Sports can no longer be considered a luxury but is rather an important investment in the present and future, particularly in developing countries. Sports has proven to be a cost- effective and flexible tool in promoting peace and development objectives. Sports has an enormous contribution to education, human development, health lifestyles and a peaceful world. Sports is also an important enabler of sustainable development through promotion of tolerance, respect and the contribution it makes to the empowerment of women, young people, individuals and communities.

It is against this background that the Government of Uganda through the National Council of Sports (NCS) is working on providing a dynamic sports environment that will enable Ugandans to participate in sports to the best of their abilities and consequently excel at various levels. In order to attain this, in 2017/18, NCS’s main focus was geared at increasing the levels of participation in sports in the country as a means of achieving success right from grassroot levels to local, regional and international levels.

The Council and Management of NCS recognize the various stakeholders for their positive role and contribution to the development of sport in Uganda. The President of the Republic of Uganda, His Excellence Yoweri Kaguta Museveni has reaffirmed his commitment for sports through the increase of the Sports Budget to Ugx.17Billion in the FY 2017/18, which increase shall go a long way in elevating the country’s performance as witnessed by the performance of Uganda at the XX1 Commonwealth Games in . The Ministry of Education and Sports is recognized for the visionary leadership of the Sports sector, Uganda Olympic Committee (UOC) and other Government Ministries/Departments for the different roles they jointly play to promote sport in Uganda.

Great recognition goes to the athletes/sportspersons who have worked tirelessly hard to achieve sports success and fly the Uganda flag high both regionally and internationally. It is important to note that the Ugandan athletes have exceptionally marketed Uganda across horizons.

We appreciate the voluntary efforts of the Executive Committees of National Associations/ Federations for the exceptional leadership of these bodies. Utmost appreciation goes to the sponsors for their generous contribution through funding of sports activities/ programmes.

In the coming year 2018/19, there are a number of programmes that are geared at steadily increasing participation and excellence in sport and NCS is excited to be at the forefront of sports in Uganda.

National Council of Sports continues to effectively and efficiently deliver on its mandate within the government priorities in order to achieve its mission of “Maximizing opportunities for all Ugandans to participate and excel in Sports”. We believe that Sport is a key catalyst for Social Cohesion, Nation Building and a major catalyst for the transformation of Uganda in achieving its Millennium Development Goals. The year under review has been a good and memorable Sporting year and Uganda has attained tremendous growth and transformation. The XXI Commonwealth Games, Gold Coast, Australia topped Uganda’s show of abundant talent at the international scene with 6 medals and a 15th overall finish out of the 71 nations that participated. This performance can greatly be attributed to the enormous Ugx.3.1 Billion financial boost by government towards the team preparation and participation. Equally, the She Cranes put up a spirited performance to finish in 6th position at their debut at the Commonwealth Games. As our athletes flew our flag high internationally, Government extended appreciation and recognized their achievements by rewarding the Excelling Athletes who won medals at the Commonwealth Games to a tune of Ugx.100 Million. Allow me to note that this set precedence of NCS to continuously reward athletes who shall bring national glory at international sports events. The Reward Scheme supplements the already in place Presidential Stipend that provides a monthly allowance to Uganda’s medalists. And now with the overall Sports budget shooting to Ugx.17 Billion, the sky is the limit for what Ugandan athletes are promising to transcend at national, regional and International level. As we start off 2018/19, we are looking forward to tremendous transformation of the sports sector with Uganda positioning herself at the helm of Sports in Africa. Accordingly, NCS has a long term plan that shall fully empower all potential Ugandans to participate in sports through its grassroots sports development programmes; through the revival of district sports associations/ Sports Councils and establishment of Sports Centres of Excellence. NCS believes that these shall go a long way in identification, and nurturing the abundant talents across the country. We believe that the programme shall provide a levelled playing field and the provision of equality of opportunity for all Ugandans. National Sports Association/Federations are reminded about governance issues as key to the transformation of the sector and accordingly, NCS shall annually carry out the Monitoring and Evaluation exercise to ensure alignment of our programmes and the federations are well understood and implemented. I would like to commend the good team I closely work with at NCS and our line Ministers in Education and Sports plus all the other stakeholders who without their support, we would not have achieved this much success. The achievements, initiatives and innovations in this report project a good and promising outlook for the year 2018/19. We therefore wish to take this opportunity to invite all our stakeholders to join us in this crusade of revamping sports in the country.

The NCS Annual Report 2017/18 gives a comprehensive account of the major sports accomplishments performances/activities of the Council, both administratively through its departments/units and technically through the 40 affiliated/compliant National Sports Federations/Associations. The report also points to the challenges faced in achieving Council’s Mission and Vision and proposed strategies can be done to address these challenges.

The NCS Annual Report 2017/18 has been prepared in line with the NCS Strategic Plan 2016/2021 especially for the set goals and undertakings to be carried out in the subsequent year 2018/2019 for sports development.

The NCS Annual Report follows the Financial Year and hence runs from July 2017 to June 2018.

