CSG WEST 2015–2016 BIENNIUM REPORT 5 Policy Committees Agriculture & Water Preserving Western Water, Protecting Native Species, Promoting International Trade Planning for an Uncertain Future During the 2015–16 biennium, with many Western states experiencing an historic drought, the CHAIR 2016 availability of water was top
