; (2) the Second Report of the Joint Standing Committee on Regulations and other Statutory Instruments of the Federal Parliament made in February 1977; and (3) the recent Report of the Select Committee of the Alberta Legislature on Regulations. Our present legislation is nothing more than an outline of the procedure to be followed in filing and publishing Regulations in Yukon. Your Committee has compared our legislation with the legislation of other provinces and territories and found it to be seriously deficient in substance. This House took a major step forward in accepting its responsibilityforsubordinante legislation by establishing this Standing Committee of the House in March of 1977. The reports of the Committee have indicated most clearly that there are some very serious deficiencies in both our Ordinances and regulations at the present time. These deficiencies are of such a serious nature that it will be a number of years before even a portion of them can be corrected. This Committee is making this report in order to lay the problems experienced clearly before this House and to seek the support of this House and of the Executive in establishing some policy and procedural changes that will enable this House through its Corrunittee to accept its full responsibility for regulations and statutory instruments in Yukon.

His Kainai, Blackfoot Confederacy and Dakota/Lakota People have lost a great son. Alberta’s First Nations have lost a great political leader and businessman. Fair Deal Panel members have lost a great role model. Chief Goodstriker’s natural ability to create a comfortable space for others to share their point of view was exceptional. He listened, but not just with his ears; all his senses were engaged. We extend our sincerest condolences to the family of Chief Goodstriker and especially to his wife, Tiffany Pompana, who joined us at many town halls across the province.