1.1 Background National Council of Sports (NCS) is a statutory organ whose establishment, status and powers are enshrined under The NCS Act of 1964, to among other things; Develop, Promote and Control sports activities in Uganda on behalf of Government, under the Ministry of Education and Sports. The NCS which is linked to the Supreme Council for Sports in Africa (SCSA) and other relevant sports organizations serves as an apex organization that coordinates all sports activities in the country, in conjunction with National Sports Associations/Federations. The NCS mandate among others include;

1. Develop and promote all forms of sport on national basis, in conjunction with voluntary amateur sports bodies, and also providing training and the required staff. 2. Encourage and facilitate cooperation among the various national sports associations. 3. Approve international and national sports competitions and festivals organized by national and other associations. 4. Organize, in conjunction with the nation associations, national and International competitions and festivals as a means of gaining experience and fostering friendly relations with other nations, and other activities as may be approved by the minister. 5. Stimulate interest in sports at all levels. 6. Plan the general policy of sports promotion. 7. Award, in consultation with the national associations, medals, diplomas, certificates and other incentives for the encouragement and promotion of sporting activities. 8. Sponsor scholarships for the training of coaches and organizers. 9. Advise the Minister of Sports regarding external relations in the field of sports 10. Arrange with local authorities for the provision of sporting facilities at all local levels and to inculcate a high level of sportsmanship and discipline. 11. Approve expenditure of national associations in receipt of grants made or through the Council and to audit the accounts of such associations.

1.4 The Council The Minister of Education and Sports (Sports) appointed members below to The Council, which is the governing body of the National Council of Sports, to serve from 1st February 2018 to 02nd February 2020.

2.1 FINANCE AND ADMINISTRATION

NCS Strategic Plan 2016/21 The NCS Strategic Plan 2016/21 is being implemented as the principle guide with various strategies/ interventions that can help to leap frog the sports sub-sector within the next five years and proposes various innovations for turning around the sports sub-sector. The NCS Strategic Plan is a road map for confronting challenges, keeping on track over time, and allowing NCS to respond to change while remaining faithful to the Mission and Vision in order to deliver its mandate. The Key strategic objectives in the NCS Strategic Plan 2016/21 are: Strategic Objective 1: Reposition NCS through Institutional capacity building Strategic Objective 2: Enhancement and Promotion of sports development Strategic Objective 3: Branding and Image Building Strategic Objective 4: Initiate National and Inter-national Partnerships

Improved Budget allocation NCS’s consistent plea for increased funding to sports sub sector was answered by government’s increased NCS budget support from Ugx.3.4Billion to Ugx.17Billion in the FY 2017/18. The same amount of Ugx.17Billion has been maintained in the BFP 2018/19.This is a big stride and land mark achievement for NCS. The budget request for 2018/19 submitted to MoFPED for review for NCS is Ugx.40,446,264,797.

Upgrading National Council of Sports to a Vote Status in the FY 2018/2019 On a similar note, the Ministry of Finance, Planning and Economic Development passed NCS’s quest for a vote status in the FY 2018/19. The development allows NCS to have more control of its finances and the operations of the vote will among other requirements be managed in accordance with section 11(4) of the PFMA, 2015 (Amended).

10 | National Council of Sports | Annual Report 2017/18 Budget for the F/Y 2017/18 The 2017/2018 Financial Year Budget was prepared under the theme: ‘Enhanced support for improved sports performance’.

Revenue The overall approved budget for the FY 2017/18 amounted to Ugx.16,636,561,805 of which Ugx.2,822,349,955 (17%) was from the Government Subvention Grant, Ugx.12,537,475,700 (76%) was from Supplementary Budget while Ugx.873,736,150 (5%) was Non Tax Revenue Collections and Ugx. 403,000,000 (2%) was for Copa Coca Cola.

Expenditure The total expenditure incurred by Council during the period was Ugx.16,212,425,657 of which Ugx.325,055,020 (2%) was spent on council operations expenses, Ugx.1,321,722,459 (8%) was spent on Wages expenses, Ugx.1,434,116,626 (9%) was expenditure on Recurrent expenses and Ugx.13,131,531,552 (81%) was spent on Sports Development and Promotion.

National Council of Sports | Annual Report 2017/18 | 11 Workshops NCS organized a workshop in a bid to enlighten and strengthen its capacity and that of N/As in a quest for enhanced service delivery. The workshop for all the compliant National Sports Associations/ Federations was successfully organized on 29th September 2017 at the NCS MTN Arena. The objectives of the workshop was to discuss various issues pertaining to the development of sports in the country, specifically in regard to Policy framework, reporting and good governance. The one day workshop was presided over by the Hon. Minister of Education and Sports (Sports), Council Members, Staff and Officials from Ministry of Education and Sports.

Assets and Infrastructure Maintenance NCS continues to undertake periodically maintenance buildings/sports facilities within the Lugogo Sports Complex and supporting equipment.

Rebranding of National Council of Sports As part of the rebranding strategy, NCS embarked on a number of rebranding projects for both administratively and infrastructural development to improve the image of NCS.

2.2 BUSINESS AND INVESTMENT

Establishment of partnerships National Council of Sports has continued to initiate several partnerships with the corporate world, and internationally that have resulted in the implementation of many sports programs, and securing of sponsorships for sports development. Notably among these include CORSU, Arsenal FC, JICA, Japanese Embassy, Chinese Embassy, British Council, UK Sports, and MTN Foundation etc. Mountain of the Moon University and Avance University have initiated a request for partnership with NCS which process is ongoing.

