Pacific Studies Series About Oceanic Voyages: Aviation in the Pacific International aviation services are crucial to trade, growth, and development in the Pacific region. Improved access provided by international aviation from every other region in the world to an increasing number of islands is opening new opportunities. Tourism contributes substantially to income and employment in many Pacific countries, usually in areas outside of the main urban centers, and enables air freight services for valuable but perishable commodities that would otherwise not be marketable. Although some features of the Pacific region make provision of international aviation services a challenge, there have also been some notable successes that offer key lessons for future development. Case studies of national aviation sector experience show the value of operating on commercial principles, attracting international and OCEANIC V private-sector capital investment, assigning risk where it can best be managed, and liberalizing market access. Integration of the regional market for transport services, combined with harmonized but less restrictive regulations, would facilitate a greater range of services at more competitive prices. Pacific island country governments have the ability to create effective operating environments. When they do so, experience O shows that operators will respond with efficient service provision. The Impact of the Second World War on the Decolonization of Africa Erin Myrice 2 “An African poet, Taban Lo Liyong, once said that Africans have three white men to thank for their political freedom and independence: Nietzsche, Hitler, and Marx.” 1 Marx raised awareness of oppressed peoples around the world, while also creating the idea of economic exploitation of living human beings. Nietzsche created the idea of a superman and a master race. Hitler attempted to implement Nietzsche’s ideas into Germany with an ultimate goal of reaching the whole world. Hitler’s attempted implementation of his version of a ‘master race’ led to one of the most bloody, horrific, and destructive wars the world has ever encountered. While this statement by Liyong was bold, it held truth. The Second World War was a catalyst for African political freedom and independence. -

WANSALAWARA Soundings in Melanesian History Introduced by BRIJ LAL Working Paper Series Pacific Islands Studies Program Centers for Asian and Pacific Studies University of Hawaii at Manoa EDITOR'S OOTE Brij Lal's introduction discusses both the history of the teaching of Pacific Islands history at the University of Hawaii and the origins and background of this particular working paper. Lal's comments on this working paper are quite complete and further elaboration is not warranted. Lal notes that in the fall semester of 1983, both he and David Hanlon were appointed to permanent positions in Pacific history in the Department of History. What Lal does not say is that this represented a monumental shift of priorities at this University. Previously, as Lal notes, Pacific history was taught by one individual and was deemed more or less unimportant. The sole representative maintained a constant struggle to keep Pacific history alive, but the battle was always uphill. The year 1983 was a major, if belated, turning point. Coinciding with a national recognition that the Pacific Islands could no longer be ignored, the Department of History appointed both Lal and Hanlon as assistant professors. The two have brought a new life to Pacific history at this university. New courses and seminars have been added, and both men have attracted a number of new students. The University of Hawaii is the only American university that devotes serious attention to Pacific history. Robert,C. 1 EXECUTIVE SUMMARY 1.1 Hazard exposure 1.1. Pacific island countries (PICs) are vulnerable to a broad range of natural disasters stemming from hydro-meteorological (such as cyclones, droughts, landslide and floods) and geo-physical hazards (volcanic eruptions, earthquakes and tsunamis). In any given year, it is likely that Fiji, Tonga and Vanuatu are either hit by, or recovering from, a major natural disaster. 1.2. The impact of natural disasters is estimated by the Pacific Catastrophe Risk Assessment and Financing Initiative as equivalent to an annualized loss of 6.6% of GDP in Vanuatu, and 4.3% in Tonga. For Fiji, the average asset losses due to tropical cyclones and floods are estimated at more than 5%. 1.3. In 2014, Tropical Cyclone (TC) Ian caused damage equivalent to 11% to Tonga's GDP. It was followed in 2018 by damage close to 38% of GDP from TC Gita. In 2015, category five TC Pam displaced 25% of Vanuatu's population and provoked damage estimated at 64% of GDP. In Fiji, Tropical Cyclone Winston affected 62% of the population and wrought damage amounting to 31% of GDP, only some three and a half years after the passage of Tropical Cyclone Evan. 1.4. Vanuatu and Tonga rank number one and two in global indices of natural disaster risk. Seismic hazard is an ever-present danger for both, together with secondary risks arising from tsunamis and landslides. Some 240 earthquakes, ranging in magnitude between 3.3 and 7.1 on the Richter Scale, struck Vanuatu and its surrounding region in the first ten months of 2018. -

From Colonization to Integration in Britain and France “The tradition of all the dead generations weighs like a nightmare on the brain of the living.” --Karl Marx, The Eighteenth Brumaire of Louis Bonaparte How do we understand the effects of colonialism and decolonization on integration in Europe and the Americas?1 One important way is to gauge the institutional legacies of history. During the colonial era, countries such as Britain and France established a host of political and administrative institutions to rule beyond their borders. These had significant effects on how people worked, where they lived, what they learned, how they interacted with one another, and even how they understood themselves. It is natural to assume that some of these institutions have had enduring effects on metropolitan societies, particularly given the increasing diversity—in no small measure due to former colonial subjects migrating to the heart of the empire—in Western European societies after World War Two. Yet the relationship between managing ethnically diverse societies in the colonies and managing them at home has rarely been carefully scrutinized. It is sometimes asserted that Britain and France had different colonial policies and that they now have different integration policies that seem in important respects similar to their colonial policies. Ergo, the logic goes, there must be a connection between colonial and integration policies in both Britain and France.
