Charles Bakkabulindi Minister of State for Education and Sports (Sports) National Council of Sports | Annual Report 2017/18 | 3 CHAIRMAN’S WORD Sports can no longer be considered a luxury but is rather an important investment in the present and future, particularly in developing countries. Sports has proven to be a cost- effective and flexible tool in promoting peace and development objectives. Sports has an enormous contribution to education, human development, health lifestyles and a peaceful world. Sports is also an important enabler of sustainable development through promotion of tolerance, respect and the contribution it makes to the empowerment of women, young people, individuals and communities. It is against this background that the Government of Uganda through the National Council of Sports (NCS) is working on providing a dynamic sports environment that will enable Ugandans to participate in sports to the best of their abilities and consequently excel at various levels. In order to attain this, in 2017/18, NCS’s main focus was geared at increasing the levels of participation in sports in the country as a means of achieving success right from grassroot levels to local, regional and international levels. The Council and Management of NCS recognize the various stakeholders for their positive role and contribution to the development of sport in Uganda. The President of the Republic of Uganda, His Excellence Yoweri Kaguta Museveni has reaffirmed his commitment for sports through the increase of the Sports Budget to Ugx.17Billion in the FY 2017/18, which increase shall go a long way in elevating the country’s performance as witnessed by the performance of Uganda at the XX1 Commonwealth Games in Australia. The Ministry of Education and Sports is recognized for the visionary leadership of the Sports sector, Uganda Olympic Committee (UOC) and other Government Ministries/Departments for the different roles they jointly play to promote sport in Uganda. Great recognition goes to the athletes/sportspersons who have worked tirelessly hard to achieve sports success and fly the Uganda flag high both regionally and internationally. It is important to note that the Ugandan athletes have exceptionally marketed Uganda across horizons. We appreciate the voluntary efforts of the Executive Committees of National Associations/ Federations for the exceptional leadership of these bodies. Utmost appreciation goes to the sponsors for their generous contribution through funding of sports activities/ programmes. In the coming year 2018/19, there are a number of programmes that are geared at steadily increasing participation and excellence in sport and NCS is excited to be at the forefront of sports in Uganda. BOSCO ONYIK 4 | National Council of Sports | Annual Report 2017/18 GENERAL SECRETARY’S WORD National Council of Sports continues to effectively and efficiently deliver on its mandate within the government priorities in order to achieve its mission of “Maximizing opportunities for all Ugandans to participate and excel in Sports”. We believe that Sport is a key catalyst for Social Cohesion, Nation Building and a major catalyst for the transformation of Uganda in achieving its Millennium Development Goals. The year under review has been a good and memorable Sporting year and Uganda has attained tremendous growth and transformation. The XXI Commonwealth Games, Gold Coast, Australia topped Uganda’s show of abundant talent at the international scene with 6 medals and a 15th overall finish out of the 71 nations that participated. This performance can greatly be attributed to the enormous Ugx.3.1 Billion financial boost by government towards the team preparation and participation. Equally, the She Cranes put up a spirited performance to finish in 6th position at their debut at the Commonwealth Games. As our athletes flew our flag high internationally, Government extended appreciation and recognized their achievements by rewarding the Excelling Athletes who won medals at the Commonwealth Games to a tune of Ugx.100 Million. Allow me to note that this set precedence of NCS to continuously reward athletes who shall bring national glory at international sports events. The Reward Scheme supplements the already in place Presidential Stipend that provides a monthly allowance to Uganda’s medalists. And now with the overall Sports budget shooting to Ugx.17 Billion, the sky is the limit for what Ugandan athletes are promising to transcend at national, regional and International level. As we start off 2018/19, we are looking forward to tremendous transformation of the sports sector with Uganda positioning herself at the helm of Sports in Africa. Accordingly, NCS has a long term plan that shall fully empower all potential Ugandans to participate in sports through its grassroots sports development programmes; through the revival of district sports associations/ Sports Councils and establishment of Sports Centres of Excellence. NCS believes that these shall go a long way in identification, and nurturing the abundant talents across the country. We believe that the programme shall provide a levelled playing field and the provision of equality of opportunity for all Ugandans. National Sports Association/Federations are reminded about governance issues as key to the transformation of the sector and accordingly, NCS shall annually carry out the Monitoring and Evaluation exercise to ensure alignment of our programmes and the federations are well understood and implemented. I would like to commend the good team I closely work with at NCS and our line Ministers in Education and Sports plus all the other stakeholders who without their support, we would not have achieved this much success. The achievements, initiatives and innovations in this report project a good and promising outlook for the year 2018/19. We therefore wish to take this opportunity to invite all our stakeholders to join us in this crusade of revamping sports in the country. DR.