NCS partnered with CoRSU Hospital and carried out a sports injury screening and rehabilitation exercise conducted by a team of 06 sports medicine consultants/specialists from . Over 200 athletes with injuries from different sports disciplines benefited from the expertise of visiting Canadian medical

12 | National Council of Sports | Annual Report 2017/18 personnel. In addition to the screening, the team conducted a Sports Medicine Training course with over 42 medical sports practitioners attending the one day course. The training was a continuation of the earlier training in 2016/17.

NCS has entered into partnership with the Ministry of Foreign Affairs under the sports diplomacy department. The aim of the partnership/working relationship is among others to ease acquisition of visas for travelling sports athletes through the Ministry’s recommendations, enable government to track team Uganda’s travelling delegation, liaise with Foreign Missions and visiting foreign delegations on possible areas for sports development in Uganda and equally accord Uganda’s travelling delegation diplomatic assistance where possible while on foreign travel for when such teams travel they don’t only represent the country in that sport but also act as Uganda’s Ambassadors.

Management of Stadia National Council of Sports has continuously supported N/As with use of facilities to facilitate sports development. NCS properties/facilities are all located within the Lugogo Sports Complex. These include: l The MTN Arena l The Hostel l The Lugogo Cricket Oval l Courts l The Center l NCS Administration Block l The Hockey Pitch On the other hand, the UOC Offices (Former Guest House), the Copper Chimney Restaurant, Sideline Bar & Restaurant and the Gymnasium have been leased out. These properties generate income- to supplement on Government subvention.

2.3 INFORMATION MANAGEMENT

NCS Online The National Council of Sports website is operational and can be accessed via www.ncs.go.ug. The sports web portal provides resourceful information and efficient reporting to the general public for sports development. Equally, social media pages on Facebook - National Council of Sports and Twitter @NCSUganda1 are available.

2.4 HUMAN RESOURCE

Staffing NCS maintained a total of 49 on staff structure. The table below shows the number of staff in the respective departments.

The Council considers staff as the most important resource in driving its strategic mission and objectives. NCS Continues to provide a safe and harmonious working environment for increased productivity for the benefit of the sports sector.

National Council of Sports | Annual Report 2017/18 | 13 Staff Training and Development NCS continues to offer opportunities for its staff to learn and develop. During the Financial 2017/18, various staff attended and benefited from different capacity development programmes as highlighted below: • Team Building (35) • Dissemination of NCS Internal Policies (41) • Communication and Reporting in Organizations (41)

In addition, NCS also encourages its staff to undertake training on their own in order to improve their skills. As such a number of staff are undergoing training where the Council grants them Examination Leave to enable them undertake their studies.

Internship Training NCS continues to partner with various Institutions of Higher Learning to offer training opportunities to their students. As such, during the year, 5 students from , Makerere University Business School, benefited from this arrangement.

2.5 TECHNICAL Implementation Sports Statutory Instruments 2014 The Sports Statutory Instruments 2014 are operational and 40 National Associations have currently fully complied to this Sports Policy and accordingly have been issued with a Certificate of Recognition by NCS, while others are still pursuing their Certificates of Incorporation from the Ministry of Lands and Urban Development.

Monitoring and Evaluation of compliant N/As The NCS monitoring and evaluation exercise was successfully concluded in May 2018. A total of 45 compliant National Sports Associations/Federations were visited in their respective geographical locations to capture data pertaining to these organizations. The same monitoring and evaluation tool was used for all associations. The exercise aimed at enabling NCS reach out to National Associations more directly, to verify their programmes /activities /challenges etc. The exercise is the aftermath of the implementation of the NCS Statutory Instruments 2014’.

Policy & Regulation of National Associations NCS has implemented policy frameworks for the effective management/ administration of National Sports Associations thus enabling conflict resolution, policy guidance and created harmony in various national sports associations and federations.

Presidential Stipend The through State House continues to implement the Presidential monthly stipend to top excelling Ugandan athletes with the aim of rewarding/appreciation of athletes who win medals at International Meets and consequently facilitate their training for future events.

Since its inception in 2012, 35 athletes are benefiting from the scheme until they retire from active competition. The monthly motivational aspect allows for Gold medal winners to receive UGX 5million, Silver medalists UGX 3million while UGX 1million for Bronze medalists.

14 | National Council of Sports | Annual Report 2017/18 Additionally, the President directed for Govern-ment support of UGX 350million each year for the Uganda Athletics Federation and another UGX 350million each year to the Federation of Uganda Football Associations with effect from the Financial Year 2012/13 as well as a monthly stipend of UGX 1million to the National Football Team Players.

Bonus Points Scheme for Talented Sports persons NCS continues to coordinate the Bonus Points Scheme for Talented Sports persons that allows for Talented Sports persons to receive bonus points for admission to Tertiary/Higher Institutions of learning.

Recognition and Reward of Excelling Athletes In line with strategic objective 4.2.5 of recognition of excelling athletes as captured in the NCS Strategic Plan 2016/2021 and also in line with strategic objective 3.2.4 (c), priority intervention 1(c) of Ministry of Education and Sports Sector Strategic Plan 2017/2020, NCS for the first time in the history of Team Uganda to the Commonwealth Games 2018, awarded the five medalists who won medals in Gold Coast, Australia with cash prizes to a tune of Ugx.100 Million.

