Operating Territory of the Ameritech Operating Companies 14.1 Operating Territory (N) Wire Center and Interconnection Information is set forth in Exchange Carrier Association Tariff F.C.C. No. 4 (ECA No. 4). 14.2 Competitive and Non-Competitive Counties (N) 14.2.1 General Counties and county-equivalents within the Telephone Company’s operating territories are either Competitive or Non-Competitive for the purposes of pricing Special Access Services. The application of the Competitive and Non-Competitive designations is described in Section 7.4. Rates and charges for Competitive rate elements are provided in Section 21, and for Non- Competitive rate elements, the rates and charges are provided in Section 7.5. For Special Access services, as provided in Section 7, rates and charges for End User Local Distribution Channels and their applicable optional features(2) in Non-Competitive Counties are the price cap rates.(1) 14.2.2 Rate Regulations The application of rates and charges for Special Access services, as provided in Section 7, is based upon the county classification as Competitive or Non-Competitive, as provided in Section 7.4. A list of Competitive and Non-Competitive Counties is located in Sections 14.2.3 and 14.2.4. (1) Until February 1, 2018, End User Local Distribution Channels and their applicable optional features that had not qualified for Phase II, Level 2 pricing flexibility prior to June 1, 2017, will be rated at the price cap rate regardless of the status of the county in which the applicable wire center is located. (2) Optional features for End User channel terminations includes all optional features in Section 7.5, except for the Transfer Arrangement and Network Reconfiguration Service. Raines, pro se, appeals from an order of the circuit court of Cook County dismissing her complaint against her former employer, Illinois Bell Telephone Co., for breach of contract, violation of Title VII, lack of due process under the 14th amendment and 1-11-3679 fraud for failure to state a cause of action. Plaintiff alleges that defendant wrongfully terminated her by falsely claiming that she had retired. For the reasons that follow, we affirm. ¶ 3 I.