Double Gold Medalist Joshua Cheptegei was awarded with Ugx.50 Million and another Gold Medalist Stella Chesang received Ugx.20 Million. Solomon Mutai who won a silver medal received Ugx.15 Million, while Bronze Medalists Mercyline Chelangat and Juma Miiro were each rewarded with Ugx.7.5 Million.

National Council of Sports | Annual Report 2017/18 | 15 3.0 PROPOSED PROJECTS IN 2018/2019:

Formulation of the Physical Activity and Sports (PAS) Bill NCS is fast tracking the adoption of the Physical Activity and Sports Bill (PAS Bill) in order to streamline the legal framework that governs the sports sub-sector. The PAS Bill once adopted shall repeal the NCS Act of 1964. Equally, the Bill proposes for the establishment of the Sports Development Fund, establishment of the Uganda Sports Institute, establishment of a Sports Tribunal and establishment of an Office of the Sports Registrar to register, regulate and license sports organizations. NCS has submitted its final proposal for consideration to the national task force. To this end, the NCS will ensure that the bill will be fast-tracked and eventually tabled before parliament during the first half of the year 2018.

Public Private Partnership NCS embarked on the initiative to re-develop various sports facilities within the Lugogo Complex to transform them into modern state of the art structures, to suit modern times. The Ministry of Finance, Planning and Economic Development approved both the proposal and the NCS Project Team. The NCS project team is headed by Dr. Ogwel Benard Patrick (NCS). The project team is composed of technocrats from the Ministry of Finance, Planning and Economic Development, Ministry of Education and Sports, Ministry of Justice and Constitutional Affairs, Ministry of Lands, Housing and Urban Development, Office of the Accountant General and NCS. The team is responsible for fast-tracking the PPP project in-line with PPDA Act. The PPP is expected to offload the economic potential of our strategic land in respect of the massive investment anticipated, and the returns on investment to support sports development and massive investment in infrastructure development in the country.

Review of the Physical Education & Sports Policy The current Physical Education and Sports Policy was formulated in 2004, to act as a guide for development of sports in the country. However, this policy has been over taken by events, and requires to be reviewed urgently.

Review the NCS Act 1964 The current legal framework for sports is mainly derived from the outdated NCS Act 1964. Therefore, in order to streamline the Management of sports in the country, there is need to repeal the Act to suit the current trend of sports development- which would hitherto enable NCS become a one stop center for all matters of sports in Uganda. To this end, a task force was constituted by the Permanent Secretary, Ministry of Education and Sports that has embarked on the review of the NCS Act 1964 to have it in tandem with the current sports trends.

Funding Policy NCS has set out to adopt a Funding Policy with defined principles/guidelines for allocation of the meager NCS financial resources to National Sports Associations. The Funding Policy shall benchmark on various Sports Funding Programmes.

Consequently, NCS rolled out to support priority National Sports Associations who have over the years attained a good return on investment through their outstanding performances at national, regional and international level. 16 | National Council of Sports | Annual Report 2017/18 Formulation of a Comprehensive Business and Investment Plan NCS has prepared a Business and Investment Proposal that should guide the institution to optimally utilize the existing facilities and also stimulate other investments that have potential and a good return on investment.

Construction of the High Altitude Training Centre in Teryet Construction of the National High Altitude Training Centre at Teryet in Kapchorwa is ongoing and NCS is part of the Steering Committee. The contractor ( National complete plant Import and Export Corporation) has started works on the High Altitude facility with the first phase already in progress on construction of a proposed hostel, the 3kilometre jogging track, and artificial turf. The center once finished, shall benefit elite athletes especially in Athletics, Football and Rugby.

The Uganda Sports Wall of Fame MTN Uganda through its corporate umbrella body, the MTN Uganda Foundation in collaboration with NCS shall embark on a sports recognition initiative known as “The Uganda Sports Wall of Fame”. The initiative is aimed at the promotion and development of Sports in Uganda through rewarding great and legendary sports personalities. The project shall be hosted at the MTN Arena.

The Uganda Sports Wall of Fame shall be a prestigious award for legendary and retired sports personalities who participated and excelled to the highest level of sports recognition. A plaque of the Inductee and his achievements shall be fitted at the entrance wall of the MTN Arena-Lugogo. The initiative is expected to be launched in 2019.

Construction of the Outdoor Stadium NCS has embarked on the construction of an Outdoor Stadium in the area adjacent to the Hostel. The proposed Stadium shall complement the existing Sports facilities at Lugogo. The Outdoor Stadium shall fully be funded by NCS and shall benefit Volleyball and Basketball.

Rebranding NCS continues with the rebranding strategy aimed at transforming NCS to be at the helm of sports in Uganda. As such, NCS plans to carry out a number of rebranding projects in 2017 like image building, re-development of the NCS facilities etc.

Grassroots Sports Development Programs NCS plans to reactivate grassroots development programmes by reinstating District Sports Councils/ District Sports Associations to enable nurturing and monitoring talents at grassroot levels. The initiative shall allow for capacity building and address root challenges in sports given Uganda’s abundant talent that is yet to be discovered and is resourceful for the country. Accordingly, training of Coaches, Referees, Umpires and Sports Managers/Officers at district level shall periodically be conducted to impact skills and knowledge throughout the country.

Establishment of an ICT/Resource Center for Sports A National Sport Resource Center for archives and general information on sports in Uganda is currently lacking, yet it is very critical. The NCS proposes to put in place a well-equipped ICT center and Resource Center for show-casing sports, and which can also be used as a point of reference for all sports related information and materials.

a) Review of the NCS Act 1964 Since its enactment in 1964, the NCS Act has never been reviewed. It has become obsolete and oblivious to modern development trends in sports. Efforts need to be put in place to review the Act. b) Inadequate funding to the Sports Sector There is need to continue advocating/ lobbying for increased Government funding to NCS, in view of the immense strategic planned activities/sports programmes. Although government funding to National Associations has slightly improved, the Budget for activities of sports programmes surpasses the Shs.1.4 Billion that government, hence there is still need to initiate other strategies of generating more funding. As NCS, we have prepared an ideal Budget of about UGX.50Billion- which we think can offer us a modest start, if we are to turn around the sports sub-sector.

Additionally, there exists inability to facilitate National Teams to prepare adequately for various International Events. Presently, most national teams hold their trainings on ad-hoc arrangements, and in a few isolated cases some teams have secured partial sponsorship which is inadequate. c) Absence of structures at Districts/ District Sports Councils District Sports Councils were originally established to ensure grassroots sports development right from the district level and also for districts to directly benefit from the programmes of NCS. However the District Sports Councils are no longer functional due to limited funding, these need to be revived together with District Tours to monitor sports activities at the grassroots. d) Taxes on Sports Equipment International Sports Federations and Donors often donate to National Associations/Federations sports equipment to aid development of the respective sports and for use at both community and national level. However, the high taxes on the sports equipment is a major hindrance to sports development given the limited budgets of National Associations/Federations. There is need for a tax waiver on Sports Equipment given the fact that these equipment are not for Profit making nature. e) Inadequate Technical Capacity A major gap of inadequate Technical Capacity with internationally accredited skills is still a major setback to Uganda Sports. Capacity Building for Technical personnel to include Coaches, Umpires, Referees, Managers and medical personnel is of paramount important if we are to produce excelling athletes. f) Conflicts in Sports Sports in Uganda is constantly facing conflicts that hinder development of the respective sport. The conflicts directly affect the talented sports athletes. g) Limited Sports Facilities There is need to acquire land for construction of sports fields/stadiums and Centres of Sports Excellence for the different sports disciplines in different regions of the country.

18 | National Council of Sports | Annual Report 2017/18 h) Encroachment on Sports Fields Community sports facilities countrywide have degenerated, and in other cases, Land that had hitherto been reserved for sports and recreational purposes has been encroached on by other users countrywide. This is a major threat to sports development, and it has become imperative that the Ministry of Education and Sports formulates policies/ measures to ensure the protection of Sports field in different parts of the country. i) Repossession of Regional Stadiums There exists some regional stadiums that have overtime been taken over by Districts /Local Government; these facilities have greatly degenerated due to limited funding for their maintenance. However, as the sports industry is steadily growing, and given the apparent increased threat of encroachment, it becomes imperative that the NCS repossesses and redevelops the following stadiums: 1. XXI COMMONWEALTH GAMES, GOLD COAST 2018 Uganda posted the best performance ever at the 21st Commonwealth Games held in Gold Coast, Australia. Team Uganda comprised of 69 athletes and 34 officials scooped 6 medals in total; 3 Gold, 1 Silver and 2 Bronze to emerge 15th out of 71 countries and 4th in Africa. Uganda sent a contingent of 69 athletes and 35 officials at the games and participated in sports discipline of Athletics, Boxing, Rugby, Netball, Weightlifting, Swimming, Table Tennis, Shooting, Badminton, Squash and Cycling. The President of Uganda boosted the team’s preparation and participation in the games with a financial boost of Ugx.3.1 Billion.

Of the 16 finalists, 15 were in top eight positions while 1 athlete did not finish due to a fall in the race. Overall the performance was very good for athletics team.

B) Badminton The Federation presented 4 athletes (2 men and 2 women). The team played singles, doubles, mixed doubles and Mixed Team. The best performance was that of Brian Kasirye (17 years old) who reached the round of 16 and played against the top 6 ranked athlete in the world. This made him the only Ugandan Badminton player to have reached this level in the games.

The performance in 2018 was far much better than that of Glasgow 2014. No athlete had ever reached round of 16 since 2002 when the sport started participation in the games.

Charles Kagimu competed in both time trials and road race where he was placed 32nd and 20th respectively. In the road race, he was the best African athlete. Ssekajja competed in the road race where he did not finish the race.

This was one of the best performances of Cycling in the games. Best placed in Africa ahead of , Rwanda and countries known for cycling was great achievement.

E) Netball Netball made its debut in the games with a total of 12 athletes. Uganda was drawn in Group B with , England and . The team played five preliminary matches and 1 classification. The scores were as follows:

With the above results, Uganda emerged third in Group B and met South Africa for position 5th and 6th. Uganda lost to South Africa by eleven goals; South Africa 53, Uganda 42.

At the end of the games, Uganda team emerged sixth overall at the Commonwealth games, a position above the then ranking in the world.

F) Rugby Uganda Rugby Union presented a team of 12 athletes to the Games. The team was grouped in Pool D together with Fiji, Wales and . The team won 1 match and lost 2.

Out of the 15 teams that participated in the games, Uganda finished 9th overall. This is an improvement by 5 places from the previous Games (Glasgow) where the team was 14th.

G) Shooting Uganda Shooting Federation sent 1 female athlete to the games. This was the least number for the Federation in the history of its participation. The lone athlete competed at the 50m Prone. The athlete had to compete using hired rifle because her own could not be delivered to Gold Coast due to new regulation on movement of guns by the flight company.

H) Squash Uganda Squash Association sent 2 athletes to the games. The athletes played in singles and doubles. Unlike in the 2014 Glasgow Commonwealth Games where Ian Rukunya and Michael Kawooya both lost their opening preliminary matches, this time round the dual won their first round matches. In the doubles, the team was beaten by Malaysians.

I) Swimming Uganda Swimming Federation sent 2 athletes (1 man and 1 woman) to the games. The two athletes Elisha Ekirikubinza Tibatemwa and Avice Meya did their best. While Ms. Avice Meya made personal best in 50m Freestyle and season best in 50m Butterfly.

FEASSSA Games FEASSSA Games were held in Gulu, Kenya maintained its superiority holding on their crown with final day triumphs, 6 countries participated which include Kenya, Uganda, Rwanda, Burundi, South , and . Uganda came second with 11 gold, 7 silvers and 10 bronze medals.

ATHLETICS Joshua Cheptegei clocked 26:49.93 to claim a Silver medal in the 10,000m men’s event at the 2017 IAAF World Championships in , UK. Thereafter, Joshua won the 36th De Italica Cross- Country Championships in Seville after posting 30.54 seconds.

Team Uganda (3:06.15) finished in 5th position to win USD.7000 (Shs. 18 Million) in the IAAF World in Valencia. Best performances were obtained by (1:01.38) who finished in 20th position in the men’s event, while Doreen Chesang (1:15:18) finished in 49th positions.

Moses Kipsiro 28:28 finished in second place behind Britain’s Mo Forah in the 2018 10k Great Manchester Run in UK.

Thomas Ayeko won a Bronze medal in the senior men’s category and team Uganda finished in 3rd place behind overall winners Kenya and runners Up in the Africa Cross Country Championships in . The senior men’s team won silver and 2 bronze in the junior and senior women.

Stephen Kiprotich clocked 2:07:57 to finish 5th in the Hamburg Marathon in German.

Peruth Chemutai got a personal best of 9:22.94 to finish 7th in the 3000m Steeplechase event in the in China, While Stephen Kissa got a Seasonal best of 13:25.40 to finish 10th and Joel Ayeko finished 12th in the men’s 5000m event to obtain a seasonal best of 14:08.39.

Joshua Cheptegei clocked 07:49.48 to win the 3000m event of the Athletix Grand Prix in South Africa, while Halima Nakaayi (2:37.55) and Winnie Nanyondo (2:37.98) finished in 2nd and 3rd place respectively in the 1000m women’s event.

Joshua Cheptegei clocked 27:28 to win the Durban FNB City Surf Run Men’s 10km event in South Africa while Stephen Kissa (28:04) finished second in the same event. In the women’s event, Mercy Chelangat clocked (31:37) to win the women’s event.

Team Uganda finished in 7th position at 2017 IAAF World U18 Championships at the Moi International Sports Centre Kasarani, Kenya. Uganda did not win any medal at the tournament.

Victor Kiplangat, Joel Ayeko & Fred Musobo led Uganda to a 1,2,3 clean sweep in the senior men’s race at the 33rd WMRA World Mountain Running Championships in Premana, while junior runners Oscar, Chelino & Riper Chebet also won gold to underline the countries reputation as a mountain running power house.

26 | National Council of Sports | Annual Report 2017/18 Lucy Aber threw 53.80m to set a new National Record in Javelin Throw during the Akii Bua Memorial Championships at Mandela Stadium. Lucy surpassed the previous record by Annet Kabseinde of 51.89.

Alfred Kiptoyek clocked 2:13.58 to win the 2nd CCCC Marathon, while Martin Ssebuliba (1:18.00) won the 3rd NSSF Hash Seven Hill Run in Kampala.

BADMINTON Uganda hosted the Africa Badminton Championships that attracted five countries; Eygpt, , Kenya, Rwanda and Uganda. Uganda’s Elizabeth Mwesigwa won Gold at the tournament at the MTN Arena.

Uganda won two gold medals at the 7th Edition All Africa U-15 Badminton Championships in Rose Hill, . Emuddu Expedito won gold in the boy’s singles and later paired with Arshath Mohamed to win another gold medal in a tournament that had Algeria, , Namibia, Uganda, South Africa and the host Mauritius.

Meanwhile, Team Uganda won bronze at the International Challenge that had , Ghana, , , Egypt, Uganda, , Italy, Benin, Sri Lanka taking part.

Uganda’s Brian Kasirye lost to Egypt’s Mohamed Mostafa in the Men’s event of the Uganda Junior International Badminton Open and thereafter doubled with Muzafaru Lubega to win the men’s double against Algeria.

BASKETBALL Uganda City Oilers emerged champions of the FIBA Zone V Clubs Basketball Tournament that was hosted at the MTN Arena.

The National Man’s Basketball Team, the Silverbacks lost all its three games against Angola, and Central African Republic in Afro Basketball Championships in .

The National Basketball Team finished 3rd in the FIBA 3X3 Africa Basketball Championships in Togo.

City Oilers won the unprecedented fifth National Basketball League men’s title after defeating KIU Titans 68-60 at Lugogo Indoor Stadium, while UCU Lady Canons won the women’s title.

Exodus S.S defeated Maryhill 49-6 to lift the girls’ final of the JOVOC Basketball Open while Masaka lifted the men’s title following a 24-13 win over Window.

BODY BUILDING Isaac Mubikirwa won the Mr. Uganda Body Building Championships in Kampala.

Lameck Muwanga won the Mr. Kampala Body Building Title in Kampala.

BOXING Uganda won a Bronze medal at the Africa Youth Boxing Championships in Casablanca, Morocco. The National Men’s Boxing Team, the Bombers won 3 Gold, 2 Silver at the Mabingwa Wa Mabingwa

Azizi Damani Masaka Women Cricket Team beat Olila High to win the T20 National Cricket League at Lugogo Cricket Oval.

Jinja Secondary School defeated Busoga College Mwiri (79-4, 75-10) to win the 33rd Schools Cricket Week Title at Kyambogo Oval.

Keshwala Boyz won by 7 wickets the Kampala Boys Sports Club (KBSC) Cricket Tournament/The Rainbow Paints Cup at the Lugogo Cricket Oval.

UCA hosted Mr. William Glenwright, the ICC Global Head of Development in October 2017.

FOOTBALL KCCA FC won (1-0) over St. George FC of Ethiopia to become the first Ugandan Club to progress to the group stages of the CAF Championships League since its introduction in 1997.

Thereafter, KCCA FC was drawn in Group A against Al Ahly (Egypt), Township Rollers (Botswana) and Esperance de () in the CAF Champions League. KCCA FC won (2-0) against Egypt’s Al Ahly SC in the first leg of the CAF Champions League. The return leg was played in Egypt on 28th August 2018.

Uganda Cranes lost to Egypt (0-1) in the first leg of the 2018 World Cup Qualifiers in Alexandria, Egypt and the thereafter won (1-0) in the return leg in Kampala.

Meanwhile, Uganda hosted the 2018 FIFA World Cup Trophy on its world tour from 5th to 6th March 2018. The Trophy was hosted at the Lugogo Cricket Oval on 6th March for a free Fan Fest/Public Viewing.

The Uganda Cranes won (3-1) against Sao Tome in an International Friendly Game at Namboole. In another International Friendly, Uganda drew 0-0 against Malawi at Mandela Stadium.

The She Cranes emerged overall winners of the Barbados Uganda Netball Test Series in Barbados.

Fortportal Municipality won the netball finals of the Tooro Masaza Cup after beating Kyarusozi 46- 39 at Buhinga Stadium.

Parliament of Uganda donated a state of art Coaster Van to the She Cranes in October 2018, the National Netball Team following their consistency and exceptional sports performance like the Sydney World Cup where the team emerged 8th overall.

She Cranes Team Captain Peace Proscovia, who also plays for Loughborough Lightning Team was named as the first official Ambassador for Netball World Cup set for 12 to 21 July 2019 in England.

PARALYMPICS Uganda hosted the Africa Para Badminton Champion-ships at the MTN Arena with Uganda’s Khadiha Khamuka defeating Nigeria’s Lucky Okoro (2-1) to win gold in the SL 4 category.

Prior to this, Khadija Khamuka (Uganda) won a silver medal after losing to Scotland’s Mary Margaret Wilson during the Uganda International Week.

POOL Sula Matovu won bronze medal and Rita Nimusiima won a silver in the men’s and women’s categories respectively at the Africa Pool Championships in Harare, Zimbabwe.

The 2017 National Open Championships at the MTN Arena attracted 128 finalists from all over the country with Fahad Ssewankambo emerging as the overall winner and was rewarded with a Toyota Altezza, Ugx.5Million and a Pool Table. The runners-up, William Busingye, walked away with a Pool Table and Ugx.5Million.

RUGBY Uganda won (10-7) against Zimbabwe in the finals of the Africa Rugby 7s Championships for the second time in a row in the 12-nation tournament at Legends Rugby Grounds. The team consequently qualified for the 2018 Men’s 7s due in San Francisco, USA and the 2018 Commonwealth Games, Gold Coast-Australia.

Uganda Lady Cranes lost (7-29) to Kenya in the finals of the Rugby Women’s Africa 7s Championships in Botswana. Uganda triumphed against Tunisia, Senegal and Zimbabwe.

The Rugby Cranes won bronze at the Victoria Falls 7s in Zibwabwe.

Uganda lost to Kenya (16-34) in the first leg of the 2018 at Kyadondo Grounds.

Pirates Rugby Club defeated Heathen 31-20 to win the 2017 Uganda Cup and thereafter won 26-13 against the same team to lift the 2018 Hima Cement Heathen 7s Circuit at Kyadondo.

Plascon Mongers defeated Betway Kobs (21-5) in the finals of the 5th Guinness Rugby Series at Makerere. Prior to this, Betway Kobs won the National Rugby 7s Title at Kyadondo Rugby Grounds.

SAILING Al Bush (5pts) won the Uganda Laser Open while Gordon Bell and David Caroll won the senior and Apprentice categories.

SWIMMING Uganda sent a team of 17 swimmers for the CANA Zone 3 Swimming Championships in Dar es Salaam, Tanzania and the team finished in fourth position with 57 medals (18 gold, 16 silver, 23 bronze) The championships attracted 6 countries which included, Zambia, Uganda, Tanzania, South Sudan, South Africa.

Dolphine Swimming Club claimed 32 Gold, 18 Silver and 16 Bronze medals to emerge champions of the Kenya Junior Championships at Makini School in Nairobi.

Aga Khan School collected 3240pts to emerge winners of the USF DSTV National Swimming Gala. Green Hill Academy (2155pts) was second and the British School was third.

Seals Amelia Mudanye won the 100M individual medley with a new record of 1:39:04 at the 2nd Dolphins Fast and Furious Invitational Gala at GEMS Cambridge International.

The Annual USF Masers Swimming Championship was held at GEMS International School. TAEKWONDO Team Uganda composed of 4 athletes and 3 officials to the World Taekwondo Championships in Muju Korea and did not win any medal.

International Taekwondo Federation Uganda held the 2nd Heroes Cup at Nsambya Sharing Hall, with Prisons Club collecting 38 points to emerge overall winners. Sharing Club (21 points) was second while Big Mikes (10 points) was third.

UNIVERSITY SPORTS Dorcus Ajok won a Silver medal in the 800m women’s event while Sadat Bahat claimed a Gold in the 10,000m at the 2017 World University Games in Taipei, Taiwan.

Ndejje University collected 14 medals to win the 2017 National University Games in Luwero.

VOLLEYBALL Nkumba Club and Vision Club finished 9th and 11th respectively at the 2018 Women’s African Club Championships in , Egypt.

Nkumba University Women Volleyball Club won the 2018 Genocide Memorial Volleyballl Championships in Rwanda.

Egypt won both the boys and girls titles of the 3rd Africa Youth Volleyball Zone V Qualifiers that were hosted by Uganda at the MTN Arena.

Rwanda team’s APR and RRA lifted the NSSF KAVC Male and Female titles respectively of the NSSF KAVC Tournament in Kampala. KAVC women’s posted the best performance with a third finish. The tournament was graced with teams from Rwanda, Uganda, Kenya, Burundi, Tanzania.

KAVC defeated Nemostars (3-1) to win the National Volleyball Championships Title and qualified for the 2018 Africa Club Championships.

Sport S Volleyball Club emerged champions of the 2018 Aporu Okol Memorial Tournament in Kumi. Prior to this, Sport-S won (3-0) over VVC in the Joan Cox Volleyball Tournament in . Kinawa High defeated Trust High 3-0 to win the U-21 category while the U-16 category was won by Trust High.

Meanwhile, Mbarara University (MUST) and Amazon Volleyball Clubs won the women’s and men’s titles of the Kabwohe Volleyball Open in Sheema.

Trust High School won both the U21 and U16 titles of the All Girls Volleyball Championships in Mukono.

WOODBALL Brian Gwaaka (33 strokes) and Denise Nanjeru (148 strokes) won the senior men’s and women’s categories respectively of the Coral Coating National Woodball Open in Jinja. While Aziz Masimbi

B. Kimera (CIPLA) got 48 strokes to win the men’s title of the Corporate Woodball Circuit at Nambole while Betty Alela (UNEB) won the women’s title.

Uganda Woodball Federation organized the 5th Uganda Open International Woodball Championships at Beach Entebbe, Uganda with H.E Mr. Ming-Hui WENG, the President International Woodball Federation presiding over the tournament. 14 countries participated inclusive; Malaysia, , , , , China, , Uganda, Kenya, Tanzania, Comoros, Rwanda, Burundi, Zimbabwe, Democratic Republic of Congo and Nigeria. Uganda emerged the overall winners and was handed the trophy by the Minister of State for Sport.

OBITUARY The Uganda Athletics Federation lost its Treasurer the late Geoffrey Nuwagaba who died of heart attack and was buried on Friday 20th October 2017, in Biharwe Mbarara. Geoffrey also doubled as the Treasurer, Uganda Olympic Committee.

Mzee Adoko Nekyon passed away in May 2018 in Nsambya Hospital. He was is credited to have engineered the formation of the first Uganda National Football League in 1968, he was former FUFA President and former Cabinet Minister.

Hassan Sekirime, President of Uganda Kickboxing Federation passed away in March 2018 and was laid to rest in Mperwerwe.

Long serving football administrator, football referee/instructor and CAF Commissioner, Hajji Abbas Ssendyowa passed on. He was a key person in grassroots football development in Ankole Region.

The Budget for National Council of Sports (NCS) remains merger to support all sports activities of the 45 compliant National Sports Associations that are affiliated to NCS. Nevertheless, NCS has provided financial support to different National Sports Associations/Federations to undertake sports activities like support local capacity, building programmes for National Associations, talent development programmes, support teams to prepare and participate in International, Regional and Local events and many other sports programmes.

Besides financial support, NCS has continuously supported national associations and schools sports programmes by providing basic sports equipment, technical support, use of facilities, personnel training and policy guidance to facilitate sports development in the country.
